The view from under the Maryland bus. By Kevin E. Dayhoff Dec. 20, 2015

The view from under the Maryland bus. By Kevin E. Dayhoff Dec. 20, 2015

I spent time this afternoon with several of the police officers, known as the “Baltimore Six,” and their families, as part of efforts to help brighten their Christmas holiday.

By Kevin E. Dayhoff Dec. 20, 2015

Maryland Troopers Association Lodge #20 Chaplain

The views expressed here are not only correct but they are my views and mine alone – and the views of my upbringing – and my mother’s but I take full responsibility for my views. And please note that I take great pride in respecting the points of views of others who respect mine.

I spent time this afternoon with several of the police officers, known as the “Baltimore Six,” and their families, as part of efforts to help brighten their Christmas holiday.

This was the first time I had the opportunity to meet any of them in person. I met fine individuals and wonderful families. My heart – our hearts go out for them at this difficult time.

I guess that my many years of serving as an appointed and an elected official, as well as five-years as a chaplain for the Westminster Fire Department and Maryland Troopers Association Lodge #20, and 12-years as a newspaper reporter gives me a certain insight into the character of individuals.

I have been told by other police officers and public officials that have known some or all of the six Baltimore police officers; that these men and women in uniform have the hearts of dedicated public servants, who have worked tirelessly under very difficult circumstances to protect and serve.

In return, because it was politically expedient, certain public officials have thrown these men and woman under a bus in order to enhance their careers and cover-up their short-comings and inadequacies – and years of failed public policies and political leadership.

These officers and their families are our neighbors, friends, and part of our greater blue family.

They are all on a long journey. As sad as their current circumstances, today they were measured, thoughtful, reflective, but nevertheless upbeat, not only because they exuded a depth of character and personal integrity, but because they have been humbled by the incredible support they have received from the community.

I guess we have not been reading about the support they have received from the community because it does not meet with a pre-determined media narrative.

They will need more of our help in the future – and I may quietly reach-out and ask for your support.

We help these individuals because it is the right thing to do.

We help, simply because for those of us who have served the public in Maryland for years – it is only by the grace of God that it could just as easily be you or me under the Maryland bus.

All of us who served in appointed or elected office in Maryland or have served the public in Maryland know all too well that in Maryland you do not have to do anything wrong to wake-up one morning a scape-goat and thrown under a bus because it is convenient for a powerful individual of powerful organization or institution or simply good politics.

(I faced it just the other day when a powerful institution wanted to throw me under a bus. I was just doing my job as a volunteer. They saw that as a perceived threat. Fortunately the men and woman of the fire company stood behind me.)

Today, any one of us can be the victim of a news media account that is factual but does not tell the truth. Or the current pre-occupation with lies, damn lies and videotape.

In the race to the bottom that is Maryland, there is an unscrupulous political element that does not care about the welfare of individuals and families if it does not meet with their political narrative or quest for power.

In Maryland, no one has any immunity from being squished like a bug, just for doing your job, or standing-up for the right thing or standing-up to corrupt powerful individuals and institutions that wish to sweep its short-comings under the rug, with the explicit help of the Maryland elite-ruling class.

Always remember, that in the end; without public safety you cannot have a community.

It is at time like this that I recall the words of the German clergyman, Pastor Martin Niemoeller (1892-1984)

"First they came for the Communists, and I didn't speak up because I wasn't a Communist. Then they came for the Jews, and I didn't speak up because I wasn't a Jew. Then they came for the trade unionists, and I didn't speak up because I wasn't a trade unionist. Then they came for the Catholics, and I didn't speak up because I was a Protestant. Then they came for me, and by that time no one was left to speak up."

Office of the Maryland State Fire Marshal arson fighting canine passes away

“Inez,” Office of the Maryland State Fire Marshal arson fighting canine passes away Friday, September 18, 2015 after a sudden illness with her partner/handler, Senior Deputy State Fire Marshal Howard Ewing and his wife Michelle at her side.

