Heather DeWees, the Carroll County Clerk of the Court, delivered the oath of office to incoming Westminster Councilwoman Ann Thomas Gilbert, Kevin Earl Dayhoff, and returning Councilman Greg Pecoraro, at last night's Westminster Mayor and Common Council Biennial Organizational meeting. This, after a wonderfully positive municipal election. We look forward to Jessica Laird, Steven Colella, and Kate Carter, who also ran in the election, staying involved with the city; and the day when they will take a seat at the council table. You’ve started seeing campaign signs, direct mail, and
Facebook posts asking for your vote come Tuesday, May 14. An election for three
seats on the City of Westminster’s Common Council is upon us.
Between elections, the residents in the City of Westminster
rely on myself and the Council to make decisions on their behalf. It is a great
responsibility that we are honored to have. Every two years the residents of
the City have the great responsibility to vote for half of their
representatives.
Jessica Laird works in business development at one of the
largest institutions here in the city. She brings a new energy to the City and
will be a strong supporter of public safety and Main Street initiatives.
Steven Colella also brings a new energy to the City. All of
his professional experience has been in municipal government and economic
development. Public safety and downtown initiatives would be his main focus.
Kevin Dayhoff is a former Mayor and Councilman. He is a very
kind and caring man. I haven’t met anyone who loves the City of Westminster
more than Mr. Dayhoff. If you ever want to hear a detailed history of the City,
just ask him.
Councilman Gregory Pecoraro is currently a Councilman and is
seeking re-election. He has served multiple terms and brings a lot of
experience to the current elected body. Councilman Pecoraro is a good man. I’ve
worked well with him on issues — when we agree and when we don’t.
I’ve known Kate Carter for a couple of years. She is a
technology professional with a lot of good ideas. Between her professional
experience and interest in downtown, Kate brings a lot to the table. Kate’s
father was a business professor at Western Maryland/McDaniel College. He was
the best teacher I’ve ever had.
Ann Thomas Gilbert has been one of the main people moving
the Veteran’s Independence Project forward. She has devoted her professional
life to social services. Running for Council is one more way she wants to help
her community.
Disagreement is good in government, but politics doesn’t
have to be negative. These six individuals have decided to step up to help
preserve what’s good in the City and move the rest forward.
I am confident that the City of Westminster will be in good
hands come May 14. Please vote for those who you want in office.

VOCAL always does a good job of doing its homework and bringing the issues in the community forward for consideration and discussion. According to its website, “VOCAL is an inclusive grassroots group in Carroll County, Maryland advocating for ethical and just principles, policies, and officials in local government…” The community owes a debt of gratitude to VOCAL for all its work on behalf of the community.

Westminster voters will head to the polls on May 14, 2019 to elect three members of the Common Council. The term of office for a Common Councilmember is four years.
Six candidates have filed to run for three open seats on the Westminster Common Council. The deadline to file was Monday April 15, 2019. at 5 p.m. The election will be May 14 from 7 a.m. to 7 p.m., according to Shannon Visocsky, Westminster City Clerk.
Candidates for the three open seats on the Common Council are Kate Carter, Steven Colella, Kevin Earl Dayhoff, Ann Thomas Gilbert, Jessica M. Laird, and Greg Pecoraro.
Those who live on the east side of Md. 31 vote at the Westminster fire department at 28 John St., she said. Those who live on the west side of Md. 31 vote at the Community Center at 325 Royer Road.
Anyone who has lived within the city limits for at least six months and can vote in a general election is qualified to vote in the municipal election, Visocsky said.
In the past, the city has faced issues such as public safety, economic development and how to keep the Main Street area vital.

