Many Carroll County residents are getting a case of nostalgic Super Bowl fever as they look forward to Sunday's AFC championship contest between the Baltimore Ravens and the New England Patriots.

For more than 120 years — since football debuted at then-Western Maryland College on Oct. 31, 1891 — football has been a part of the history of Carroll County.

Not to be overlooked is the fact that since July 1949, Baltimore football teams have held summer practice in Westminster. Names like Raymond Berry, Jim Parker, Art Donovan, Gino Marchetti, Lenny Moore, Eugene (Big Daddy) Lipscomb, Alan Ameche, and Wilbur (Weeb) Ewbank, just to mention a few, have become an important part of our Carroll County cultural history.

And yes, there is also that quarterback that was cut by the Pittsburg Steelers in 1956.

What was his name? Oh yeah, right. Johnny Unitas.

The 2012 slate of officers for the Westminster Fire Engine and Hose Co. No.1 were sworn into office by Steve Wantz, the president of the Carroll County Volunteer Emergency Services Association, at the January 5, 2012 monthly company meeting in John Street Quarters at the firehall.

According to the Westminster Fire Engine and Hose Co. No.1 website, the administrative officers for 2012 are: President - Robert Cumberland, 1st V.P. - Daniel Plunkert, 2nd V.P. - Matt Crise, Treasurer - Robert Ruby, Asst. Treasurer – Caroline Babylon, Secretary - Matt Davis, Asst. Secretary - Todd Leppert, Members at Large - Marvin Hollinger and James Eckard, Historian - Joe Ebaugh, Asst. Historian - Jim Brown, and Chaplain – Kevin Dayhoff.

The fire suppression operations officers sworn into office are: Chief - James Bangerd III, Asst. These officers become a part of an historic legacy in Westminster of volunteers in the community selflessly coming together to take time away from their families to help protect lives and property.

The Maryland State Police put the Maryland snow emergencyplan in effect for Carroll County MD at 2 a.m.

The MarylandDepartment of Transportation announced that the Maryland State Police putthe Maryland snow emergency plan in effect at 2 a.m. Saturday morning forCarroll County.

Previously the snow emergency plan went into effect theprevious Friday evening for much of Western Maryland counties: at 11 p.m. for AlleganyCounty; 10:30 p.m. for Garrett County and 11:30 p.m. for Washington County.

According to the department of transportation, the statepolice declare snow emergencies after receiving input from the Maryland StateHighway Administration.

Once the snow emergency has been declared, parking isprohibited on streets and roads that are designated as snow emergency routesand the snow tires, all weather tires and or chains are required for vehiclestraveling on the roadways.

When checked at 2:45 a.m., the NationalWeather Service forecast for Westminster and Carroll County had a “winterweather advisory posted.” “Snow before 4 am, then snow, freezing rain, andsleet. Low around 26. East wind around 8 mph. Chance of precipitation is 100%.Total nighttime ice accumulation of less than a 0.1 of an inch possible. Totalnighttime snow and sleet accumulation of 1 to 3 inches possible.”

For Saturday night the weather service was forecastingmostly cloudy skies. But most importantly for Ravens fans, the Sunday forecastsays, “A slight chance of rain, freezing rain, and sleet after noon. Increasingclouds, with a high near 33. East wind around 6 mph. Chance of precipitation is20%.” And later Sunday night, Rain likely, possibly mixed with freezing rain,becoming all rain after 1am. Cloudy, with a low around 32. East wind between 3and 6 mph. Chance of precipitation is 60%. New precipitation amounts of lessthan a tenth of an inch possible.”

Lt. Gov. Anthony Brown, U.S. Sen. Ben Cardin and I attendedthe funeral yesterday for Airman 1st Class Matthew Seidler. In our officialcapacities, we offered condolences from all Maryland citizens to the family fortheir loss.

Today, at the end of the Senate legislative session, I movedthat the Senate adjourn in memory of Airman 1st Class Seidler as a tribute tothis Maryland Fallen Hero.

Seidler was 24-years-old and lived in Westminster where hegraduated from Westminster High School in 2006.

When he joined the Air Force, he was accepted into the eliteEOD (Explosive Ordnance Disposal) unit. He was well-aware of the dangers hefaced - the EOD personnel comprise only 1% of the Air Force but suffer 25% ofthe casualties.

On January 5, 2012, Seidler was part of a military convey of27 vehicles engaged in hostile combat operations in the Helmand Province,Afghanistan. Earlier that day, his unit had defused two IEDs (improvisedexplosive devices) so that the convoy could continue its maneuvers. Tragically,his truck was hit by a third IED that killed Seidler and two other airmen.

This season has marked the 120th anniversary of the football team at McDaniel College.

According to Dr. James Lightner's history of the college, "Fearless and Bold," the first football season at then-Western Maryland College, in 1891, consisted of five games.

"On October 31, 1891, the first WMC football game was played in Westminster" against Pennsylvania College, now known as Gettysburg College.

Certainly many people were disappointed when the Baltimore Ravens announced Dec. 2 that the team will not be returning to its McDaniel College summer training camp.

In a Carroll Eagle article that day on ExploreCarroll.com, Westminster Mayor Utz spoke for many, "It's almost a 50-year tradition that's being broken… That's the sad part about it."

The tradition and history of Baltimore football and Westminster first began when the newspaper announced ran on Feb. 11, 1949, "College Campus To Be Used By Colts … Coach Isbell Expects to Bring 55 Players to Train, Starting in July … Baltimore's football Colts are going to train at Western Maryland College this year."

