FSK to Celebrate Naming of Louis V. Beard Memorial Gymnasium

Francis Scott Key High School will hold a ceremony to celebrate the naming of its gymnasium as the Louis V. Beard Memorial Gymnasium on Friday, February 9, 2018. The ceremony will take place at halftime during the girls varsity basketball game, which will begin at 7:00 p.m. Mr. Beard served FSK as an administrator for over 20 years.

Mr. Beard began his professional career as a teacher at the Robert Moton School in Westminster in 1955. Soon after beginning his teaching career, he was drafted into the U.S. Army where he served from 1955-1957.  He was honorably discharged and returned to teaching at Robert Moton School and was advanced to principal, where he served until 1965.

In 1965, Mr. Beard was assigned to Francis Scott Key High School where he served as assistant principal for one year until he advanced to principal in 1966.  With this appointment, he became the first African American to hold such a position in Carroll County.  He served as principal of Francis Scott Key for the next 20 years, influencing the lives of countless students and faculty in positive ways until his retirement in June 1986. 

Mr. Beard leaves a legacy of dedicated service and outstanding accomplishments as an educator, humanitarian, and civic leader.  During his tenure as principal of FSK, Mr. Beard expanded the athletic program and added an auditorium, football field, and gym.  Among his many accomplishments, he was the first African American honored by the Carroll County Jaycees with the Distinguished Service Award.  He served as past board member of numerous county agencies and service organizations, including the Y.M.C.A, Department of Social Services, Community Action Agency, Carroll County Hospital Board, and the Bowling Brook Home for Boys.

Too often we forget that the public figure who serves our community could not accomplish the great things they achieve without the support of a family who takes care of all the necessary behind the scene responsibilities while the public figure is out front in the public spotlight and attending countless never-ending meetings.

Meanwhile, somebody has to keep the lights on… That somebody, a family – a spouse - keeps the schedules, picks-up the groceries and gets the car to the auto shop; and takes cares of all the mundane tasks necessary for life.

Sadly too many in our community tend to forget the folks that made the community what it is today, once they get old.

Mrs. Lippy was every bit as responsible for Commissioner Lippy’s accomplishments as he was; but Commissioner Lippy got the spotlight. We must not forget Mrs. Lippy because she made it happen.

 Mabel Caroline Lippy, 90, of Manchester passed away Tuesday, October 6, 2015

Mabel Caroline Lippy, 90, of Manchester passed away peacefully, Tuesday, October 6, 2015 at the Dove House in Westminster. Born November 18, 1924 in Baltimore, she was daughter of the late Raymond Earl Bishop and Catherine Margaret Hohman Bishop. She was the wife of Elmer Cornelius Lippy, Jr., her husband of 70 years, who passed away October 13, 2013. She was a member of Trinity United Church of Christ, the Willing Workers, and the Democratic Club. Years ago, she had worked at Black & Decker.

Surviving are her children Bruce Lippy and wife Martha of Catonsville, Margaret Ann Bailey and husband David of Hanover, PA, and Neil Lippy of Manchester; her grandchildren Christi Malat, Colin, Caroline and Rebecca Lippy; her great grandchildren Cori, Madison, Morgan, Abby, and Thomas; and her sister Alice Hanssen. She was predeceased by her siblings Henry Bishop, Charles “Joe” Bishop, Anna Otto, and John Albert Bishop.

The family will receive friends 3 to 5 and 7 to 9 p.m. Saturday, October 10, 2015 at the ECKHARDT FUNERAL CHAPEL, P.A., 3296 Charmil Drive, Manchester with a funeral service 1:00 p.m. Sunday, October 11, 2015 at the Trinity United Church of Christ, 3229 York Street, Manchester with the Rev. Suzanne A. Schmidt officiating. Interment will be in the Trinity United Church of Christ Cemetery. In lieu of flowers, memorial contributions may be made to the Trinity United Church of Christ, 3229 York Street, Manchester, MD 21102. Elmer C. Lippy, Jr. age 93 of Manchester, MD. died Sunday Oct. 13, 2013 at the Long View Nursing Home in Manchester.

Born April 11, 1920 in Manchester he was the son of the late Elmer C. Lippy, Sr. and Anna Albright Lippy. He was the husband of 70 years in November to Mabel Caroline Bishop Lippy.

