Liberty Reservoir Day celebrates local watershed on Saturday July 26, 2014. Baltimore’s Mayor Stephanie Rawlings-Blake, co-chair of of the US Conference of Mayors Water Council, will be in attendance and is looking forward to seeing all of you.

There will be lots of entertainment and big trucks for the kids to climb aboard…


Baltimore Public Works Director Rudolph S. Chow said that with events like Liberty Reservoir Day, “It is important that we provide our water customers the opportunity to learn about our watershed lands through educational, yet also fun, events like Liberty Reservoir Day.”

On July 26, the Baltimore City Department of Public Works
will again celebrate Liberty Reservoir Day in the recreation area right above
the reservoir dam on the North Branch of the Patapsco River.

Last year's Liberty Reservoir Day event was well attended and according to Kurt Kocher, the department's spokesman, the department would like to build upon last year's success.

"Baltimore and Westminster have a long standing partnership that goes back decades," said Westminster public works director Jeff Glass. "Maintaining a sustainable water supply for all our
customers is a constant focus."

This year marks the 60th anniversary of the dedication of Liberty Dam, which is
located in eastern Carroll County at the border with Baltimore County.

According to a history of Liberty reservoir written for the Historical Society of Carroll County by historian Mary Ann Ashcraft several years ago in the Carroll County Times, "Baltimore Mayor Thomas D'Alesandro, Jr. dedicated Liberty Dam on September 21, 1954 …."

Baltimore City - Liberty Reservoir Day July 27, 2013: A Celebration Of Our Reservoir, Watershed And The People Who Protect Them


BALTIMORE, MD (July 1, 2013) – Public Works Director, Alfred H. Foxx, today announced that the Baltimore City Department of Public Works (DPW) will hold the first Liberty Reservoir Day on Saturday, July 27, 2013 from 9 a.m. to 1 p.m. at Liberty Dam, Liberty Dam Rd., 21104. The event will celebrate and educate attendees about Liberty Dam and Reservoir, one of Baltimore's three raw drinking-water reservoirs. Live entertainment, face-painting, emergency vehicle displays and food trucks will be on site. Active and former military members with ID will receive discounts on food purchases. Attendees will also receive American flags to celebrate both our “liberty” and “Liberty”.

Attendees of all ages can visit the Dam’s observation deck which will be open only for this special day. Learn about Baltimore's drinking water system, resource issues and conservation efforts. Rescued native wildlife will be on display along with experts who will tell you all about them.

The event will also recognize the people and, yes, animals, who protect the reservoirs and reservoir visitors. Attendees will see demonstrations from the Chesapeake Search Dogs, three fire companies and local police officials.

“We are excited about highlighting Liberty Dam and Reservoir which are important parts of our regional drinking-water system,” says DPW Director Alfred H. Foxx. “This is a wonderful opportunity to learn while having fun.”

Participating organizations include: Baltimore City Department of Public Works, Gamber & Community Fire Company, Liberty Road Volunteer Fire Company, Sykesville Freedom District Fire Department, Carroll County Sheriff’s Office, Baltimore Environmental Police, Chesapeake Search Dogs, Scales and Tales, Baltimore County Department of Environmental Protection and Sustainability, and the Carroll County Department of Land Use, Planning and Development.

The event and parking are free.

The body of missing Baltimore City Fire Department cadet in training, Rodney Goggins Jr., 20, was found this afternoon in Liberty Reservoir. http://kevindayhoffwestgov-net.blogspot.com/2011/06/body-of-missing-baltimore-city-fire.html 


According to information from a Carroll County Sheriff’s Office information release by Major Phillip S. Kasten, it was shortly after 2 p.m., Sunday afternoon when boaters summons Baltimore City Watershed Rangers, who were patrolling the reservoir, and reported a floating body near the shoreline south of the Liberty Road bridge.

Upon arrival the rangers “located a partially decomposed body in a remote area of dense shoreline vegetation and summonsed Sheriff’s Deputies and Rescue Dive Teams from the Gamber Volunteer Fire Company to assist,” according to Kasten.

Sunday afternoon, sheriff’s investigators did not locate any obvious signs of trauma on Goggin’s body, according to Kasten.  The body has been transported to the State Medical Examiners Office for an autopsy.