September 19, 2015

It is with deep regret that State Fire Marshal Brian S. Geraci announces the death of “Inez”, she was previously one of the three K-9 accelerant detection teams the Office of the State Fire Marshal operates. She passed away in the late evening hours yesterday, Friday, September 18, 2015 after a sudden illness. Inez passed away peacefully with her partner/handler, Senior Deputy State Fire Marshal Howard Ewing and his wife Michelle at her side. Inez should be remembered for all of her hard work and dedication to the field of arson detection and fire prevention. She has been recognized over the years for her outstanding work including her and Deputy Ewing being awarded 2007 Deputy State Fire Marshal of the Year. As a Bureau of Alcohol, Tobacco and Firearms (ATF) trained dog she also traveled far and wide on a variety of cases. It is estimated Inez worked over 500 cases in her career.

Senior Deputy State Fire Marshal Ewing and K-9 partner Inez were an exceptional tool used against arson in the State of Maryland. She was trained at the Bureau of Alcohol, Tobacco and Firearms (ATF) canine training facility in Front Royal, Virginia. Inez was a member of ATF’s Accelerant Detection Canine (ADC) Class #50. Inez successfully completed six weeks of “imprintation” training, as well as five weeks of “handler and dog” training. Canines have proven to be an invaluable tool in assisting arson investigators determining if flammable liquids were used to start a fire. Inez was trained to find ignitable liquids such as gasoline, kerosene, lighter fluid, etc. She graduated in 2005 and retired April 25, 2014.

Senior Deputy State Fire Marshal Ewing is a fifteen year veteran of the Office of the State Fire Marshal. He has been assigned to the Northeast Region, consisting of Carroll, Harford and Cecil counties for 14 of those years and was previously assigned to the Lower Shore Region.

“During times like this, no words can possibly express the sorrow we all feel in the loss of our beloved friend, partner and co-worker. We ask, however, as a fitting tribute that we recall those fond memories she brought to us and reflect on the many accomplishments she achieved during her life time” stated State Fire Marshal Brian S. Geraci

Maryland State Police Line of Duty Death: On March 25, 1998, Trooper Raymond Armstead, 27 years old and a 14 month veteran of the Maryland State Police died in a car crash while on duty. http://kevindayhoffwestgov-net.blogspot.com/2015/03/maryland-state-police-line-of-duty.html

On March 25, 1998, Trooper Raymond Armstead, 27 years old and a 14 month veteran of the Maryland State Police was operating his patrol vehicle northbound on I-295, south of Powder Mill Road in Prince George's County when he observed someone on the shoulder of the road waving their arms for assistance.

Realizing there had been an accident, Trooper Armstead attempted to cross the lanes of traffic to assist the stranded motorists. As Trooper Armstead focused on the shoulder activity, the traffic ahead of him stopped. Trooper Armstead's patrol car collided with a van that was stopped in front of him causing him to become trapped in his vehicle for approximately 30 minutes. Carroll County Md Law Enforcement Appreciation Ceremony

Law Enforcement Appreciation Ceremony

Westminster Md., Friday, Jan. 9, 2015 - Several hundred hardy folks braved 25 degree temperatures to show their appreciation for Carroll County area law enforcement agencies this evening at 7 p.m. between the County Office Building and the Sheriff’s Office located at 225 North Center Street, Westminster

In a prepared remarks, the Carroll County board of commissioners said they wanted to come together “to show our gratitude and appreciation for all that our police personnel do for the citizens of Carroll County each and every day…

“Please join us in showing our support for each of the law enforcement agencies in Carroll County, including the municipal police forces, the Sheriff’s personnel as well as the State Police. Take a tour of the Sheriff’s Office Emergency Command Vehicle and other law enforcement vehicles that will be on hand.

“Every day police officers put their lives in harm’s way to protect law abiding citizens; Friday evening is a time for each of us to thank these brave men and women for their service and for keeping our community safe.”

Also speaking were Carroll County Delegate Justin Ready, Carroll County Sheriff Jim DeWees, Carroll County State’s Attorney Brian DeLeonardo and Delegate-elect and former Hampstead mayor and county commissioner Haven Shoemaker –of whom many ‘blamed’ in a good-natured way, for coming up with the idea for the event – that took place in frigid temperatures and a brisk bone-chilling wind.