Keep in mind that there are no plans for a program, speeches or any mindless political drivel. Look upon it as an art opening without the artist talk.Several of the other candidates have been invited. I like all of them – they are our community leaders. Everyone gets a participation trophy in this election. After the top three take their turn at the council table chances are the other three will continue to play a leadership role in the community. We hope.
Westminster has some tough challenges ahead and this is a good opportunity to get together and toss around a few ideas. There will be plenty of Birdie’s great coffee and light refreshments available. Many folks have asked for a get together to talk about the election. This is your chance.
It was suggested that we consult with our Ouija board about how many folks are coming. Earlier I had asked my Ouija board if Tupac is really dead or just ignoring my texts like usual? I mean, while he was alive, he created five studio albums – but he really did release five albums after he died in 1996.
However my board is still angry since I asked it, “Describe the history of the sociological, economic, psychological, and physiological progress of humankind in relationship to ethnomusicology and religious structure, from its origins to the present day; concentrating especially, but not exclusively, on its social, political, economic, religious, and philosophical impact on Europe, Asia, America, and Africa. Be brief, concise, and specific. It should rhyme, and be iambic pentameter. Do it in one paragraph; use semi-colons if needed.”The planchette circled the board wildly and spelled-out "electric arc light." Well, according to multiple media accounts, in 1895, five-years after Charles Kennard, Helen Peters, “and several other investors started the Kennard Novelty Company to manufacture the [Ouija] board as a toy,” the big election issue was “electric lighting for the city,” according to historian Jay Graybeal.
Graybeal explained in research he documented in the late 1990s, “…through a vote of the citizenry, the use of street lighting by electric arc lamps was preferred. That is, the overwhelming majority of the 'Electric' ticket over the 'Gas' Ticket brought electric lights to our streets. To follow the press and certain actions on the part of our city fathers, it would indicate that Westminster took on new life immediately…”
So let’s celebrate the idea of Westminster taking on a new life after the election.

This is a strictly non-partisan event. Elections in the City of Westminster are non-partisan. More elections in Carroll County and Maryland ought to be non-partisan. I celebrate and maintain an open and affirming, inclusive platform that extends to Republicans, Democrats, Tories, Whigs, the LGBTQT community, folks from all faiths, folks who like cats, folks who like dogs, folks who like tea, folks who like coffee – it is all the same to me. Glad we got all that cleared-up.
My support of folks different than me is just simply called patriotism, common sense, and a reluctance to buy into hysteria and sensationalism. I am a Marine with issues – and I support human rights. Nothing complicated. Nothing to see here. Just move along.
If you have a different point of view, I am fine with that. I want everybody to be happy. I want you to be happy. As long as folks are nice to me – I love different points of view and again, as long as people are nice to me, I go out of my way to talk to folks who disagree with me. If you really do not like living here it makes me sad. I love Westminster. I suggest you move, so someone can take your place that wants to roll-up their sleeves and lend a hand. Westminster and Carroll County may be a great place to live – but we sure do have lots of work to do. And we need all hands on deck.
I offer experience, energy, accessibility, vision, fiscally prudent, and socially responsible leadership.
I have a thorough knowledge of the history and traditions of the city with a keen eye for some future changes.

Hi, I am Kevin Dayhoff and I am running for one of the three open Westminster city council seats available in the upcoming May 14th city election.
I previously served as the Westminster mayor from 2001-2005. And a council member from 1999-2001. Folks tell me that I did a good job.
I am a retired farmer, business owner, historian, fire and police chaplain, artist, and writer. I would like to roll up my sleeves, work hard, and put all those experiences to work and do it again.
I would like to take another turn working for the community in City Hall. I know the community, its citizens, its history, and traditions – and have a keen eye for some future changes. I offer experience, energy, accessibility, vision, a fresh perspective, new ideas, and fiscally prudent and socially responsible leadership.
I am convinced I can make a contribution and make a difference.
The opportunity to serve as an elected or appointed official in a community like Westminster is a special privilege and responsibility. There are many ways that a person can serve our community. You can volunteer with service clubs, civic and non-profit organizations, recreational programs, or help out at your place of worship.
Historically, since the early days of our city, various folks in the community have taken turns on the city council. This has been the case ever since the days when folks served as a trustee for the Union Meeting House – the seat of government years before Westminster was incorporated in 1818.
In the past 14-years since I left office in 2005, I have remained active and served the community in other ways – primarily with my job as a newspaper reporter writing history. I have also volunteered at my church, the NAACP, and the Westminster Fire Company. It was good to take a break and let other folks have a turn.
Our current leadership has done a good job. I would like to build upon all their hard work and successes. However, at the same time, I'm concerned that in some ways, the city lost a little of its focus and needs to get back to basics. Especially when it comes to supporting public safety – the fire company, the police department, and public works.
I look forward to supporting our historic downtown shopping and business district by working to continue to attract special events, businesses, shopping and local jobs.
I believe that we need to maintain a continued emphasis on municipal and business infrastructure improvements –such as developing more water resources and maintaining our roads, sidewalks, trails – and recreational opportunities.
A number of folks in the community have approached me and asked if I would like to take another turn. After some thought and discussion with various friends who are city, county and state officials, I am convinced that by working together, we can move Westminster and Carroll County to another level – and take the community to that next step.
I remain positive and optimistic that we can seize a number of opportunities that are available at this point in the city’s history, shake some things up, give it a fresh coat of paint, and makes some things happen.
Please consider voting for me on May 14th. I promise to work hard for you.