The investigation continues.  Carroll County Sheriff’s Office investigators are working closely with the Baltimore County Police in their investigation of the events leading to Goggin’s death.

The story so far:

He had visited a friend, according to a June 6, 2011 update on Westminster Patch, [http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit] on Kenwood Avenue in Baltimore City late Sunday, May 29, and his friend told police he left her home late that evening and he had not been seen since, police said.  He also did not show up to work for his training with the Baltimore City Fire Department on Tuesday, May 31, according to Lt. Robert McCullough, spokesman for Baltimore County police.

Goggins had been the subject of a large, multi-agency search after Baltimore County Police discovered his 2000 black Buick parked unattended along the shoulder on the Liberty Road adjacent to the Reservoir on Liberty Road Wednesday, June 1.

The Maryland State Police 137th Academy Class, in week 11 of its training, was on hand to assist in a ground search June 2, said Elena Russo, a state police spokesperson.

Other organizations, according to a June 6, 2011 update on Westminster Patch by Valerie BonkMarc Shapiro, and Diana Soliwon; assisting in the investigation included: the Baltimore City Fire Department and its dive team, the Anne Arundel County Fire Department dive team, the Sykesville Freedom District Volunteer Fire Department, the Gamber & Community Fire Company dive team, the Maryland Department of Natural Resources, the Maryland State Police, the Liberty Road Volunteer Fire Company, the Baltimore City Office of Emergency Management and the Baltimore City Watershed Rangers. http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit

Dive teams used sonar technology to search the floor of the reservoir, said Sgt. Christopher Davala of Maryland State Police's underwater recovery team. http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit

"A side-scan sonar … actually takes a picture of the bottom and gives us a relay picture—basically a video—of what the bottom looks like, of which the body would show up if it's on the bottom," he said.

On the ground, several officials combed the area in search of Goggins and evidence.

"Maryland State Police [and] our recruits have done surveillance in and throughout the woods," Cartwright said last week. "And unfortunately there's been no positive results at this point."

Maryland State Police took the lead in the investigation, Davala said. Officials and volunteers from the Baltimore City Fire Department, Baltimore County Police, the Baltimore County K-9 unit, Maryland Department of Natural Resources and others were also on the scene last week.

"As we canvassed the Liberty Reservoir, we ruled out every significant finding utilizing state-of-the-art HD sonar technology provided by local law enforcement, fire department and a subject matter expert from Marine Sonic Technologies in Virginia," Kevin Cartwright, spokesman for the Baltimore City Fire Department, said via e-mail.

On June 6, it was reported that Baltimore City Watershed Rangers would continue to perform water and land surveillances for any sign of Goggins and the Baltimore County Police Missing Persons Division would stay in touch with his family and pursue leads as they develop, Cartwright said.http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit

Then on June 10, 2011, Westminster Patch reported “Search Scaled Back for Rodney Goggins Jr. - The investigation into the disappearance of the Baltimore fire recruit from Randallstown has yielded few answers,” by Diana Soliwon

“Ten days have passed since family members first reported Rodney Goggins Jr.'s disappearance.  The Baltimore City fire recruit and Randallstown native… Hundreds gathered at the high school for a prayer vigil Tuesday, according to an ABC2 report...

The body of missing Baltimore City Fire Department cadet in training, Rodney Earl Goggins Jr., 20, was found this afternoon in Liberty Reservoir.

At 4:40 p.m. Sunday, Sgt. Antoine Smith put his police lights on, blared his siren and drove quickly to Owings Mills on a hit-and-run call.

"Two black males hit a car and got out and ran," he said. "They probably stole the car and hit somebody."

As he communicated with Baltimore County Police by radio, he canvassed wooded areas behind apartment buildings and around the Owings Mills Mall. He even checked a large recycling container, with his gun drawn, in case the fugitives were hiding in there.

It was one of the many hats Smith would wear Sunday as a Baltimore City Watershed Ranger. While his primary responsibility is to patrol Liberty Reservoir, he has the power to enforce the laws in several jurisdictions, including Baltimore City and the counties of Baltimore, Carroll, Howard, Harford and Anne Arundel, all of which have residents that are served by one of the three city-owned reservoirs.