Among the many folks also attending were the head of the Westminster Police Department dispatchers Brenda Roper, members of FOP Lodge # 20, including Lodge vice-president Steven E. Rogers, former Westminster Vol. Fire Department president Bob Cumberland, and several allied agencies and organizations, such as Catherine’s Cause; that are a constant source of support and encouragement for law enforcement officer.

The event concluded with the commissioners being award a ‘Thin Blue Line’ flag. A spokesperson explained that on the ‘Thin Blue Line’ flag, the top line represents the public, the bottom line represents the criminals and the blue line in the center represent the thin blue line that separates the public from the criminals.

The program concluded with a prayer by the Carroll County Detention Center chaplain Bob Kimmel.

Mo Krome, retired Md. St. Police Major from Carroll Co., honored for continued outstanding service

RETIRED STATE POLICE MAJOR FROM CARROLL CO. HONORED FOR
CONTINUED OUTSTANDING SERVICE

Mo Krome, retired Md. St. Police Major from Carroll Co., honored for continued outstanding service

According to a media release by Maryland State Police spokesperson Greg Shipley:

Maryland State Police Superintendent Colonel Marcus L. Brown today acknowledged the outstanding contributions of a retired Major and Carroll County resident who continued to serve and support troopers through his service as a trustee on the Maryland State Retirement and Pension System Board.
Major (Retired) Morris L. Krome, of Carroll County, was presented a Superintendent’s Commendation by Colonel Brown today.  The presentation came during ceremonies that acknowledged more than 100 state troopers, civilian employees, and allied law enforcement personnel for their bravery, commitment, compassion and outstanding service to the people of Maryland.

“After 29 years as a sworn state trooper, Major Krome continued his service to the men and women of the Maryland State Police during more than 23 years of working on pension issues, including 16 years as a member of the Maryland State Retirement and Pension System Board of Trustees,” Colonel Brown said.  “His valued leadership has helped guide the board and he contributed significantly to the enhancement of benefits for state troopers and their families.  He continues to be an important member of the Maryland State Police family whose dedication to his fellow troopers will long be remembered.”

Major (Retired) Krome spent 29 years with the Maryland State Police, serving as commander of the Maryland State Police Personnel Management Division, and later as Assistant Chief to the Administrative Bureau.  This is where his interest began in retirement issues.

Following his retirement in 1991, Major Krome served on the Department of Legislative Reference’s Pension Code Revision Sub-Committee with the Maryland State Retirement Agency.  He began representing the interests of troopers on employee organizations and testified before the Maryland General Assembly on retirement issues.
Major Krome was then elected to the Maryland State Retirement and Pension System Board of Trustees in 1998.  He will have served four terms on the Board of Trustees when his retirement takes place in July 2014.

As a Trustee of the Maryland State Retirement and Pension System Board, Major Krome helped bring a successful resolution to a court case which awarded $73 million to the system.  He worked two years with the Maryland General Assembly to win passage of benefits for the spouses of deceased retired state troopers.   He served as a member of both the Audit Committee and the Investment Committee and was Vice Chairman of the Administrative Committee.

As the Board of Trustees’ longest serving member, Major Krome shared his knowledge and expertise with fellow board members, while providing a valuable historical perspective to the retirement issues of the day.  For his outstanding service as a member of the Maryland State Retirement and Pension System Board of Trustees and his committed service in support of thousands of troopers even after his retirement from the Maryland State Police, Major (Retired) Morris L. Krome was awarded a Superintendent’s Commendation.

Fundraiser scheduled for fallen Baltimore Co. police officer Jason Schneider this Sunday

Fundraiser scheduled for fallen Baltimore Co. police officer Jason Schneider this Sunday

By Kevin E. Dayhoff, Wednesday, September 25, 2013

Please read more on Patch:

A fundraiser honoring fallen Baltimore County Police Officer First Class Jason Schneider is scheduled to take place this Sunday, Sept. 29th, at the Humidour Cigar Shoppe in Cockeysville from 11 a.m. to 5 p.m.

