City of Westminster MD Presidents' Day office and trash collection schedule


Westminster, MD - City of Westminster Administrative Offices will be closed on Monday, February 19 in observance of Presidents’ Day. Household trash service provided by Ecology Services will NOT change. There are no bulk trash services scheduled for this week.

    Introduction

    The Mayor and Common Council of Westminster adopted Ordinance No. 553 which adds new sections to the Subdivision Ordinance of the City of Westminster.  Chapter  164 of these  sections provides for  the  adoption of a landscape manual  for  the  City  to enhance  its  environmental and visual  character for its citizens' use and enjoyment. 

    The Mayor and Common Council recognize that developers and property owners will expend additional costs for landscaping required by this landscape manual. However, it also recognizes the important value of this highly regarded amenity.  It further finds that a landscape manual will preserve and stabilize the City’s ecological balance, improve air and water quality, reduce flooding and erosion, and provide protection from climatic conditions.

    This manual has been adopted by The Mayor and Common Council of Westminster pursuant to Ordinance No. 553 so that its purposes and objectives can be achieved to the benefit of all of the City’s citizens.

    It is intended that  this  manual  be used and implemented by landowners, developers, contractors, civil  engineers, landscape architects, landscape contractors, urban  foresters, natural  resource  specialists and planners in obtaining appropriate approval from  the  City  in connection with development.

    The landscape manual is supplementary to and does not replace the provisions of the Forest Conservation Act as contained in Section 5-1601 of the Natural Resources Article of the Annotated Code of Maryland.

    Purpose

    The purpose of this Landscape Manual is to preserve, protect and improve - the public health and general welfare by promoting the environmental and public benefits of landscaping.  This Landscape Manual provides for the use of landscape elements in an organized manner designed to augment and enhance the City's physical environment and visual character with resulting benefits to its citizens.

    In achieving this purpose, the City adopts the following goals and objectives for landscape design:

    (a)      to provide  varying  and attractive landscape elements including deciduous  and evergreen planting, earthen berms planted  with  suitable vegetation and a variety of harmonious shrubs, groundcovers, grasses and perennials.

    (b)        to preserve and enhance natural vegetation  to the maximum  extent feasible, to protect  the natural ecosystem and achieve aesthetically pleasing appearances.

    (c)      to require new  planting which  is compatible  with  the existing vegetation of Westminster  and its environs.

    (d)      to preserve steep, erodible and wooded  slopes and provide  suitable planting  on artificially graded slopes.

    (e)      to design streets  and roads, streetscapes  and grading to accommodate and respect the natural terrain and vegetation.

    (f)       to utilize landscape elements to stabilize soil and prevent  erosion, sedimentation and reduce stormwater run-off  with  its potential damage.


    (g)      to utilize elements of landscape design in aiding the removal of pollutants from the air and assist in the generation of oxygen.

    (h)     to provide  a buffer  and screen against noise, pollution and dissimilar uses.

    (i)       to provide  a haven and shelter for birds and other fauna.

    (j)       to provide  shade thereby reducing ambient temperature, mitigating heat islands and providing protection from adverse environmental conditions, including  sun glare, heat, noise and wind.

    Approved April 6, 1931 AN ACT to provide for the revision and codification of the ordinances of the Mayor and Common Council of Westminster

    CHAPTER 146.

    AN ACT to provide for the revision and codification of the ordinances of the Mayor and Common Council of Westminster, a municipal corporation, and authorizing the Mayor and Common Council of Westminster, a municipal corporation, to pass an ordinance, after the codification and revision of said ordinances, adopting, legalizing and declaring the same to be the ordinances of the Mayor and Common Council of Westminster, in lieu of all others dealing with the same subject matter, and making the printed copy there of admissible in evidence in any and all proceedings.

    SECTION 1. Be it enacted by the General Assembly of Maryland, That the Mayor and Common Council of Westminster, a municipal corporation of the State of Maryland, be and it is hereby authorized to have revised and codified its ordinances, and when so revised and codified to, by ordinance, approve, adopt and declare such ordinances so revised and codified to be the ordinances of the Mayor and Common Council of Westminster, in lieu of, and as a substitute for, all ordinances of said municipality in force at the time of the passage of such ordinance dealing with or relating to the same subject
    matter.

    SEC. 2. And be it further enacted, That said ordinances so revised and adopted shall be printed and said ordinances or any of them, may be read in evidence from any printed volume purporting to contain them published under the authority of the Mayor and Common Council of Westminster, and said printed volume shall in all cases be received as evidence of said ordinances without any further authentication or proof thereof; and the cost of this revision, codification and printing may be paid for out of any funds on hand not otherwise appropriated.

    The Westminster Department of Planning and Public Works will be reorganized into two separate departments after the Westminster Common Council approved an ordinance to do so at a meeting on Dec. l0.

    The Department of Public Works will be headed by Jeff Glass, and Thomas Beyard will head the new Department of Planning, Zoning and Development. The council approved both appointments Monday night.

    Questions related to zoning, the Zoning Appeals Board and zoning classifications have been reassigned to the Department of Planning, Zoning and Development.

    Plans to restructure the city's staff and changes in the location of several city offices were also formally announced and approved by the council at Monday night's meeting.

    The newly formed Department of Planning, Zoning and Development will join the Economic Development, Community Development and Finance Departments at 56 W. Main St. The administrative offices of the Department of Public Works also relocated to the same address, so they will have easy access to the planning staff.

    Dear Residents:

    Thank you for the vote of confidence in re-electing me to the Office of Mayor of the City of Westminster. Council Member Chiavacci was also re-elected and Council Member Suzanne Albert will be returning to the Council. We will continue to serve the residents of the City, provide a solid financial foundation and revitalize downtown.

    The following budget actions have been approved by the Common Council:

    • A one-cent reduction in the General Fund Property Tax from .57 cents to .56 cents. This commitment to reduce the tax increase as capital improvement projects were completed was made by the Mayor and Council when the increase was adopted in 2009.

    • No increase in water or sewer rates.

    • Place the one-time highway user revenue in the Capital Project Reserve account to use for emergency or one-time only projects since there is no commitment for continuing this revenue source beyond this year.

    • Included a 3% cost of living increase for our employees who have exhibited their commitment and dedication to our residents during the recession and who have not received an increase in five years.

    • Added two emergency projects to the Priority One projects funded by the tax increase: replacement of the furnaces in the Police Department and partial replacement of the Skateboard Park. The other priority capital projects include vehicle and equipment replacement, street overlay and sidewalk replacement projects, repairs to City Hall and the Longwell Armory and replacement of the SAN network.

    This afternoon, Sunday, June 19, 2011, I was looking for a picture and a bio for the current Westminster Maryland elected officials and the city does not have the newly elected officials up on its website...


    One wonders when a picture, contact information and a brief bio for the successful "challengers Dennis Frazier and Paul Whitson (who) bested incumbents Suzanne Albert and Greg Pecoraro," will appear on the city website?

    Readers and voters have said that they would like to see more information, in a timely manner, disseminated to city residents. The previous administration, 2005 - 2009 and the last two years of this administration, 2009 - 2011, has treated the press and the public like mushrooms. It could have not been more opaque if it put up blackout curtains. More information in a timely manner on the website would be a great start... I'm just saying...
