Carroll County turnout low in today’s Maryland primary

In spite of the nearly perfect weather, various reports throughout the state and Carroll County indicate that voter turnout for today’s Maryland primary election, is low.

For much of the day the temperature was in the low seventies.  There were blue skies and plenty of sunshine; the only thing missing was voters.

There were only a handful of campaign polling place workers at the Westminster Elementary School Precinct 7-7 polls in Carroll County at around 3:15 pm. 

And there were more campaign signs that campaign workers, election judges and voters.

The unopposed Republican candidate for register of Wills, Paul G. Zimmerman, stopped by to chat with Marcus Lee Primm, a campaign worker for Republican commissioner candidate for District 3, Dave Roush, and several other poll workers.

Primm said that this was really the first campaign he has ever worked-on and he has found the experience rewarding.

Zimmerman said, “I’ve been a whole bunch of places (today) and (voters are) just trickling-in.  I’ve just returned from (the polls at) at Carrolltowne (Elementary School, precinct 5-4 in the Freedom District) and they had 660 voters or so around 2 p.m…  South Carroll (High School, precinct 14-2, Berrett District was) fairly consistent.  Always someone coming in at around 10 a.m.”

Bryan Sears, reporting for Explore Baltimore County, said that the First Congressional District (mostly on the eastern shore of Maryland) had the best early voting turnout in the area where almost 4 percent of voters participated in the precincts that make up that district.  That's about a full percent higher than the Baltimore County and state turnout.

Similar reports of low voter turnout filtered in from Howard and Baltimore County.

In an e-mail interview late this morning with former Carroll County Delegate Joe Getty – a longtime political observer and Republican Maryland Senate candidate for District 5 in Carroll and Baltimore County – he commented on voter turnout: “I’m not sure that you can judge this election as being ‘low turnout’ just because of the lunchtime numbers. 

“Unlike other Maryland primaries, today’s election suffers from a “Raven’s effect” – a Monday-night football game before the Tuesday election. 

“Those Carroll County football fans may not have been able to get an early start this morning – but instead will vote on their way home from work this evening. Republican turnout four years ago was 28% - we may get close to that with the evening voters added to the 1% early voters.”

Richard Cross, former Ehrlich speechwriter and GOP political analyst, observed, “In a primary election, low turnout benefits challengers in a year where a strong anti-incumbent wave is present.

“Only the most passionate voters show up during a primary.  Passion is less inclined to be felt by supporters of candidates whose victory is a foregone conclusion.

“In the GOP gubernatorial primary, for example, many of Bob Ehrlich’s backers know he’s going to win, and are waiting for the chance to vote for him in November.  Brian Murphy’s supporters are motivated by ideology, or because they want to send Ehrlich a message before voting for him in November.”

Meanwhile, Jay Voight, one of the chief judges for the 7-7 precinct in Westminster, said that voter turnout was “slow – 12 percent – very low.  Very slow morning.”

Voting at 3:15 p.m was a breeze.  There were no lines and many more election judges than voters.  The judges were more than happy to stop and chat.  Most election polling places in Carroll County are often the scene of a community reunion and get-together on election day.  But not today.

A unit judge, Mary Lathroum, noted, “people have been coming in at a trickle.”

This week, the Maryland Public Service Commission approved BGE’s plans to deploy “Smart Grid” technology across Maryland, ending a saga which began in June.

Smart Grid technology allows consumers to better track and control energy usage, resulting in significant energy and cost savings. The PSC’s action preserves Maryland’s eligibility for $200 million in federal stimulus grant monies earmarked for Smart Grid projects.

The whole Smart Grid saga has received significant local media attention during the past two months. Absent from all the coverage, however, was the extent to which gubernatorial politics guided the outcome.

Flash back to 2006, when BGE customers were hit with 70 percent rate increases. Then-Mayor Martin O’Malley used the issue as a weapon in his contest again Governor Bob Ehrlich. O’Malley assigned all blame for the rate increase to Ehrlich and the members of his Public Service Commission, promising to roll back the increases if he won. And, he got away with it.

Of course, Governor O’Malley and his own Public Service Commission failed to deliver on these promises.

