It's hard to be flexible on a fixed income. That's why some of America's prettiest, most vibrant locations are also some of the toughest on retirees.

They're usually more expensive, for example, with higher rents and more expensive restaurants. Tax rates also tend to be higher in urban areas. They also may not be as safe.

With that in mind, Bankrate ranked each state based on a variety of factors that everyone should consider before making a move into -- or out of -- their home state. They include a specialized cost-of-living index for retirees, crime statistics, tax rates and comprehensive weather data that factor in sunshine and humidity. Also new this year: Bankrate beefed up its ranking for health care quality, and consulted an extensive survey called the Gallup-Healthways' Well-Being Index. The index gauges the level of satisfaction residents report about their surroundings.

The states that fell to the bottom of our list still have a lot to offer. In fact, many are home to the top tourism destinations in the world. The problem, in the end, is that choosing a good place to retire isn't as easy as picking a vacation spot. Costs matter more. The local culture and infrastructure also matter.

Here, in descending order, are 10 of the lowest-ranking states for retirees based on our criteria.

The primary knock on Maryland is that it's more expensive to live there than in many other states. The cost of living for retirees is especially high, and residents pay one of the highest tax rates in the country.

Happy Days Are Here Again?

Tuesday evening I joined the Republican faithful gathered in Frederick at The Green Turtle to watch election results. While they were cheering the victory of Randy McClement, mayor-elect of Frederick City, I couldn’t help but think that perhaps the political pendulum crossed the apex and was now swinging the other way. Their way.

The results are in, and the voters have chosen Randy McClement over Jason Judd in the City of Frederick election. Before getting into the specifics, Congratulations are due both candidates for running a strong, civil race. Despite pressures from others, both men campaigned without slinging mud. Let’s hope the county races next year are run with the same decorum and respect.

“Of course millionaires are leaving Maryland,” exclaimed Anirban Basu as he discussed the deteriorating economic conditions facing Maryland’s citizens and businesses.

Basu, an economist and CEO of Sage Policy Group, was the keynote speaker at the Maryland Association of Counties (MACO) summer conference last week. In analyzing the decline of revenues from personal income taxes paid to the state, Basu attributed part of the decline to Governor O’Malley’s initiative last year to raise the tax rate on earners of $1 million or more.

Under the O’Malley proposal enacted into law in the 2008 Session, the top marginal tax rate was increased from 5.5% to 6.25%. When coupled with the local income tax, some Maryland filers are now taxed at a combined 9.45% personal income tax rate – or they can move to a low tax state where there is no personal income tax.

Prior to the O’Malley tax increase, a miniscule 0.3% of Maryland taxpayers (taxpayers with $1 million or more income) contributed 15% of the total revenues for the state's personal income tax receipts.

We can expect the Comptroller’s office to provide final figures on the flight of millionaires from Maryland in October, but the initial analysis was not good. As reported in the Wall Street Journal (
click here) in May:

“One year later, nobody's grinning. One-third of the millionaires have disappeared from Maryland tax rolls. In 2008 roughly 3,000 million-dollar income tax returns were filed by the end of April. This year there were 2,000, which the state comptroller's office concedes is a ‘substantial decline.’ On those missing returns, the government collects 6.25% of nothing. Instead of the state coffers gaining the extra $106 million the politicians predicted, millionaires paid $100 million less in taxes than they did last year - even at higher rates.”

This ill-fated policy decision represents a $206 million shortfall of the current $800 million hole in the O’Malley deficit. It is likely that state employees will be forced to cough up at least $34 million (if the furlough is comparable to last year's furlough plan) although many analysts expect even deeper cuts into state employee salaries. O'Malley told local officials at the MACO conference that they should expect $250 million in cuts to local aid.

This is just one of a great number of bad policy decisions made by the O’Malley Administration. As state employees, local governments and others face the day of reckoning this week for the announcement of the next round of cuts, they will realize that it’s not just the “Great Recession” but also the misguided O'Malley budget policy that places on them the burden of cleaning up the state’s budget crisis.

When Governor O'Malley and Democrat legislative leaders proposed increasing the tax rate on Maryland's highest income earners - Republican Senators stood in floor debate and stridently argued that millionaires would flee the state. Some Senators even provided evidence from lawyers and accountants about the ease with which this class of taxpayers could legally change their status of residency.

The Republican debate was rebuffed as being "anecdotal." Over the GOP's objections, the Democrats passed their "tax the wealthy" plan.

As opined in the Wall Street Journal today, the short-sighted Democrat tax plan combined with the hefty Maryland estate tax has made Maryland a bad environment for millionaires. And they are fleeing - leaving a shortfall in taxes that they used to pay which results in higher taxes for you and me.
