Dayhoff Time Flies - Maryland State Police Major (Retired) Krome, 79, of Carroll County

On Monday, June 10, 2019, Maryland State Police Major (Retired) Morris (Moe) L. Krome, 79, of Carroll County, passed away at Carroll Hospice Dove House. Krome was the husband of Carolyn Dudley Krome for 55-years. Together they owned a farm in rural Carroll County where they trained show horses.

Krome was the unofficial Dean Emeritus of Maryland Troopers and considered by many to be an icon of the discipline, professionalism, excellence and intelligence that we have come to know as the Maryland State Police (MSP) since its earliest beginnings in 1921.

For decades Krome held court at a small table at the VFW with his lifelong friend, Special Drug Enforcement Administration, (DEA) Agent (Retired) Tim Clark, the first Monday of every month at the monthly meeting of the Maryland Troopers Association (MTA) Lodge 20.

According to the Maryland Troopers Association’s fallen hero’s page:

While checking via radio on the license of a driver of a van with three other occupants, Sgt. Mowbray was shot and killed when struck by a shotgun blast. Investigation later revealed that the registration plates on the van were stolen and there were outstanding warrants for two of the occupants. Occurred near Baker's Liquor Store in Chester, MD.

According to information from the Maryland State Police.

Forty years ago today, Sgt. Mowbray was shot and killed during a traffic stop near Chester, Maryland. He was checking a license plate over the radio when he was struck by a shotgun blast. The license plates turned out to be stolen and two of the four occupants had warrants out for their arrest.

All four suspects fled from the scene.

Two suspects, who were later convicted of doing the shooting, kidnapped a couple in Chester, took their car, and raped the woman. They were captured several hours later.

The other two suspects stole a boat and headed toward the Western Shore. They were captured two days later.

All four suspects were convicted of Sergeant Mowbray's murder.

One of the suspects convicted of doing the shooting was sentenced to life plus 95 years for rape, kidnapping, and other crimes committed before and after Sergeant Mowbray's murder. In 1982 he escaped from prison and was placed on the FBI's 10 most wanted list. He was captured 14 months later. In 1991 he won a new trial which resulted in less serious convictions and a 27 year sentence. He was paroled in 1993. Four months later he was sent back to prison for four years when he violated his parole with a disorderly conduct charge. In 1999 he was sent back to prison again when he took money from a charity jar in a Glen Burnie, Maryland, cafe. On December 1, 2003, he was arrested and charged with robbing a Glen Burnie bank. He was convicted of armed robbery and sentenced to 20 years June 18, 2004.

The other suspect convicted of the shooting was sentenced to life in prison.

The third suspect was sentenced to 55 years and the fourth suspect was sentenced to 20 years.

Sergeant Mowbray had been a member of the Maryland State Police for almost 14 years.

CHANCEFORD TOWNSHIP - Sharon K. "Weezie" (Waltz) McKinsey, 55, passed away Sunday, July 5, 2015, at York Hospital.

She was the wife of Rick L. McKinsey. The couple celebrated their 33rd wedding anniversary on May 24, 2015.

A Celebration of Life Service will be held at 11 a.m. on Tuesday, July 14, 2015 at Life Tributes by Olewiler & Heffner Funeral Chapel & Crematory, Inc., 35 Gotham Place in Red Lion.

Viewings will be held from 7 to 9 p.m. on Monday and 9:30 to 11 a.m. on Tuesday at the funeral home. Certified Celebrant Betty Frey will be officiating at the service.

Burial will be in Susquehanna Memorial Gardens in York.

Weezie was born in Baltimore on February 21, 1960, the daughter of the late Dayton E. and Dorothy E. (Dorsey) Waltz.

She was the owner and operator of Puss Face Customs in Red Lion, where she was a master mechanic, did state inspections and restorations of motorcycles.

Along with her husband, Weezie leaves a son, Justin McKinsey and his wife Tara of Windsor; daughter, Angelique Baublitz and her husband Bob of Hanover; seven grandchildren, Jazmin Lindamore, Desiree McKinsey, Gavin Baublitz, Tyler McKinsey, Destiny McKinsey, Brylee McKinsey, and Autumn McKinsey, and was expecting her first great-grandchild.

She also leaves two sisters, Joyce Kinser and her husband, Larry of Westminster, Md. and Tina Becker and her husband Glenn of Westminster, Md.

Memorial Day prayer at the Carroll County Vietnam Memorial


As has been our routine dating back to the 1990s, a number of us gather at the Carroll County Vietnam Memorial at Willis and Court Streets in Westminster across the street from the historic Carroll County Courthouse.

The Carroll County Maryland Vietnam Memorial Park was dedicated on May 28, 1990. There are 19 names on the memorial. Of the 19 names – 17 killed in action, one missing in action and a former prisoner of war - some we knew.  Some we didn’t.  But they were all someone’s son or father or brother or uncle – or a cherished childhood friend.  Their faces have been silent for many years, but they all have a story to tell.