Now, as Governor O’Malley fights to keep his job...

Gov. Martin O'Malley (D) often refers to his tenure in Annapolis as one of "progress," implicitly arguing that Maryland is better off today than when he took office.

Nowhere could this argument lack more credibility than on Maryland's economic climate, which is unquestionably less friendly to job creation than it was four years ago.

Consider the evidence: Unemployment in Maryland doubled from 2006 to 2010. Approximately 3,000 small businesses closed on the O'Malley administration's watch last year.

Neighboring Virginia easily outranks Maryland in eight out of 10 categories in CNBC's America's Top States for Business survey, including overall economy, quality of life, business friendliness, transportation and cost of living. Maryland has become a flyover state as businesses like Northrop Grumman move their corporate headquarters and jobs to the other side of the Potomac River. Since 2006, the Tax Foundation has dropped Maryland 26 spots in its ranking of the states' business tax climates.

The causes for Maryland's decline are clear. By passing the largest tax increase in Maryland history before a recession, Gov. O'Malley siphoned sorely needed dollars from job creators and families across the income scale. Second, regulatory agencies began treating small businesses as a source of new fines and tax revenue rather than a source of new jobs. Lastly, government spending in Maryland over the past four years increased by $22 billion compared with the preceding four years. Not surprisingly, a $1.8 billion deficit awaits the next governor and legislature.

Four years after his only political loss, the Republican former governor has decided to rejoin the political fray, challenging his political nemesis, Gov. Martin O'Malley.

He announced his intention to run April 7 at a rally in his boyhood home of Arbutus. Since then, he has criss-crossed the state, most recently speaking at a GOP spring convention in Ocean City.

Just an election cycle ago, Ehrlich was telling listeners of his newly christened radio show that Maryland had changed.

Billed as the Westminster Tax Day Tea Party, the parking lot at Legends Café, on Route 140 just outside the city limits was the scene of a sea of American and Gadsden, “Don’t Tread on Me,” yellow flags, protest and campaign signs, and political candidates.

The event, organized by “We the People,” was loud and animated, however there were no problems as folks with shirts marked “security” patrolled the crowds and the Carroll County Sheriff’s deputies observed carefully from afar.

As people mingled to music and conversation there were plenty of homemade signs extolling discontent over taxes, President Barack Obama, health care reform, government spending, the national debt and voting incumbents out of office.

At the same time, a line of about 50 Tea Partiers lined Route 140 and waved flags and signs as motorists drive by and added to the cacophony by honking their horns and shouting words of encouragement.

The chair of We the People, Joe Kirby, began warming-up the crowd just after Former-Gov. Robert L. Ehrlich Jr. arrived and spoke at some length about the purpose and intent of the rally and the Tea Party movement.

Michelle Jefferson, a Carroll County Commissioner candidate (R-District 3) introduced Ehrlich at 7 p.m.

“It drives me crazy how we are characterized,” lamented Ehrlich after greeting the crowd as he criticized how the Tea Party movement has been treated by the media.

Boos were heard as he noted comments by U.S. Senate President Harry Reid (D-NV) that the Speaker of the U.S. House of Representatives, Nancy Pelosi, (D-CA) is from Maryland.

“This (movement) is about workers, taxpayers… It is not a populist movement,” said Ehrlich as he lapsed briefly into a history lesson of the 18th Century Populist movement in the U.S.

“This is organic. There is no leader of this movement. It just rose-up. This is about pro-wealth… I want to leave this country a better place… Government can be excellent. We’re not anti-government. We’re for appropriate government,” Ehrlich extolled.

“This is not about any particular party. This needs to be independent and it shouldn’t be connected to either party,” he continued as talked about the tea Party movement crossing party lines.

“There is a lot of anger out there…,” Ehrlich continued as he asked for a show of hands of the folks in the audience who had never been to a political function before. “We don’t call people names.”

As Ehrlich transitioned from exhorting the virtues of the Tea Parties, into campaigning for the Maryland governor’s office, he advised the crowd that “an Ehrlich bumper sticker increases the value of your car…”

After Ehrlich spoke for 20 minutes, it came time for a number of local candidates to take to the podium to talk with crowd.