Kevin Dayhoff: From Westminster for Westminster creating a
sense of place
Kevin Dayhoff filed Tuesday, April 2, 2019, for the upcoming
May 14th Westminster City Council election
Tuesday afternoon, 2April2019, Caroline, and I went over to
the Westminster City offices where I submitted the paperwork to run for one of
the three Westminster Common Council seats available in the next municipal
election on May 14th, 2019. I am pretty excited about it. I am looking forward
to hopefully having another opportunity to serve.
It has almost been 15-years since I served as an elected
official. (I served as a Westminster Common Council Member from 1999-2001 and
the Westminster Mayor from 2001-2005.)
Over the years I have stayed pretty active in the community.
However, I would like another opportunity to make a positive difference in the
community by serving as an elected official. I want to be part of something
bigger than me, my art, my farm, my writing. During the election I am on leave
from the newspaper. I have very much enjoyed writing for the Baltimore Sun
Media Group and I have been assured that after the election I can go back to my
old job. Taking 6-weeks off from writing is hard. It’s like telling me not to
breathe.
At this point in my life, I really want to take another turn
in government because I think I can make a difference. I know the history and
traditions of Westminster (and Carroll County) government. Before I was first
elected to the Westminster Common Council in May of 1999, I had spent 20-years
as an appointed official with various boards, commissions, and committees.
Those experiences served me well. I would like to have another opportunity to
put those experiences to work.
A fresh perspective and new ideas are needed in any
organization. As times change, so must the City of Westminster. And the changes
that are necessary in our community are best served with a relentlessly
positive attitude – building upon the successes of the past work of city
officials. I applaud their work and accomplishments. However it is time to let
someone else have a turn.
Support public safety.
My vision for Westminster includes getting back to basics
and enhancing public works and safety. The public works department, the
Westminster Police and the Westminster Fire Company play a basic and critical
role in our quality of life in Westminster and need our renewed support.
I understand public works. I farmed for 25 years from 1974-1999.
In those years I worked as a landscape designer contractor and property manager.
I have served for many years as a fire and police chaplain and public
information officer. The many years of experience has given me a good working
knowledge of the operations and the challenges that lie ahead.
Support economic development
I look forward to supporting our historic downtown shopping
and business district by working to continue to attract special events,
businesses, shopping and local jobs.
I owned a business for 25 years. I have been self-employed
as a writer and an artist since 1973. I have written for several newspapers and
magazine since I left office in 2005. I wrote about local government, ‘cops,
courts, and crime,’ community events, politics, and history. I look forward to
building upon my experiences as a business owner, elected, and appointed
official, and work as an historian and writer - to promote the business of
Westminster.
Support working with other public officials.
I was born and raised in Westminster. I have held various
appointed and elected positions in local, county, and state government since
1978. I look forward to using that background and experience to Westminster’s
advantage and benefit.
Over the years I have enjoyed working with many local
municipal, county, and state officials. I served on the statewide MML Board of
Directors for five years.
Increasingly, the future of Westminster and all local
government depends on how well we work with other governments, law enforcement
agencies, fire and EMS services, education officials, non-governmental
organizations, and government officials. I look forward to continue to working
my fronds and colleagues.
I look forward to continuing to work for the citizens of Westminster.
I am excited about the opportunities and the future.
My six principles of public service have not changed since
1999:
My Basic Six Principles - May 1999
1. Fiscal responsibility – Expanding Commercial,
Industrial, Retail and Community Based Employment Tax Base
2. Public Safety
3. Promoting Citizen Based Community Based Grass Roots
Customer Service Oriented Government
4. Economic Development – which includes a strong
approach to annexation, Community Based Employment, and continued downtown
revitalization.
5. Enhancing Family Quality of Life – to include
expanded recreational opportunities and emphasizing basic municipal services:
snow removal, trash collection, water and sewer service and education.
6. Infrastructure improvements – Water, sewer and roads.

