The annual Halloween parade in Historic Downtown Westminster on October 29th. Registration begins at 6pm on Monroe St. near Dutterer's Park. The parade begins at 7pm via Pennsylvania Avenue to Main Street and ending on Longwell Avenue. This event is coordinated by the American Legion Post #31. Call 410-857-7953 for more information.

Carroll County has many sons and daughters who have made contributions to the literary and artistic world. Take William Buehler Seabrook, for example.
What's that? You never heard of him? Seabrook was apparently one interesting character. It is only fitting that we talk about him on the eve of Halloween.
He was born in Westminster Feb. 22, 1884, and died Sept. 20, 1945.

Parade registration begins at 6pm at Monroe St.

Parade starts at 7pm

Route: Down Pennsylvania Ave, to Main St, to Longwell Ave. and ends at
City Playground. Awards announced in City Gymnasium.

NOTICE

NO Large or heavy trucks, skateboards, in-line skates, or bicycles permitted in the parade NO EXCEPTIONS!!

NO corn or candy throwing from parade participants to the crowd. This violates City ordinance!

Candy may be given out by hand.

The Westminster Police Department will be conducting specialized patrols during the weekend of Friday, October 30, 2009 through Sunday, November 1, 2009 due to the expected increase in activities associated with the observance of Halloween.

Patrol officers will concentrate their efforts in residential neighborhoods during the hours that children will be going door to door trick or treating. The primary purpose during this time will be to ensure the safety of the children and motorists are advised to use caution while driving through the neighborhoods during this time. Patrol officers will also be on the lookout for any malicious activity that frequently occurs during Halloween.

Officers assigned to the night shift will be concentrating on the detection of drugged and drunk drivers. Individuals holding Halloween parties are asked to be responsible hosts and ensure that their guests are either provided with a safe way home or are allowed to remain at the residence should they have too much to drink at the party.

In addition to the usual complement of Patrol officers working the evening and night shifts, a specialized team of four officers will be assigned to address issues related to large unruly parties and underage drinking.

Unforeseen drama erupted last Monday night, on October 26, 2009, just days before Halloween; as the bright light of a snallygaster suddenly shone upon Carroll County Times writer Bryan Schutt.

All the while, Mr. Schutt kept a steady and wary eye on the “witch” seated directly in front of him while he covered the meeting of the Westminster mayor and Common Council well into the dark of the night.

Outside, the winds howled, dogs barked and the moon winked from behind passing dark clouds as the august common council body deliberated passionately upon the various imperatives of the small principality in the shining white castle on Emerald Hill – Westminster City Hall.

In the background, calm and oblivious to the sudden appearance of the snallygaster, were Westminster volunteer fire department president Bill Brehm and Westminster director of public works Rev. Jeff Glass, who never skipped a beat as he waxed poetically and eloquently about the subtle nuances and ecstasies of the Westminster water meter replacement installation initiative...

As Rev. Glass’ voice rose in quivered and fevered praise of being stimulated by the American Recovery and Reinvestment Act of 2009; Mr. Schutt stoically continued with his hypergraphic note taking and Dr. Pam Zappardino surveyed the room the room adorned with her capital ornamentation and the studied pique of Elizabethan puritan curiosity and bemusement.

One wondered if Dr. Zappardino’s capital ornamentation was constructed of velvet, taffeta, or the wool of a cottager’s hand. One could only wonder if she were acting-out on strict obedience to Elizabethan sensibilities or maybe the Westminster Common Council had recently reenacted, in closed session, the Westminster Sumptuary Laws which dictated the styles of hats for dignified women of class and stature.

If you will recall it was during the years between 1968 and 1974 in Westminster – err, strike that - 1568 and 1574 that “all Citizens wives in generall were constrayned to weare white knit Caps of woolen yarne, unlesse their husbands were good value in the Queenes booke, or could prove themselves Gentlemen by descent.”

The curiosity of the hat was only one of the many subplots and oblique soliloquies that played out in the audience as Rev. Glass reported that he was infused with the idea of receiving the wireless signals of the new water meters with their variable attenuators and adjustable phase-shifters and that as a result he saw an apparition of Ben Franklin himself as he found himself awash in a sea of paperwork.