One-by-one, folks such as Jefferson, Hampstead Mayor Haven Shoemaker, a newly announced Carroll Commissioner candidate (R-District 2,) Carroll Commissioner candidate, David Jones (R-District 4,) Maryland Delegate Tanya Shewell (R-District 5A,) Justin Ready, a candidate for Maryland delegate (R-District 5A,) took turns at the microphone.

Back in the crowd was also former Maryland Delegate (R-District 5A,) Carmen Amedori sporting her newly minted “Murphy – Amedori for Maryland (Governor)” signs.

It was earlier in the day that word got out that Amedori, who most recently served on the Maryland parole commission member until January, is abandoning her bid for the Republican nomination to oppose U.S. Senator Barbara Mikulski (D) of Baltimore.

She had announced in February that she was going to run to unseat the four-term incumbent, Mikulski, by participating in a crowded Republican primary but recently changed her mind to join the ticket of Republican gubernatorial candidate Brian Murphy, as his lieutenant governor.

That latest development is certain to make the summer political season that much more interesting and will be announced in Annapolis on Friday, April 16, 2010, at 4:30 p.m. on Lawyers’ Mall in Annapolis.

After all the speakers had their moment at the podium, the crowd moved-out to join the line of sign and flag wavers along Route 140.

As the shadows grew long and the sun began to set on another April 15 tax filing deadline, the crowd slowly drifted way and began looking forward to a long political summer of discontent.

In a surprise announcement, former Maryland Delegate Donald E. Murphy (R) has announced that he will be running for governor of Maryland in the September 14, 2010 Republican Primary.

Many political insiders had speculated privately that Murphy, known as the “Don,” in political circles, may toss his hat in the ring.

Murphy, who is also known to have made recent trips to New Hampshire, is also rumored to be a presidential contender in 2012.

Recently, noted political analyst Joe Steffen wryly wrote, “Murphy told me last night that a potential run for governor on his part was ‘in the mix.’ As MD point man for the 2008 McCain Presidential campaign and Senior Advisor to MD GOP U.S. Senate candidate Dr. Eric Wargotz to go with his other credentials, Murphy undoubtedly has a set of...bona fides.

“While discussing a possible gubernatorial run, Don Murphy did joke, however, that he ‘didn’t want to split the Murphy (primary) vote,’ a reference to young GOP businessman and upstart candidate, Brian Murphy, who is already running for governor in the GOP primary,” continued Steffen.

“Who knows? Maybe an actual Ehrlich run will entice Don Murphy into the campaign, concerns over splitting the Murphy vote be damned,” wrote Steffen.

Opening shot across the bow…

Steffen noted, “Beyond then-Governor Ehrlich's 2006 taxpayer-dollar-spending-spree-for-votes, THAT brings us back to the libertarian leaning conservative Don Murphy, who when talking about Mr. Ehrlich in the context of being conservative with the tax dollars offered this priceless observation:

“‘Saying Bob Ehrlich is a fiscal conservative is like saying Ocean Gallery (http://oceangallery.com/) is an art museum.’

“That wasn't the beer and bravado talking - but it was the best line of the night. And, hey, isn't the best humor always rooted in the truth?”

Are you experienced?

Murphy is experienced and known to be comfortable in his own skin and in the political arena.

Murphy previously represented District 12A, which covered portions of Baltimore and Howard County Maryland in the Maryland General Assembly from January 1995 to January 2003.

He is a graduate of Andover High School in Linthicum Maryland and graduated from the University of Baltimore with a degree in real estate in 1983.

In recent years, Murphy has been affiliated with the lobbying firm of Genn & Murphy and is a well known and popular GOP Strategist and advisor to U.S. Senate Candidate Dr. Eric Wargotz of Maryland.

In 1994, Murphy defeated the House Majority Leader in a legislative district that had never elected a Republican, according to the Genn & Murphy web site.

While a member of the Maryland House of Delegates, Murphy was a member of the Judiciary Committee and the Civil Law & Procedure Subcommittee. He served as Deputy Minority Whip from 2002 until 2003. Murphy did not seek reelection in 2002.