The Fraternal Order of Police Lodge #4 is hosting the event for the fallen police officer at 2 Sherwood Road. The cost for food, beer and beverages is $5.00 per person for police, firefighters/EMS, teachers and their families. The cost to the general public is $10.00 per person. There will be a limited selection of mixed drinks available at a cash bar on the trailer. Bartenders from the Hard Yacht Café will be on hand to assist the Tailgate Taskforce volunteers.

Schneider, 36 years old of Manchester, died at Shock Trauma after being shot while serving a warrant in Precinct 1/Wilkens on August 28, 2013.

He was born February 11, 1977 in California, the son of Charles Dennis Schneider and Karen Ann Buchheister Schneider. He was the husband of Ericka Nicole Fulton Schneider and is survived by his two children Brandon and Kayla, two brothers and their spouses, Kenneth and Autumn Schneider of Hampstead and Michael and Nicole Schneider of Westminster.

He was a 1995 graduate of North Carroll High School. After his graduation, served in the U.S Marine Corps. In addition to his duties as a police officer, Schneider was a member of the Baltimore County Police Swat Team for the past 9 years.

According to a Baltimore County police report, several weeks before the shooting, “On August 19 at 10:11 pm, officers responded for a shooting in the 100 block of Winters Lane. A 29-year-old man got into an argument with the suspect, and the suspect shot him. The victim was transported to the hospital and is expected to survive his injuries.

“That investigation led detectives to a home in the unit block of Roberts Avenue on the morning of August 28. Tactical officers, including Officer Schneider, entered the home and encountered several subjects. At least one of the subjects was armed with a handgun and there was an exchange of gunfire. The officer and the suspect were both shot.

“Another officer also discharged his weapon. The officer involved in the shooting will be placed on administrative leave pending the investigation.
The incident remains under investigation.”

Schneider was well-known and respected in the close-knit circles of law enforcement and hundreds and hundreds of police officers from all over the mid-Atlantic region converged at the viewing at the Eckhardt Funeral home in Manchester on Friday, August 30. Gov. Martin O’Malley also visited with friends and family and spent a great deal of time with Schneider’s widow and children at the funeral home.

A Requiem Mass was celebrated on Saturday, August 31, at St. Bartholomew Roman Catholic Church, Rev. Fr. Michael Roach officiated. Schneider was finally laid to rest after the funeral in Dulaney Valley Memorial Gardens. Hundreds of first responders and police officers lined the funeral route to the cemetery.

“At this Sunday’s fundraiser, there will be plenty of food and drinks,” say organizers, “as well as raffles and auctions for prizes and gift baskets including wine, restaurant gift cards, cigars, firearms, a fishing charter, rounds of golf, a photo shoot, jewelry, overnight stay in an historic home and more! They'll also have multiple screens showing the football game, for those interested.”

A portion of the day’s sales and all proceeds from lunch tickets, the silent auction and raffles will be donated to the Memorial Fund established by the FOP Lodge #4 in honor of Fallen Hero Officer Jason Schneider to help his wife and kids.

According to information obtained from persons closely involved in putting the event together, “All items for raffle and auction, food, beverages, tents, port-a-johns, and everything else planned for the event are 100% donated. The cost for this event is still at ZERO, so every penny spent will go directly to the Jason Schneider Memorial Fund.

“The business community has really come through with an overwhelming show of support; in addition to the items listed below we have pre-raised over $4500.00. We have custom T-shirts being made up to thank those who spend $200.00 or more on Sunday, as well as stickers with the same logo for the first 300 attendees. The shirts will not be available afterwards. All SWAT operators (any jurisdiction) will have complimentary VIP access.”

Parking will be available at the business park just up Sherwood Road (there is staircase leading to the Humidour). The Episcopal church across the street has opened up their parking lot starting at 1pm. Overflow parking is available in the business/industry park located off of Railroad Avenue, and we will be running a shuttle from the parking lot of Titan Crossfit after 12pm.

For those who cannot make it to this Sunday’s event, contributions may be made to F.O.P. LODGE #4 and include on the memo line SCHNEIDER MEMORIAL FUND; mail the check to F.O.P. Lodge #4, 9304 Harford Road, Baltimore, MD 21234