Over 2.7 million Americans served in the Vietnam War.  The average age was 19.  Of that number, 300,000 were wounded in action, and 75,000 were disabled.  It has been estimated that almost 5 million military personnel and civilians, from all sides, lost their life in the Vietnam War.  Of the 58,200 names listed on the Vietnam Memorial Wall in Washington, 1,046 are Marylanders who made the ultimate sacrifice in the Vietnam War.

The Lord be with you. Heavenly Father, Hear our prayer

We are brought here together through your common call to service to our family, community and country. We ask that God's healing and loving presence be with all of us today on Memorial Day who may have unspoken needs.

We have gathered here in your name as we have been called to be a people of prayer. We praise you because you are our creator, our redeemer and our provider.

We especially approach you today with humility and age in the shadow of the Carroll County Vietnam Memorial as we pay our respects to our fallen sons of Carroll.

Bless the souls of those brave American heroes from Carroll County on the black granite monument at the Carroll County Vietnam Memorial who died in Vietnam. We lift up and place in your loving arms the eighteen fallen sons of Carroll, individually by name and together as a family. We pray that they all be remembered by our children and our children’s children.

We pray that we may (Ephesians 6:11,) “Put on the whole armor of God that you may be able to stand against the wiles of the devil,” and be armed with the power of the Spirit, so that we may continue to make the Gospel understandable to those of us who after many years still have unanswered questions…

In the name of all we've learned by the Vietnam experience, God grant us a lasting love of peace and our fellow humans. 

Refresh our hearts with peace and love as we reconcile the Vietnam experiences with our current lives. 

For all those who selflessly put themselves in dangers way to protect others … let us pray to the Lord.

We know the good that comes to those who believe and are called for a greater purpose.

Bless this time together and for the many ways you reveal yourself to us, we gratefully praise you. 


Remember those who serve for our public safety and community. Keep them safe as they protect and serve. Allow the Holy Spirit to work in and through us to effect the accomplishment of this prayer. AMEN

On March 25, 1998, Trooper Raymond Armstead, 27 years old and a 14 month veteran of the Maryland State Police was operating his patrol vehicle northbound on I-295, south of Powder Mill Road in Prince George's County when he observed someone on the shoulder of the road waving their arms for assistance.

Realizing there had been an accident, Trooper Armstead attempted to cross the lanes of traffic to assist the stranded motorists. As Trooper Armstead focused on the shoulder activity, the traffic ahead of him stopped. Trooper Armstead's patrol car collided with a van that was stopped in front of him causing him to become trapped in his vehicle for approximately 30 minutes. Once extracted, Trooper Armstead was flown to the Shock Trauma Center in Baltimore where he was pronounced dead shortly before 3:00 pm

Mo Krome, retired Md. St. Police Major from Carroll Co., honored for continued outstanding service




According to a media release by Maryland State Police spokesperson Greg Shipley:

Maryland State Police Superintendent Colonel Marcus L. Brown today acknowledged the outstanding contributions of a retired Major and Carroll County resident who continued to serve and support troopers through his service as a trustee on the Maryland State Retirement and Pension System Board.
Major (Retired) Morris L. Krome, of Carroll County, was presented a Superintendent’s Commendation by Colonel Brown today.  The presentation came during ceremonies that acknowledged more than 100 state troopers, civilian employees, and allied law enforcement personnel for their bravery, commitment, compassion and outstanding service to the people of Maryland.

“After 29 years as a sworn state trooper, Major Krome continued his service to the men and women of the Maryland State Police during more than 23 years of working on pension issues, including 16 years as a member of the Maryland State Retirement and Pension System Board of Trustees,” Colonel Brown said.  “His valued leadership has helped guide the board and he contributed significantly to the enhancement of benefits for state troopers and their families.  He continues to be an important member of the Maryland State Police family whose dedication to his fellow troopers will long be remembered.”

Major (Retired) Krome spent 29 years with the Maryland State Police, serving as commander of the Maryland State Police Personnel Management Division, and later as Assistant Chief to the Administrative Bureau.  This is where his interest began in retirement issues.

Following his retirement in 1991, Major Krome served on the Department of Legislative Reference’s Pension Code Revision Sub-Committee with the Maryland State Retirement Agency.  He began representing the interests of troopers on employee organizations and testified before the Maryland General Assembly on retirement issues.
Major Krome was then elected to the Maryland State Retirement and Pension System Board of Trustees in 1998.  He will have served four terms on the Board of Trustees when his retirement takes place in July 2014.

As a Trustee of the Maryland State Retirement and Pension System Board, Major Krome helped bring a successful resolution to a court case which awarded $73 million to the system.  He worked two years with the Maryland General Assembly to win passage of benefits for the spouses of deceased retired state troopers.   He served as a member of both the Audit Committee and the Investment Committee and was Vice Chairman of the Administrative Committee.

As the Board of Trustees’ longest serving member, Major Krome shared his knowledge and expertise with fellow board members, while providing a valuable historical perspective to the retirement issues of the day.  For his outstanding service as a member of the Maryland State Retirement and Pension System Board of Trustees and his committed service in support of thousands of troopers even after his retirement from the Maryland State Police, Major (Retired) Morris L. Krome was awarded a Superintendent’s Commendation.