The article in the now defunct Democratic Advocate continued, "Dr. Lowell S. Ensor, president of the Methodist school, and Walter S. Driskill, Colts general manager, have signed a contract providing for the city's All-America Football Conference squad to use the Westminster College's campus as a pre-season base of operations, it was announced…"

The history of football in Baltimore — and Westminster — can trace one of its lineages to the All-America Football Conference in 1946 and another lineage to the NFL in 1944.

The first football team in Baltimore began on Dec. 28, 1946, when the bankrupt Miami Seahawks franchise, of the All-American Football Conference, was awarded to Baltimore.

Just over two-years later, according to the 1949 newspaper article, Coach Cecil Isbell said he expected to take a Colt squad to Westminster, "We plan to begin practice about five weeks before our opening contest..." More than 500 friends, family and neighbors braved gray skies and a steady drizzle on Tuesday to pay final respects to Airman 1st Class Matthew Ryan Seidler, a Westminster man killed in Afghanistan on Jan. 5.

Seidler was killed Jan. 5 from injuries suffered from an improvised explosive device attack during a combat operation in volatile enemy territory in Shir ghazi, Helmand province, southern Afghanistan. He had been assigned to the 21st Civil Engineer Squadron, Peterson Air Force Base, Colo. He was one of three service members who died in the attack.

	MML Launches Highway User Revenue
Public Service Announcement
As we kick off the 2012 Maryland General Assembly, MML will be working hard on the League's statewide legislative priorities: Restoration of Highway User Revenues for municipalities. This funding has been reduced by 90 percent in recent years, as the State has used this revenue source to offset its own budget deficit. Restoration of Police Aid for municipalities. These funds have also been significantly reduced in recent years to offset the state's budget deficit. With another difficult budget year ahead, it is extremely important that municipal officials are strong and unified in advocating for the restoration of these critical funds when talking with State legislators and policymakers. To generate awareness among our municipal constituents, MML has prepared a 60-second video public service announcement (PSA) which can be used on city or town websites, in online communication vehicles (such as an e-newsletter), and on a municipal cable television channel, if applicable. 	Update on New Ethics Law Requirements
New ethics regulations that were effective on October 1, 2011 now require significant additional financial disclosure for municipal elected officials and those running for an elective office in those jurisdictions not currently exempted from Maryland's ethics regulations. In response to recent concerns voiced by municipal officials, MML's Legislative Committee Chairman Takoma Park Mayor Bruce Williams has convened a subcommittee to evaluate the new requirements and develop a range of possible legislative responses. Once the Legislative Committee has provided feedback, the League will work with interested legislators to introduce legislation intended to address concerns expressed by municipal officials. PLEASE NOTE - NEW FINANCIAL DISCLOSURE REQUIREMENTS DO NOT APPLY TO MUNICIPAL PLANNING COMMISSIONS, BOARDS OF APPEALS MEMBERS AND OTHER APPOINTED BODIES UNLESS A MUNICIPALITY INDEPENDENTLY CHOOSES TO EXTEND FINANCIAL DISCLOSURE REQUIREMENTS TO THOSE BODIES. MML's Opening Day Legislative Reception held at the historic Maryland Inn on January 11 was another huge success. Awards are given in three population categories, and will honor cities and towns that are filling their municipality's needs with programs spawned by a simple, great idea. The Lifetime Achievement Award will recognize an elected or appointed official who has demonstrated outstanding service to Maryland municipal government. 	State Highway Administration Proposes
Speed Camera Appeal Process
Counties and municipalities currently have the authority to deploy automated speed enforcement (ASE) in school zones on both county and state roads. However, a permit for deployment must be obtained from the State Highway Administration (SHA) for ASE deployment on state roads. In response to requests from counties and other local jurisdictions, SHA has been working on developing a clear appeals process if an ASE permit is denied. A draft of the appeal process may be found here for your review. Please provide any comments to Mr. Matthew GarbarkMGarbark@sha.state.md.us by Friday, January 27. 	LED Streetlight Settlement Pending
Baltimore City and BGE have a settlement agreement pending before the Public Service Commission (PSC) concerning LED streetlight installation. Part of this agreement depends on PSC approving certain changes to BGE's Street Light tariff that affects all BGE local jurisdiction customers. These changes, among other things, allow for LED streetlight installation on locality-owned, BGE-powered light poles and the unbundling of reactive and preventive maintenance services provided by the utility. PSC staff has expressed concern that local jurisdictions have not responded to the public notice announcing these changes. It is recommended that any public works departments currently utilizing BGE to power street lights take a look at the proposed tariff changes and offer comments if applicable. All comments to the Public Service Commission are due on January 18. Ocean City - City Manager
The Mayor and Town Council of Ocean City, Maryland, one of the East Coast's premier seashore resort communities, invites applications from qualified candidates for the position of City Manager. Ocean City, with a year round population of 7,100 and a summer population which grows to 335,000 during peak periods operates under the Council-Manager form of government with seven part-time council members elected at large to staggered four-year terms and a part-time Mayor elected at large every two years. The Westminster Fire Engine and Hose Co. 1 will hold aValentine’s oyster and bull roast on Saturday, February 11, from 6:30 to 1030p.m. at the firehouse - John Street Quarters, 28 John Street, Westminster MD

The fundraiser will include games and raffle tickets andfeature pit beef, raw oysters, fried oysters, oyster stews with soda, tea andbeer.