He was a retired chemist for Lever Brothers where he had worked from 1947 to 1985. In 1985 he was elected to the Manchester Town Council, from 1987 to 1990 he served as Manchester’s Town Mayor, from 1990 to 1994 he was Carroll County Commissioner and from 1995 to 1999 he returned to serve as Manchester’s Town Mayor. He was also a faithful member of Trinity United Church of Christ in Manchester where he sang in the choir for seventy years.

Surviving in addition to his wife are children Bruce Lippy and wife Martha of Catonsville, MD, Margaret Ann Bailey and husband David of Hanover, PA and Neil Lippy of Manchester, MD. He was survived by grandchildren Christine Malat, Colin, Caroline and Rebecca Lippy and 4 great grandchildren. He was predeceased by siblings Woodrow Lippy and Elizabeth Peregoy.

The family will receive friends on Tuesday from 3-5 and 7-9pm. at the Eckhardt Funeral Chapel P.A. 3296 Charmil Dr. Manchester, MD.

Funeral services will be held Wednesday at 11:00am at Trinity United Church of Christ, 3229 York St. Manchester, MD. 21102, with the Rev. Susanne A. Schmidt officiating.

Interment will be in the church cemetery.

If desired, donations may be made to Trinity United Church of Christ.

Francis Levine Bollinger, 88, of Westminster died Thursday, September 24, 2015

Francis Levine Bollinger, 88, of Westminster died Thursday, September 24, 2015 at Union Memorial Hospital.

Born September 25, 1926 on the family farm in Westminster, he was the son of the late Edward and Daisy Jeanette Owings Bollinger.

He was the husband of Mary Jean Nye Bollinger. They were married July 17, 1948 and had been married for 67 years.

He was a farmer and local businessman. He owned and operated Francis Bollinger & Son Excavating. He was a member of Door to Virtue Masonic Lodge #46 for over 60 years. He was also a member of the Boumi Temple Shrine, the Scottish Rite and Western Maryland Shrine Club.

He enjoyed hunting, the outdoors and spending time in the mountains of Western Maryland. He had an incredible memory and was a wealth of local knowledge of days gone by.

In addition to his wife, he is survived by daughters Catherine J. Shelton and husband Michael, Nancy A. Bollinger-Jones, Sondie J. Clarke and husband Wayne, Janice M. Bollinger-Redding and husband Doug and son Jeffrey F. Bollinger.

He is also survived by 8 grandchildren, 7 great grandchildren, brother George A. Bollinger and sister Audrey Crist.

He was preceded in death by brothers Edward O. Bollinger, Stanley W. Bollinger and son-in-law Ernest Jones, Jr.

The family will receive friends Tuesday from 2-4 & 6-8 PM at the Pritts Funeral Home & Chapel, 412 Washington Road, Westminster, MD where a masonic memorial service will be conducted at 7:30PM.

Funeral services will be held at the funeral home Wednesday, 11:00 AM with the Rev. Pat Dols, officiating.


Interment will follow in Deer Park Cemetery. Jeffrey N. Zumbrun Funeral Home, 6028 Sykesville Road, Eldersburg, MD is handling funeral arrangements.

Edwin Singer Named Carroll County Md Health Officer

Westminster, Md. - - On Monday, July 27, 2015 – The Carroll County Board of Commissioners and the Department of Health & Mental Hygiene (DHMH) announced, “The hiring of Mr. Edwin Singer, as the Health Officer for Carroll County. Mr. Singer will assume these new duties on July 29, 2015.

“Mr. Singer earned his Bachelor’s Degree in Biology, Environmental Tract, from Western Maryland College (now McDaniel College) in 1987. He is a licensed Environmental Health Specialist and was previously Chairman and served on the State licensing Board for Environmental Health Specialists.

“Mr. Singer has worked for the Department of Health and Mental Hygiene since 1998; over the last 11 years he’s served as the Director of Environmental Health at the Carroll County Health Department.

“Mr. Singer has dedicated his career to public health. The vast majority of his civilian professional career has been at the Carroll County Health Department (CCHD). He began his career reviewing development plans, conducting soil evaluations, and inspecting on-site water and wastewater systems for the CCHD.  In 2004 Mr. Singer was promoted to the Environmental Health Director for the CCHD.

“ ‘I’ve worked with Ed for over 4 years in his role as Director of Environmental Health and I’m confident he’ll be an excellent Public Health Officer for Carroll County,’ said Commissioner Doug Howard. ‘Ed’s a proactive leader who is dedicated to those served by the Health Department.  He has demonstrated a willingness to work with citizens as well as government entities to get the best result for those affected by the public health system.’