The Gunn & Murphy web site also reveals “After his reelection in 1998, he became an unlikely advocate for Medical Marijuana legislation as a result of being approached by a Green Beret constituent who was dying of cancer.

“The passage of the Darrell Putman Compassionate Use Act in 2003 placed Mr. Murphy in exclusive company with substantial national media recognition.

“When The Washington Post, The Baltimore Sun and The Gazette listed their “winners and losers” for the Legislative Session, he was one of three, and the only non-incumbent legislator, named to the “winners” list in all three publications.”

“Murphy, a nationally-known campaign advisor, travels extensively at the request of candidates and focus groups who seek his advice,” according to his web site, Genn & Murphy.

Well-liked, well dressed and handsome.

The handsome, well-dressed Murphy is well-liked on both sides of the political aisle and many keen political observers, speaking on background noted, that he has the best chance of anyone to garner the vote in the General Election this November in the heavily Democrat cobalt-blue state of the Maryland.

“Murphy’s congeniality and work-ethic make him a favorite with members of both Maryland Legislative Houses controlled by Democrats,” notes his web site.

“During Mr. Murphy’s first term, the Guidebook of Maryland Legislators called him ‘the nicest Delegate in Annapolis.’ Near the end of his second term, the Montgomery Gazette concluded in its analysis of legislators that Mr. Murphy was unquestionably ‘liked by everyone,’” according to the Genn & Murphy web site.

“Mr. Murphy’s congeniality and work-ethic make him a favorite with members of both Maryland Legislative Houses controlled by Democrats, in addition to the new Republican Administration that has many of his former colleagues and friends in key policy and decision-maker roles,” notes the web site.

Most of the folks in Maryland tend to be more moderate

In a 2008 interview with MSNBC, Murphy, a political moderate, observed, “Most of the folks in Maryland tend to be more moderate,” said Don Murphy, who is the chairman of the Maryland delegation at the (Republican National) convention.”

The web site also notes that “Prior to running for office, Mr. Murphy held key positions in the commercial real estate field, including real estate analyst for Baltimore City’s Economic Development office and as Director of Leasing for a million square foot office and industrial park….”

Murphy is a life-long resident of Maryland with his wife, Gloria, who will be just as surprised as the “Don” and the rest of us that he is running for governor.

Then again, how could they have known – after all it is April Fools’ Day.

Lawrence J. Hogan Jr. bowed out of the Republican gubernatorial race Monday, calling on his former boss, Robert L. Ehrlich Jr., to enter the campaign against Gov. Martin O'Malley.

Lt. Gov. Anthony G. Brown said Friday that he didn't think Ehrlich had much of a record to run on, in case he does try to reclaim the governorship.

Also on the election front, Carmen Amedori, a former delegate, announced she was running for U.S. Senate.

Meanwhile, Amedori would be the third Republican to file a candidacy for U.S. Senate. Daniel W. McAndrew and Jim Rutledge, both of Forest Hill, have filed to run as Republican candidates for senator, according to the Maryland State Board of Elections. Eric Wargotz, a Queen Anne's County commissioner and pathologist, also is planning to run for the seat.

"It's not something on a whim. It's something I've been wanting all my life," said Amedori, who spent five and a half years in the House of Delegates representing a Carroll County district before Ehrlich appointed her to the Maryland Parole Commission.

The winner of the Sept. 14 Republican primary is likely to face U.S. Sen. Barbara Mikulski, who is seeking a fifth term.

Defeating Mikulski, a Baltimore Democrat, could be an uphill climb for any Republican. A January poll by Gonzales Research and Marketing of Annapolis put her approval rating at 64 percent, higher than President Barack Obama and Gov. Martin O'Malley.

"Sen. Mikulski has been in office for four terms. I'm sure she has helped a lot of constituents. I'm sure her constituent service has been excellent. But they have not met Carmen Amedori," Amedori said. "I know how to provide for my constituency. And I would hope that anyone who has covered a seat for that long would have that kind of approval rating. But that's not going to deter me."

Amedori, 54, said she would work to remove excess regulations.

"For every law or regulation that people are out there supporting, I would work hard to repeal three or four others," she said.

Amedori served in the House of Delegates until 2004, when Ehrlich appointed her to the Parole Commission. That appointment ended in January.