But wait; was that really a drop of sweat appearing on Mr. Schutt’s brow or was he simply moved by the shared spirit of the moment or the contemplation of actually being able to use a semi-colon in his news article?

Perhaps we’ll never know.

Moments later, the councilmembers gratefully accepted the bidding of Rev. Glass so that Westminster water meter reader officials may be turned-on as they stalked city neighborhoods in search of a sign or a wireless signal or perhaps even a glimpse of Mr. Franklin himself.

Over the years, paranormal apparitions and unusual occurrences have come to be accepted as de rigueur at Westminster council meetings.

Sudden chilly air, unaccounted brief gusts of winds, the odd clapping of hands, folks cackling to themselves as they clanked weaving utensils and others lapsing into the speaking in tongues are nothing unusual at the bi-monthly meetings of Emerald Hill.

Many have attributed such occurrences to the appearance of snallygasters…

For those who are not aware of snallygasters; in Carroll County Maryland, the belief in witches and supernatural spirits were part of the northern European-German culture brought into this area by its settlers.

For example, the word "snallygaster" doesn't seem to be used as much in recent years, but it comes from a combination of two German words: “schnell geiste,” meaning “quick spirit.”

Not to be confused with the “außenseiters” or “aus landers,” which have recently visited upon the city with their sea gull daze, wanting us to quit our redneck ways…?

At this point, please join Elton John, Bernie Taupin and the Greek chorus as we sing the honky cat blues: “When I look back boy I must have been green, Bopping in the country, fishing in a stream, Looking for an answer trying to find a sign, Until I saw your city lights honey I was blind.

“They said get back honky cat, Better get back to the woods, Well I quit those days and my redneck ways, And oh the change is gonna do me good…

“And all the folks back home well, said I was a fool, They said oh, believe in the Lord is the golden rule…

“They said stay at home boy, you gotta tend the farm, Living in the city boy, is going to break your heart, But how can you stay, when your heart says no, How can you stop when your feet say go…”

Anyway, where were we? Oh - for those of us who grew up in Carroll County, the “Schnell Gieste” or snallygasters were often responsible for the shivers that resulted from a sudden drop in the temperature or gusts of wind that closed doors and scattered papers.

Anyone who has spent time in Westminster’s city hall is well aware of the unaccounted-for footsteps on the stairs, apparitions in the windows, the eerie creaking of woodwork, the moans of sheer delight, and the groans of the ancient historic structure that has bore witness to the vagaries of the American Civil War, deaths of children during the Spanish Influenza outbreak in 1918; and contemporary personal character assassinations that accompany small-town politics.

This brings to mind a curious remark by Mr. Schutt as he was leaving City Hall that evening. For some background, as you may be aware, the unofficial symbol of Halloween, the jack-o'-lantern, has its origins in the carving of a turnip. Not as tasty, by the way, if you are making pie.

Although several hundred years ago pumpkins were quite smaller than they are today, colonials used a pumpkin because it was more easily available than turnips.

The practice of carving a frightening face and placing fire inside the pumpkin was to frighten away banshees or “schnell geistes” from the spirit world.

Mr. Schutt was apparently unfazed by the appearance of Mr. Schell Geiste and labored-on with his work, without flinching…

Although unconfirmed reports indicate that as Mr. Schutt left the council meeting, he quietly inquired as to where might be the best place to buy a carving pumpkin in Carroll County.

Hmmm. Maybe after all – he believes. Ask him. Inquiring minds want to know…

Did you feel for the Westminster Mayor when he was tied down and had the Rabid Rebecca attack dog baying and chewing at him at every Council Meeting and street corner in Westminster?

Did reading the Carroll Sun’s shallow and content-less stories and hearing the rumor mongering make you sick?

Or were you like most folks – engaged by the drama, entertained by the scent of scandal, yet comfortably numb about the whole thing? If you have a version of this story – well, then you are part of this story. What did you care – it wasn’t you that she was going after – it was someone else.

Many have replaced empathy with an “I”-centered sentimentality.

What is in this community for me?

Feeling has been turned on its head: caring is now a means not for taking action, but for feeling better about oneself or getting attention as long as we can explain it away as “politics.”

We ride the emotional dramas in the Carroll Sun tabloid, wear colored ribbons, and express our love for God and country.

