O'Malley, Sykesville officials denounce state redistricting plan,” she writes “The Sykesville Town Council adopted a resolution this week stating its disapproval of the proposed state legislative redistricting plan, one that would place the town in a legislative delegate district split between Carroll and Howard counties.

“And in a Jan. 10 letter to Gov. Martin O'Malley, Mayor Michael Miller suggested the redistricting plan runs, ‘contrary to the state's Constitution’ because it ‘does not give due regard to jurisdictional boundaries.’”

There was pizza, salad, mozzarella sticks and, to the delight of state Sen. Joe Getty, a full house at his Jan. 4 "town meeting," held at J&P Pizza, in Hampstead.
"At the last town meeting in Manchester, we had 25 people," Getty said to the residents who gathered. "We've doubled that crowd. There is more here than I expected."

After clearing Senate, map heads to the House


Maryland's House of Delegates is poised to give final approval Wednesday to Gov. Martin O'Malley's plan to redraw the state's eight congressional districts, but not before lawmakers engage in a final showdown over the controversial map.
Despite objections over how the new map treats minority voters in the Washington suburbs, the measure has sailed through this week's special session of the General Assembly without significant opposition or delay. Republican House leaders said they plan to offer a robust debate Wednesday, even if it appears Democrats have enough support to advance the plan.
"I would strongly disagree with the fact that if you think you don't have the votes, let's just move on and not have the debate," said Del. Anthony O'Donnell, the House Republican leader from Southern Maryland. "Part of the creation of the legislative record is the debate."

The proposed map would pack Democratic voters into the Western Maryland district long held by Republican Rep. Roscoe G. Bartlett, creating an opportunity for Democrats to control seven of eight members of the state's congressional delegation. Some critics say mapmakers accomplished the goal by splitting blacks, Hispanics and Asians into multiple districts, diluting their voting power.

Republicans in the House expect to offer three proposals to change the map, O'Donnell said. A handful of Democrats plan to offer an alternative proposal supported by Rep. Donna F. Edwards, a Prince George's Democrat who has become one of the most vocal critics of O'Malley's proposal.

ANNAPOLIS — Gov. Martin O’Malley announced the make-up of his five-member Redistricting Advisory Committee on the Fourth of July holiday.

The announcement of the committee first appeared on the governor’s website July 5 and also noted the first meeting of the committee — the next day, July 6, in Annapolis.

The committee is charged with drafting a legislative and congressional redistricting plan for the state.

Jeanne Hitchcock will chair the committee. Hitchcock, who serves as the governor’s secretary of appointments, previously worked with then-Baltimore Mayor O’Malley as a deputy-mayor, and worked on the redistricting process that created single-member districts in the city.
