Westminster councilman Dennis Frazier city update


This past meeting was packed-the voting date and time for city elections was changed-second Tuesday in May from 7-8 this now puts us on the same date as 4 other municipalities in the county.

We approved a new commutation system VOIP that will work faster and better than the current one and cost thousands less.

We are moving forward with changing the city's health care provider, one that offers the same coverage as the current but at a little more than $40,000 less per year than who we have now.

We extended a Bio-solids contract for on year than will save the city over $40.00 a ton on disposing of the solids for the next year, we will have to enter into a new contract next year but we are hoping that pricing will be more favorable at that time.

We are going to talk about taking the parking meters off of main street and replacing with signs that say -parking limited to one hour between the hours of 8am and 5 pm Monday -Friday- we are also going to talk about giving each downtown business owner on free permit for parking.

My thinking is if you go to any other shopping center in Westminster you do not have to pay to park -and the owners don't have to pay.   What do you think?

Dennis Frazier commentary on the May 23, 2011 Westminster Common Council Meeting - May 24, 2011

The council passed some housekeeping measures - the property maintenance bill now has the height of grass as 6" the height that the city will send a notice to homeowners about cutting –the height was left off the original document.

Changing the limit to $10,000 as the amount the city can buy necessary items as needed by departments without requiring a formal written and competively bid contract-it was $7,500.

I introduced two new items:

1-change the time and date of the city elections-change the date to the 2nd Tuesday in May and the time to 7am-8pm--right now three other municipalities in Carroll have their elections on that Tuesday and if we moved ours to that date then we would be in line with most of the other towns- the time change would give voters an extra hour to vote

2-create a new tax break structure for smaller business-who have12 new employees 2500 sf of new or expanded space and pay the average county wage for a tax break from the city of 25% the first two years 20% years 3-4 and 15% years 5-6-with the same penalties as the Job Creation tax credit that we talked about last meeting--both items are being drafted for a future meeting ---tell me what you think …

Knauer, long rumored a future mayoral candidate casts her vote

Carrie Ann Knauer casts her vote in the Westminster municipal elections at the Westminster Fire Department John Street Quarters at 28 John Street in Westminster.

No further developments have been revealed as to Ms. Knauer’s future political aspirations although her name has frequently been mentioned as a good mayoral candidate at some point in time in the future.

Think about it – it fits, Westminster Mayor Carrie Knauer. It works.

As of 3:30 this afternoon, approximately 465 voters had come to the polls to vote in the Westminster municipal elections – including future Mayor Knauer.

Polls will remain open until 7 pm. The mayor’s office and two council seats are contested. The winners are expected to be announced at the Westminster Common Council meeting this afternoon at Westminster city hall at 1838 Emerald Lane.

Candidates for election in Westminster today are: Mayor: Suzanne Albert, Dennis Frazier, Kenneth Hornberger and Kevin Utz. Council: Anthony Chiavacci, Eleanor DeMario, William Gill, Damian Halstad, Darcel Harris and William Hughes.

Poll workers work in the rain in the parking lot of the Westminster Fire Department John Street Quarters.

As of 3:30 this afternoon, approximately 465 voters had come to the polls to vote in the Westminster municipal elections.

Polls will remain open until 7 pm. The mayor’s office and two council seats are contested. The winners are expected to be announced at the Westminster Common Council meeting this afternoon at Westminster city hall at 1838 Emerald Lane.

Candidates for election in Westminster today are: Mayor: Suzanne Albert, Dennis Frazier, Kenneth Hornberger and Kevin Utz. Council: Anthony Chiavacci, Eleanor DeMario, William Gill, Damian Halstad, Darcel Harris and William Hughes.

Water at forefront for Westminster” By Bryan Schutt Times Staff Writer

Westminster officials have spent countless hours and millions of dollars trying to protect water supplies, find new resources and provide quality drinking water.

Still, the city has less water than it needs for future projects and has budgeted even more spending for water exploration projects. So balancing water resources protection with continued growth will be one of the tasks at hand for the incoming mayor and two Common Council members.

It wasn’t long ago when in the summer of 2002, the city actually had to truck water in from the Medford Quarry to supplement the city’s water supply. Now a multi-million dollar pipeline connecting the quarry to the city’s reservoir is near completion and the new officials will have one drought-protection solution under their belts.

Building the Medford Quarry Pipeline was part of an agreement with the Maryland Department of the Environment in April 2007. As the city meets MDE mandates, more water is freed up, but the current officials have noted how pricey each project is.

I will continually strive to increase the business, job and economic base for the City of Westminster.

As a life-long Carroll County resident and career Maryland State Trooper, I will work to make Westminster the safest city in Maryland!

I will seek to improve the City's infrastructure to provide better roads and water and sewer service.

WESTMINSTER -- The 2009 Municipal Election Candidates Forums, hosted by the Carroll County League of Women Voters, will be broadcast from the Community Media Center, on cable channel 19, Carroll Public Access and on channel 23, Town and Community TV.

The forums are scheduled for the evenings of Tuesday, April 21, and Wednesday, April 22, and will be rebroadcast on both channels in the days running up to municipal elections.

The public is invited to attend and to submit questions to the candidates, but each question must pertain to the specific municipality where the candidate being questioned is running.

Candidates should let the League know they will attend by contacting League Vice President Karen Donaldson at 443-220-4675 or karendrelo@aol.com, or President Carol Blackburn at 410-875-2340 or carolmta@comcast.net. The schedule is as follows:

Tuesday, April 21 -- 7 to 7:30 p.m. Taneytown; 7:45 to 8:15 p.m. Westminster; 8:30 p.m. to 9 p.m. New Windsor.

Wednesday, April 22 -- 7 to 7:30 p.m. Sykesville; 7:30 to 8 p.m. Union Bridge; 8 to 8:30 p.m. Hampstead; and 8:30 to 9 p.m. Manchester.

WHAT THEY DON’T WANT YOU TO KNOW

The week BEFORE the public hearing on water and sewer rate structures, a representative from Tylex Technologies in Seattle, Washington was flown into Westminster. He worked on the city computer software program and CHANGED the current water and sewer rate structure over to match the proposed rate increase.

The city followed procedure by having a public hearing, HOWEVER it was a SHAM, as the rates had already been changed by the representative at a cost of over $6,000 to the tax payers.

The city paid over $55,000 to a consultation company for the water rate study. However the city staff could have come up with the same numbers on their own. They had all the necessary information on hand.

The city’s software program itself, comes from a company in Washington State. If a problem arises, the city is billed $125 an hour for phone calls to the company. If someone has to come out to Westminster, the city has to pay ALL EXPENSES for the representative, air fare, hotel, rental car etc. PLUS THE HOURLY RATE!

There are companies within driving distance of Westminster that have similar software programs, making the cost of working on the system much less for the taxpayers. (The present system from Washington State HAS COST THE CITY OVER $300,000 SO FAR.)

In another Sham the city spent over $60,000 for consultants to look at the pay scale for city employees, although the same information could have been obtained with an online search and some phone calls to similar cities

The city spent over $7,000 to the Mercer Group to find a city manager while the city staff could have handled this task just as well and for a much cheaper cost to the taxpayer.

Time and time again the City Council, (WHICH INCLUDES SUSAN ALBERT & KEVIN UTZ) as well as, the current Mayor has RECKLESSLY SPENT YOUR TAXPAYER DOLLARS!!

THIS WILL NOT HAPPEN ON MY WATCH!!!