“Deputy Secretary for Public Health Services at DHMH, Dr. Howard Haft says, ‘We are excited to have Ed become the Local Health Officer for Carroll County. There is no doubt his breadth of experience will provide significant contributions both locally and overall to the State of Maryland.’

“Mr. Singer has served on the State Water Quality Advisor Council and the Patapsco/Back River Tributary Strategies Team, and Maryland Conference of Local Environmental Health Directors. He has also worked closely with county agencies and elected officials on state laws, regulations, and policies that impact the citizens of Carroll County.


“Mr. Singer served for 27 years in the Maryland Army National Guard and U.S. Army Reserve retiring as a Major in September of 2013. He lives in Manchester with his wife and children. He and his family are very actively involved in the local community.

Avid runner and local Westminster Dentist, Dr. Jim Myers has died at the age of 70

Westminster Md. - Dr. James Richard Myers, Jr, 70, of Westminster, died peacefully on Thursday evening, June 4, 2015 at Gilchrist Hospice in Towson after a brief illness.

Born February 20, 1945 in Baltimore, he was the son of the late Dr. James Richard Myers and Dorothy Rutledge Myers.  He is survived by his wife, Elizabeth Lynch Myers.

Dr. Myers was a 1963 graduate of Westminster High School and a 1967 graduate of Juniata College in PA.  He then graduated from Baltimore College of Dental Surgery at the University of Maryland in 1971 and served a one year internship at Charlotte Memorial Hospital as an Oral Surgeon. 

He returned to his roots in Westminster to join his father in the family dental practice, Myers Family Dentistry, continuing to serve the community for over 43 years, until his death. 

While in dental school, he was a member of the Honor Society and received the Oral Surgery Award.  He also was awarded the honor of the senior who best exemplified kindness, ethical standards and humanitarianism. 

He was a long-time member of Grace Lutheran Church and of the First Presbyterian Church of Westminster.  He was a member of Maryland Dental Society and the Carroll County Dental Society and the Westminster Kiwanis.  He also was an avid runner, participating in over 80 marathons around the world.

Surviving in addition to his wife, Elizabeth, are daughters, Jennifer R. Postlethwait of Westminster and Jessica L. Loewe and husband, Michael, of Bel Air; son, James R. Myers III of Westminster; and daughters, Jacqueline C. Myers and Juliette M. Myers of Westminster…

Brother, Robert A. Myers and wife, Sueann, of Westminster.

Son-in-law, Matthew T. Postlethwait of Westminster and grandchildren, Taylor Lloyd, Morgan & Keira Loewe, and Reed and Luke Postlethwait and his loving cousins.

A Funeral Service will be held at 11:00 AM on Monday, June 8, 2015 from the First Presbyterian Church of Westminster, 65 Washington Road, Westminster, with his pastor, Reverend Matthew Glasgow officiating. 

Burial will follow in Meadow Branch Cemetery, Westminster. 

The family will receive friends on Sunday from 1:00-4:00 and 6:00-8:00 PM at the Myers-Durboraw Funeral Home, 91 Willis Street, Westminster and on Monday from 10:00 until the time of service at the church.


Memorial contributions may be made to the Mission of Mercy, 22 South Market Street, Ste. 6D, Frederick, MD 21701 or to the charity of one’s choice.

76, of New Windsor, died Sunday, May 17, 2015

Mr. James LeRoy Myers, 76, of New Windsor, died Sunday, May 17, 2015 at his home after an 18-month battle with cancer.


Born September 26, 1938 in Uniontown, he was the son of the late Lewis K. and Dorothy I. Blacksten Myers.

He was husband of Joan Hesson Myers, his wife of 54 years.

Jim was a 1956 graduate of New Windsor High School.

He was an active member of Linwood Brethren Church, where he served as a deacon, trustee and former treasurer.

He was a lifelong dairy farmer with MD-Locust Crest, Inc. He was a member of the New Windsor Lions Club, Carroll County Farm Bureau, and Carroll County Holstein Club and was a current board member of the Carroll County Farm Museum. He was a past board member of several agriculture organizations.

He enjoyed watching his children and grandchildren participate in sporting activities, running the corn chopper for the Lease Brothers, bowling, having been a former member of several teams and spending time with his family.

