Westminster, MD – The City of Westminster Public Works Department hereby announces scheduled fire hydrant flushing for the following areas:

The Greens of Westminster

Hydrant flushing will take place from 8:00 pm to midnight on Monday, May 12th through Wednesday, May 14th and then will continue on Monday, May 19th through Wednesday, May 21st. Public water system customers may experience discolored water during this time, this is normal. As a precaution, it is advisable to draw water for consumption prior to 8:00 pm each night.

WESTMINSTER WASTE REMOVAL SCHEDULE CHANGES
Changes to the Waste Removal Schedule for the
President’s Day Holiday Week

Westminster, MD – The City of Westminster has announced through its Department of Public Works that the City scheduled items collections and bulk trash removal will operate on a revised schedule for the President’s Day holiday week.

The revised schedule for waste removal services within the City limits will be effective Monday, February 21st through Friday, February 25th and is as follows:

Monday – CLOSED – NO BRUSH/ TREE LIMB PICKUPS, next scheduled pickup date is 3/7/11
Tuesday – Metal for entire city
Wednesday – Bagged yard waste, no loose leaves
Thursday – Bulk trash for residents East of MD RT31
Friday – Bulk trash for residents West of MD RT31

Household trash service provided by Ecology Services will NOT change.

“GROW IT, EAT IT” CAMPAIGN COMES TO WESTMINSTER
Maryland Master Gardener Diane Brown to host educational

Westminster, MD – On Wednesday, February 24, 2010 at 6:30 pm Maryland Master Gardener Diane Brown will be making a “Grow It, Eat It” presentation at the Westminster City Hall. She will be teaching basic food gardening “how-to” tips and techniques to interested residents. The “Grow It, Eat It” campaign is the University of Maryland Extension’s response to the huge new demand for information and assistance with starting and maintaining successful food gardens. Master Gardeners across Maryland have spent the past year working to educate their communities on the joys of gardening.

The one-hour presentation is free. Ms. Brown will provide information and assistance on sustainable, successful food gardens in your backyards. If residents have limited space or live in an apartment, she will also show participants how to start a container garden or how to join a local community garden.

WESTMINSTER E-CYCLING PROGRAM CONTINUES
City residents can drop off old electronics for recycling

Westminster, MD – In June, the Maryland Department of the Environment (MDE) awarded grants to municipalities for the institution or initiation of local recycling programs for computer and video display devices under the Statewide Electronics Recycling Program.

The City of Westminster applied for and received a $25,000 grant from MDE to start an electronics recycling program in Westminster.

As a result, Westminster established a mobile electronics waste recycling center known as the Westminster Initiative to Recycle E-waste Drop-off Center (W.I.R.E.D. Center).

The W.I.R.E.D. center is used as a mobile electronics waste recycling center for residents to drop off electronics waste, which will allow the City to separate the collection of computers, video display devices, and other forms of electronic waste from the regular bulk trash thereby reducing the amount of trash entering the landfill.

The W.I.R.E.D. center will allow the City to properly recycle or dispose of electronic waste by encouraging residents to participate easily and conveniently.

The next drop-off date is November 7, 2009 and the location is 105 Railroad Avenue.

The following items will be accepted: televisions (NO WOOD), microwaves, projection equipment, computers, fax machines, stereos, copiers, monitors, wire & cable, DVD players, electronic toys, peripherals, VCRs, camcorders, telephones, electronic typewriters, CD players, cell phones, calculators, PDAs, scanners, and printers.

CITY OF WESTMINSTER BUDGET AMENDMENT

Westminster, MD - "We have no choice but to reduce our current FY2010 budget," Mayor Kevin R. Utz explained as he presented an amendment to the City of Westminster budget that cut over $800,000 in projected state revenues.

"The State of Maryland reduced the Highway User Revenues from $747,580 to $74,758 and Police Aid from a budgeted $400,000 to $254,826."

Among the cuts approved by the Common Council were cancellations of the paving contract, technology purchases and a police vehicle which totaled $267,950 in capital expenditures; diversion of the $100,000 contingency reserve to operating accounts; conversion of $215,000 of Union Street property proceeds to operating accounts; reduction of departmental operating budgets by $155,086; revision of the take home vehicle policy to institute a partial employee payback of costs by $15,768; and captured $65,000 in savings from reduced tipping fees.

"These amendments, totaling $818,804 will balance our budget through June 30, 2010, unless there are additional cuts passed by the State," continued Mayor Utz, "The real crisis will come when we lose the remaining $329,676 in these state revenues which may come as early as January and certainly by July 1, 2010."

Dr. Robert Wack, Chairman of the Finance Committee, recapped the number of adjustments made by the Common Council to balance the budget over the past several years.

"These actions have included: Elimination of five positions, increase of employee contributions to health care benefits, revision of the Retiree Health Care Benefit program, elimination of merit increases for all staff, implementation of a health reimbursement agreement health care plan in lieu of the former preferred provider plan and rebate of the $3.5M bond secured to undertake a major pavement milling and overlay program. With the current hiring freeze and the actions outlined by the Mayor, we have managed to avoid painful furloughs, staff layoffs or elimination of services as well as property tax increases. It may not be possible to avoid those discussions if future revenue reductions are imposed by the State or occur because of the current economic recession. We need to be developing contingency plans to respond to those changes as they occur.”

