A reader asked: “Hi. Do you know if Carroll Co. is under Phase III snow plan?”

A reader asked: “Hi. Do you know if Carroll Co. is under Phase III snow plan?”

Early evening, Saturday, Jan. 24, 2016

No, in the entire state, only Baltimore City has declared a Phase Three snow emergency.

A phase three only permits emergency vehicles only on the roads. Actually folks have very cooperative and have stayed off the roads - so we really have not had to declare a phase three...

To the best of my knowledge, we are in phase two:  Requires that vehicles have snow tires, all weather radials, or chains. Police citations are issued to those without appropriate tires. Parking is prohibited on designated Snow Emergency Routes. Snow emergency routes are clearly marked and vehicles parked along these designated roadways during a snow emergency will be ticketed and towed.

So far folks have really been cooperative and stayed-off the roads and that has been a huge help.

Stop and think, you go out for any reason – even a good reason and have a problem; say, you slip and fall or have a medical problem or you are in your vehicle, and even though you are an experienced driver in heavy snow conditions – and you have a problem – emergency responder are having a difficult time responding.

In several situations, the emergency response equipment and the snow plows have gotten stuck in the snow trying to respond to medical and fire emergencies. Stay at home – preferably on the couch… LOL Just saying.

Saturday afternoon, Jan. 22, 2016 4:45 pm: “…Really - everyone ought to stay off the roads unless you are a first responder. I've been doing this stuff for 45 years and I have a heavy 4-wheel drive truck and even I have just stayed home. This stuff is for the young responders... Some days I feel my age. Some days I know my age.”