May we all now bow our heads and say “the Lord’s Prayer”. Now we can all enjoy the twice monthly soap opera that the meetings of the Westminster Common Council have degenerated into – and perhaps, even keep score. It’s funny – like watching a bus accident.

Meanwhile, we take no action – at least none driven by empathy. Besides – it wasn’t you that she was going after – it was someone else.

Empathy is how we respond to the plight of humanity. It is the bedrock of our moral sensibility that allows us to feel for others, to put ourselves in their place. If you cannot feel, how can you act outside your own wants and desires?

To many today, it seems easier to just deny feelings of empathy, to react to them “rationally” as a weakness in this hard and fast world. Anyway - it wasn’t you that she was going after – it was someone else.

But this has a cost. Losing feeling for others, or never developing the capacity to feel deeply at all, means closing off a fundamental part of being a community.

On a global scale, we feel less not just about the millions of innocent people killed by traffic accidents and drugs and violence in the past decade, or the thousands of deaths portrayed on the television.

We have also become desensitized and numb about our own partners, neighbors, community leaders or parents. We joke about concepts such as “No good deed goes unpunished.”

Hey, whatever, it wasn’t you that she was going after – it was someone else.

What most folks have not understood is that Rabid Rebecca is a virus in our community and like mad cow disease – ‘Going Rebecca’ is a plague upon our community.

Rabid Rebecca Disease is a virus that cares not about its host organism.

When the Westminster Mayor continued to Zen the Rabid Rebecca – he denied her the very food that an hysteric virus feeds upon – reaction and words.

Fed by others who enjoyed her theatrics and enabled her, she then, in the famous words of Abigail Adams, became the famous well fed snake that turned to bite the very folks who had fed her. Tis a pity. Oh well, anyway, let’s hope that is not you that she is going after.

It can now be understood that a major attribute of Rabid Rebecca Disease, otherwise known as Councilmatic Disorder is that the person Going Rebecca sees a vast difference in the reality that is based on what the afflicted sees, hears, and feels - and the conditioned reality of what the afflicted has been socialized to understand – as fed by the snake-feeders.

The virus infected mind is driven towards the delusional based on the afflicted’s perception of reality. The afflicted is driven to shorten the gap between his or her perception of their concept of the delusional truth - and conditioned reality. When the gap becomes too great the afflicted will see the conditioned reality as beyond repair and he or she endeavors to destroy it. But certainly it not you that she is attempting to go after, or is it?

In the process of feeding Rebecca, one becomes less human. The snake feeders explain it away as politics. They care not becomes of the community left moribund as a result of her behavior because they do not care about the community – only about themselves or what benefit they chance to gain as a result of their parasitic behavior towards the community.

As this happens, the parasitic snake feeders not only stop feeling the pain of others, they become proscriptive and only more capable of inflicting it. This is the darkest side of empathy’s erosion. If feelings underlie an empathic response, numbness makes brutality viable. Thus, as you happily switch off from humanity, you become a threat to it.

We were comfortably numb about the attempted torture of the Westminster Mayor, and so were the Council members and other interested parties that facilitated the behavior and fed this snake-virus in our community. Those who have participated won’t say they are sorry because they don’t feel sorry.

Simple as that. After all, you don’t have any feelings – it’s only politics.


And if we ourselves, can’t feel for the community and others, who will feel for us?

Perhaps this is part of the general worsening of mental well-being. As a recent World Health Organization study shows, there’s a near-perfect correlation between the rise of alienation in the modern world and the decline of people’s mental states, with mental dysfunction growing globally.

As empathy falls, behaviors predicated on its lack have been pathologized, like narcissistic and antisocial personalities. But these are not symptoms of organic disease. Instead, it is the social system that is in need of radical treatment. “It’s only politics and it is not me that she is going after” is a social disease, often the victim does not know that they have it.

Medicating our numbness, by explaining that it is only politics is one thing, with a long and lonely history. But a culture medicating itself into comfortable numbness and explaining away politically motivated apotheosis patheosis is something else. Fortunately there is an anecdote – allow the Rabid Rebecca to feed herself to the point that she explodes.



The only part left to this Kabuki Morals play is to watch the very persons who created this monster now portray themselves a victim of the monster and heroically place themselves in the position of coming to the rescue of the very community that they continue to parasitically victimized.