To celebrate the 5th Anniversary of the popular “Lunch on the Lane” Concert Series, The Downtown

Westminster Main Street Program is pleased to present a new evening music concert series on Locust Lane named “Songs at Six” that will kick off on Thursday, July 2nd. Beginning at 6:00 p.m., hence the name, these concerts will be held every Thursday evening in July. The line-up for this inaugural season includes:

Fire Hydrant Flushing Scheduled

The City of Westminster, Department of Public Works, wishes to inform the public that Utility Maintenance Department personnel will systematically flush fire hydrants throughout the City from 8 pm to midnight on May 26 and 27. This will cause some discoloration to the water and it is advisable to refrain from doing laundry the following day.

The Department recommends opening all faucets first thing in the morning and running until it is clear. In addition, draw enough water the night before to allow for your morning usage, such as making coffee, etc. Residents can rest assured that even if water is discolored that it is still fully treated and potable.

Please bear with us during this procedure as it is necessary for continued quality service.

The City of Westminster has released the results of the Water and Sewer Rate Structure Study completed by the Municipal and Financial Services Group. The study recommends an increase in both water and sewer rates to be phased in over a two-year period with increases beginning July 1, 2009.

The last rate study performed by the City was completed in the 1970s and contained no less than 19 different categories of use, each with separate rates for water and sewer. However, even this complex rate structure was unable to produce enough revenue to cover the cost of operating the water and sewer system.

Mayor Thomas Ferguson indicated that the new rate structure had to meet the following criteria:

simplify the current rate structure,
design a rate structure to encourage water conservation,
comply with current industry standards in the development of a utility basis method for the calculation of rates;
and recognize that the system includes both users inside and outside the City.

After a competitive bid process, the Municipal and Financial Services Group was selected to develop the rate structure model. This firm has extensive experience throughout the United States.

“The basic rate structure divides users into categories based on meter size, inside the City or outside the City, and establishes a fixed fee based on the size of the meter used. If the customer uses 18,000 gallons or less per quarter, which is the average national quarterly usage, a nominal fee is charged for each 1,000 gallons used. A premium fee is charged if the use is over 18,000 gallons.

This new system gives customers the opportunity to control their costs through the use of their water resources,” commented Dr. Robert Wack, Council Finance Committee member.

“The City of Westminster operates the water and sewer funds as enterprise funds—which must be supported by the fees and charges collected from water customers—not general tax revenues.

We follow the same Public Service Commission guidelines which apply to other utilities like the Baltimore Gas and Electric Company and Washington Suburban Sanitary Commission,” stated Marge Wolf, City Administrator.

Having a major impact on both the water and sewer systems are the mandated upgrades required to meet the more stringent health and safety standards imposed by the Maryland Department of the Environment.

Among these capital projects are the $11M new Cranberry Water Treatment Plant and the $4.5M Medford Quarry Pipeline allowing the Quarry to be used as an emergency water source under severe drought conditions.

While low interest loans are available from MDE for these capital projects, the debt service must be provided by the users of the system.

To help our customers determine how these new rates will impact on their individual water bills, the City will establish a Water and Sewer Bill calculator on our web site—www.westgov.com—effective March 1, 2009.

You will need your latest water bill and will use the information on that bill to fill in the yellow boxes on the calculator, click on return and the new rates will automatically be calculated for you. If you do not have access to a computer, you may visit the Westminster Branch of the library and they will assist you in calculating the rate.

“The Common Council and I know that this is not a welcome rate increase given the current economic situation but we are required to operate the water and sewer systems in a manner which ensures the health and safety of our system users. We are phasing in the increase over an extended period of time to cushion the impact,” Mayor Ferguson said.

“We will hold a public hearing on this rate increase on March 23rd at the John Street Headquarters of the Fire Department. Written comments will be received until 5:00 p.m. March 31, 2009. The rate structure model in its entirety is available for review at City Hall and at the City Administrative Offices at 56 West Main Street.”

Improving Westminster’s Web site to provide more information to the city’s residents and visitors will be one of the goals for a new communications specialist hired by the city.

Kelley Martin said she wants to make Westminster’s site more user-friendly and a go-to site for information about the city. She hopes to have a section to answer frequently asked questions, give calendar events and dates and a master schedule, as well as things such as the schedule for trash pickup. Martin said she plans for the site to have different interfaces for residents, businesses and visitors.

While the city’s current Web site is OK, it could use some improvement, said Mayor Thomas Ferguson. With so many people using the Internet to get information, a municipal Web site isn’t very useful unless the information on it is kept current and timely, Ferguson said.

Along with updating the Web site, Ferguson said Martin will also publish a newsletter for city residents that will likely be sent out with customers’ water bills, and she will create a newsletter as well just for city employees.

Martin said she’s been working part time for the city for several months but her position becomes full-time with the start of the new year.

According to a city press release, Martin comes to Westminster after teaching for several years at schools around the Baltimore area, including Stevenson and Towson universities and Loyola College.

She joked that while she’s still learning the ins and outs of how municipal government works, she’s found it’s often less political than the world of academia.

According to the release, before she began teaching, Martin ran several nonprofit organizations, including the Carolina Wren Press and the Carolina Ballet.