Governor Martin O'Malley Delivers Address on Fiscal Responsibility

WASHINGTON, DC (July 31, 2008) – Governor Martin O’Malley delivered a major address before the Center for American Progress today, focusing on the restoration of fiscal responsibility in Maryland. As states work to balance their budgets in the midst of a rising federal deficit, a faltering national economy and mortgage crisis, Governor O’Malley addressed how to restore fiscal responsibility while making critical investments in our shared priorities, like public education, infrastructure, energy and affordable, quality health care.

“Many States have had to deal with budget shortfalls by carving into priorities like public safety, public education and healthcare,” said Governor O’Malley. “None of the options are popular, but while some of these choices pull us backwards, other choices can and will move us forward – even in the toughest of times.”

Governor O’Malley, facing an inherited $1.7 billion structural deficit upon taking office, worked with leaders in the General Assembly to virtually close the budget shortfall through a series of reforms, including nearly $1.8 billion in spending cuts and reductions, the elimination of over 700 State positions, and the implementation of a progressive tax structure that allows 95% of Marylanders to pay the same or less in income taxes as they did in the prior year.

“Nothing that we accomplished in the three week Special Session was easy. But, throughout the difficult consensus-forging work, we continued to proclaim the goals that unite us: to strengthen and grow our middle class, and family owned businesses and farms; to improve public safety and public education in every region of our State; and to expand opportunity – the opportunity to learn and earn, the opportunity to enjoy the health of the people we love and the environment we love to more people rather than fewer.”

The Governor continued. “We eliminated government positions and implemented performance based management practices that helped eliminate nearly $20 million in overtime costs, and saved our State more than $20 million in Medicaid fraud recoveries. We closed the arcane, violent House of Corrections, which not only turned out to be the right thing to do morally, it also saved taxpayers $10 million. We replaced well-intentioned funding indexes that had fueled unsustainable spending in the past and threatened to accelerate spending in the immediate future. And we passed a package of legislation that modernized our tax code while lowering the income tax rate for 90 percent of Marylanders, and increasing the State Earned Income Tax Credit for hard-working families and our aspiring middle class.”

“When faced with a crippling structural deficit, we asked our neighbors in Maryland to embrace, once again, the politics of posterity. The politics which embraces the duty we have, not only to our neighbors, but to the next generation,” Governor O’Malley said. “The politics that believes tomorrow can be better than today, and that each of us has a personal freedom and moral responsibility, by our own actions and by our own investments, to make it so. Just as our parents and grandparents built our roads, our schools, and our hospitals with their blood, their sweat, their tears, and yes, with their hard earned dollars, we asked our fellow Marylanders to join us in choosing a better future for our own posterity.”

Governor O’Malley discussed the circumstances surrounding the inherited $1.7 billion structural deficit as context for the reforms the O’Malley-Brown Administration implemented to correct it.

“While a slowing economy exacerbated our circumstances, the primary cause was of our own making. In a flash of bi-partisan irresponsibility we had locked in nearly two billion dollars in increased expenditures, primarily in public education, while at the same time cutting income taxes for millionaires and everyone else by a billion dollars. And despite the $3 billion in backhanded stealthy property tax increases, fee and toll increases, and 40 percent increases in college tuition of our predecessor, the chickens of our bad math were coming home to roost. In the words of the great Abraham Lincoln, we could no longer ‘escape the responsibility of tomorrow by evading it today.’”

Outlining the strong, sustainable fiscal environment in which these reforms now place the State of Maryland, Governor O’Malley recognized the challenge that all states face in difficult economic times and the opportunities for progress fiscal responsibility can present.

“By taking these actions we were able to address a huge structural deficit that was years in the making. Two weeks ago the rating agencies affirmed Maryland’s Triple A Bond Rating, meaning that we’re still one of only seven states to hold the highest rating of credit worthiness from all three major bond agencies. But the true value of restoring fiscal responsibility is found in the progress that we are now able to make for the common good and stronger future that all of us would prefer.”

He’s everywhere… He’s everywhere - - but where we sorely need him these days – in the statehouse in Annapolis, Maryland.
