Kevin Dayhoff writes for three of the newspapers in the Patuxent Publishing Group, the Sunday Carroll Eagle, Westminster Eagle and Eldersburg Eagle.

The Patuxent Publishing Group is owned by “Tribune.” Tribune also owns the Baltimore Sun – and as a matter of fact, the Sunday Carroll Eagle is distributed in the Sunday edition of the Baltimore Sun – see: 20071021 Baltimore Sun: “To our readers.”)

Briefly: The Maryland Municipal League, founded in 1936, works as a advocate for municipalities throughout the State of Maryland, strengthening the role and capacity of municipal government through research, legislation, technical assistance, training and the dissemination of information for its members.

MML is a statewide organization in Maryland composed solely of municipal officials.

The Maryland Municipal League represents 157 municipal governments and 2 special taxing districts throughout the state of Maryland. The MML is a voluntary, nonprofit, nonpartisan association controlled and maintained by city and town governments.

Disclosure: I served on the Maryland Municipal League Board of Directors annually for five consecutive years, from June 2000 to May 2005.

I graduated from the University of Maryland Academy for Excellence in Local Government in June 2001.

I served on the Maryland Municipal League’s Legislative Committee in 1999-2000 and 2001-2002.

I served as Secretary/Treasurer of the Carroll County Chapter of the Maryland Municipal League for five years (12/07/1999 – 05/16/2005).

I was first elected to the Westminster City Council in May of 1999 and served as the Mayor of Westminster from May 2001 until May 16th, 2005.]

4-H Therapeutic Riding Program of Carroll County


4-H Therapeutic Riding Program of Carroll County

The 4-H Therapeutic Riding Program is always seeking volunteers, ages 14 and up, to help with lessons at the 4-H arena at the Agriculture Center in Westminster. Horse experience is a plus, but is not required. for more information go here http://www.trp4h.org/index.html or call 410-876-1760.

4-H Therapeutic Riding provides a program of therapeutic horseback riding to children and adults with disabilities.

For over 20 years, this all-volunteer organization has served more than 1,500 individuals with a wide range of disabilities.

Therapeutic riding uses horses to make positive contributions to the physical, cognitive, emotional and social well being of individuals with disabilities.

The program serves as a training center for Special Olympic athletes competing locally and at the Special Olympic World Games.

Following standards of the North American Riding for the Handicapped Association, adaptations are made to allow individuals with disabilities to participate in various riding activities.

The program emphasizes cognitive, behavioral, psychological and physical goals for each participant.

My wife, Caroline, serves as a volunteer NARHA certified instructor, Board member and Treasurer. She also serves on the Carroll County Agriculture Center Board representing 4-H Therapeutic Riding and as the Ag Center Treasurer.

I volunteer also – mostly in a grounds maintenance – property management capacity, but I been known to do whatever I’m asked.

I designed the original landscape design for the property and, along with Caroline and many other volunteers, helped install the plants and build run-in sheds.

I grew up participating in 4-H.

In the past, I have taught many classes for the Cooperative Extension Service, served on numerous committees including: the Carroll Co. Agriculture Program Advisory Committee of the University of MD Cooperative Extension Service; the Cooperative Extension Service Maintenance Conference Planning Committee. I also served on a special Carroll & Frederick County agricultural community advisory taskforce for Dr. Raymond J. Miller, University of Maryland Vice Chancellor for Agricultural Affairs in the 1980s.

I believe the strength of our nation lies with the individual and that each person’s dignity, freedom, ability and responsibility must be honored.

I believe government must practice fiscal responsibility and allow individuals to keep more of the money they earn.

I believe the proper role of government is to provide only those critical functions that cannot be performed by individuals or private organizations and that the best government is that which governs least.

Finally, I believe the Republican Party is the best vehicle for translating these ideals into positive and successful principles of government.

New Windsor State Bank is the only locally owned and operated bank in Carroll County, according to Kevin E. Dayhoff, a director with Penn Mar who also is a Westminster city councilman.

The bank's board of directors have raised $1 million to fund the bank. They hope that a stock offering will raise an additional $5 million.

Seeking to provide personalized banking services to Carroll County customers, a group of area businessmen are working to establish a community bank in Westminster.

Penn Mar Bancshares Inc. recently received approval from the Securities and Exchange Commission to open Penn Mar Community Bank. Work has begun on the 4,500-square-foot building at Clifton Boulevard and Woodward Road.

May 18, 1999

Kevin, age 45, is a Westminster native who lives on Uniontown Road with his wife, Caroline Babylon.

He was elected to the Westminster City Council in May of 1999. He chairs the Solid Waste Management Committee, serves on the Public Improvements Committee, Personnel Committee, and is the Parks Board Liaison. 

Kevin, a self-employed artist who has been exhibiting art since 1981, has been in business for himself as a landscape designer, horticulturist, and nurseryperson for 25 years.

In the past, Kevin has taught design and horticulture classes at Carroll Community College and has served on a number of state and county advisory boards including; the Carroll County Landscape Manual Committee, the Maryland Department of Natural Resources Forestry Board and the Carroll County Environmental Affairs Advisory Board.

He is an active member of Grace Lutheran Church, the Westminster Road Runners Club and a volunteer with the 4-H Therapeutic Riding Program of Carroll County.