Kevin Dayhoff Brief Bio March 6, 2019
From 1999 to May 2005, Kevin Dayhoff
served on the Westminster Common Council and as the Westminster mayor
(2001-2005.) Kevin retired from farming, property management, landscape design,
and contracting in 1999.
He is a second generation member of the
Westminster Fire Company. He has been a member since 2001. He has served as a
Chaplain for the Westminster Fire Company and Maryland State Police Troopers’ Lodge
#20 since January 2011. He has served as the Public Information Officer of the
Westminster Fire Company since 2007 and assistant secretary since Jan. 2018.
Kevin served in the US Marine Corps
Reserves from 1971 – 1973.
He has served as a non-partisan
appointed official on various state, county and local government boards and
commissions since 1978. Including his extended family, the Babylon family;
members of the family have served as Westminster, Carroll County, and Maryland State
elected officials since the 1890s, and in the military since the 1600s.
Since 2004 Kevin has written for a
number of national and local publications. He currently writes for the
Baltimore Sun Media Group and is assigned to the Carroll County Times. His current
primary assignment is local history, but in the past he has covered ‘cops,
courts, and crime,’ politics, and local, state and national government. The
Maryland Delaware DC Press Association awarded him an editorial award in 2009,
and a religion reporting award on May 12, 2017.
Although his ancestors were
historically Quakers, he was raised in the United Methodist Church. Since 1998,
he has been an active member of Grace Lutheran Church. He served on the Grace
Lutheran Church council from 2012 - 2018.
Kevin served in the Civil Rights
movement in the south from 1971 to 1973. He is a member of the Carroll County
NAACP Branch #7014 and served on the executive board since November 2012 and
secretary since Nov. 2016. Many members of the local Carroll County NAACP are
retired law enforcement officers or defense contractors.
He has exhibited art and photography
since 1981. An avid artist and writer, he continues his interest in art, music
and books, government and politics, technology, the environment, business and
Ag issues.
His family, the Wrights, Warfields,
Gillis and Haines family have lived in the central-Maryland - Carroll County
area since the 1600s. He was born and raised in Westminster and lives in
Westminster with his wife Caroline.

Bill Rehkopf, the extraordinary PIO for the Sykesville Fire Company in Carroll County – is providing commentary on the Notre-Dame fire on CBSN. I was half-asleep listening and watching the coverage on CBSN and fascinating enough, I heard a familiar and knowledgeable voice accurately explaining various dynamic of the fire. I looked-up at the TV and sure enough, it was Bill Rehkopf.

The Westminster Volunteer Fire Department will be
participating in the Maryland State Fireman's Association's statewide
recruitment event on Sunday April 14th at the station on John Street in
Downtown Westminster. Station and Apparatus tours will be offered and personnel
will be available to answer any questions about becoming a member. Stop by
between 12-5 PM to start your journey as a volunteer.
Interested in joining our growing professional team? Our
team is comprised of individuals of many walks of life. As is the fire service
in a whole, WFD fosters a “family” environment. Challenge yourself, build new
skills, meet new people, and become a part of a tight-knit public safety
community all while serving a purpose greater than yourself.
Benefits: While most members will agree that there are many
intangible benefits of membership, there are also several other valuable benefits available to volunteers.
Following three years of qualifying active membership,
members are eligible for the LOSAP program: $4,500.00+ Maryland income tax
credit. And: Monthly retirement stipend after 25 years of active volunteer
membership.