In addition to his wife he is survived by 2 sons, John Mike Myers and wife Sue of Union Bridge; Jeff Myers and wife Lorraine of Westminster; 8 grandchildren, Jenna Myers Shriver and husband Justin, Nikki Myers Martin and husband Garrett, David J. and Jacob T. Myers, Faith Ann, Sarah Joy, Nathan M. and Evan J. Myers; great grandchildren, Noah E. Shriver and Melody B. Martin; a sister, Esther Reese and husband Gene of New Windsor and a brother, Kenny Myers and wife Jeanie of Westminster and several nieces and nephews. He was predeceased by a granddaughter, Hope Y. Myers.

A funeral service will be held at 10:30 a.m. Wednesday, May 20, at Hartzler Funeral Home, 310 Church St., New Windsor, with Rev. Dan Ceary, his pastor and John Mike Myers, his son, officiating.

Interment will be in St. Paul's Lutheran Cemetery, Uniontown.

The family will receive friends at the funeral home, 1-3 and 7-9 p.m. Tuesday, May 19, with a memorial service at 9:00 p.m. Tuesday conducted by the New Windsor Lions Club.

Joseph Edward Spangler Sr. “Big Joe”, 72, of Finksburg, died Thursday, December 25, 2014 at his home.

Born August 15, 1942, in Baltimore, he was the son of the late Francis Joseph and Doris Jeanne Fitzgerald Spangler. He was the loving husband of Patricia “Pat” Spangler whom he was married to for 52 years.

He attended St. Johns High School until the 10th grade where he then went to work for his father at Spangler's Market in Finksburg as a teenager. He was later employed with Rowan Controller and Maryland Cup. He was also an independent owner, operator truck driver, and then worked for Roadway Express Inc. both in Westminster and Hagerstown for over thirty years until his retirement. He was a member of the Teamsters Local Union #557.

He joined the Reese and Community Volunteer Fire Company in 1961 where he was a life member with over 50 years of service. He was also a member of the Carroll County Hall of Fame. He served the company in many roles including: Trustee, Corresponding Secretary, Chairman of the Board, Captain, Chief from 1984-85, and President of the Fire Department for over 14 years. He was also an Apparatus Driver for many years. He was a Delegate to the Carroll County Fireman’s Association and the Maryland State Fireman’s Associations serving on different committees for both organizations. He was very active in fundraising for the fire department and helped with bingo, the annual fireman carnival, and many benefit feeds and banquets.

He played on the Reese Fire Department slow pitch softball team and also enjoyed playing golf.

Surviving in addition to his wife are Son, Joseph E. Spangler Jr. and wife Patricia Lynn (Condon) Spangler, of Owings Mills; Daughter, Janet Marie (Spangler) Saunders and husband Michael Saunders of Ellicott City; Grandchildren, Michelle, Jonathan, and Chelsea; brothers, James Spangler and Thomas Spangler; and sister Bette Hoffman.

The family will receive friends on Tuesday from 2 to 8pm at the social hall of the Reese and Community Volunteer Fire Company, 1745 Baltimore Blvd., Westminster, MD 21157, where a Fire Company Memorial Service will be held at 8pm.

Funeral services will be held on Wednesday at 11am at the Reese and Community Volunteer Fire Company with Deacon Charles Barnhart Jr. officiating. Interment will be in Evergreen Memorial Gardens, Finksburg.

Memorial donations may be made, in his name, to the Reese Volunteer Fire Company or to the American Diabetes Association, Suite#110, 2002 Clipper Park Rd., Baltimore, MD 21211.

Joseph Edward Spangler Sr., a former Carroll County fire chief and truck driver, died Dec. 25 at his Finksburg home. His wife, Patricia Brown Spangler, said she found him unresponsive, and no cause of death was determined. He was 72.

Known as "Big Joe," he was born in Baltimore and raised in Pimlico, the son of Francis Joseph Spangler and Doris Jeanne Fitzgerald Spangler.

He attended St. Ambrose School in Park Heights and St. John's High School in Westminster until the 10th grade. He then began working alongside his father at Spangler's Market in Finksburg. He subsequently worked at Rowan Controller and Maryland Cup.

Mr. Spangler was an independent truck owner and driver who later worked for Roadway Express Inc. in Westminster and Hagerstown for more than 30 years. He was a member of the Teamsters Local 557.

He was a life member with more than 50 years of service at the Reese and Community Volunteer Fire Company, which he joined in 1961. He was its chief from 1984 to 1985 and was president of the organization for 14 years.
