Carroll County State's Attorney's Office workshop on senior scams at the Taneytown senior center.

Carroll County State's Attorney's Office post on Facebook on October 9, 2015:

Chief Deputy State's Attorney Kathleen Murphy, as well as Chief Investigator Dean Brewer, spent lunchtime at the Taneytown Senior Center today discussing with seniors signs to look for in order to avoid being scammed.

Financial exploitation of seniors is a major issue, and many myths about who are victims and who are perpetrators were discussed.

This presentation will be given at senior centers throughout the county in the coming months. State's Attorney Brian DeLeonardo was also present to kick off this new community education program.

Update Friday, October 9, 2015

Apparently at least one church in Carroll County has recently been scammed by the crime in which the caller says that he is from BGE and that the electricity will be cut off in 45 minutes unless the back bill that is due, is paid. This according to a source who is not allowed to speak publicly about the crime.

Well, trust me, from my experience in the mayor's office, if a citizen or organization is behind in the electric bill, and is about to be cut off; you will know it well. There is a lengthy drawn-out process that takes place before your electricity is turned-off and it does not involve some sketchy person calling you 45 minutes in advance.

If you receive this call: Hang. Up. The. Phone. And call Baltimore Gas and Electric at 800.685.0123 to verify the status of your account and report the crime. Also report the crime to the Carroll County State’s Attorney’s Office at 410.386.2671.

There simply must be a special place in hell, for the scammers in the world.

NEWS RELEASE
MARYLAND STATE POLICE HEADQUARTERS: PIKESVILLE, MD 21208

                   www.youtube.com/MarylandStatePolice
FOR IMMEDIATE RELEASE: September 2, 2013

http://kevindayhoffwestgov-net.blogspot.com/2013/09/carroll-co-murder-suspect-in-custody.html

Carroll Co. Murder suspect in custody and will be charged with death of his father

(MT. AIRY, MD) – A Carroll County man is in Maryland State Police custody and will be charged in connection with the murder of his father that occurred this afternoon at the home the two shared.

The victim is identified as Michael J. Pine, 63, of the 700-block of Bridlewreath Way, Mt. Airy, Md.  He was pronounced dead at the scene.  His body will be taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy to determine the cause and manner of death

The suspect is identified as Joseph W. Pine, 31, the son of the victim, who lived with him at the same address.  After consultation with the Carroll County State’s Attorney’s Office, State Police homicide investigators will be obtaining charging documents for the suspect tonight for the crimes of first and second degree murder.  Additional charges are possible, pending the outcome of the ongoing investigation.

Joseph Pine has been taken to the Carroll Hospital Center in Westminster for medical and psychological evaluations.  Charges will be served on him either late tonight or tomorrow, depending on the disposition at the hospital.  He will remain under State Police guard until he is charged, when his custody will be turned over to Carroll County Detention Center deputies.

Shortly before 3:00 p.m. today, Maryland State Police at the Westminster Barrack received a 911 call from a neighbor reporting a disturbance between the victim and suspect outside their residence.  A state trooper assigned to the Mt. Airy Resident Trooper Program responded and arrived at the Pine residence minutes later.

As he arrived, the trooper observed a man, later identified as the suspect, standing outside his home.  Joseph Pine surrendered peacefully to the trooper and was immediately taken into custody.

Backup troopers and deputies from the Carroll County Sheriff’s Office arrived on the scene.  Troopers observed the victim, later identified as Michael Pine, lying on the front porch of the residence next door.  He had sustained obvious trauma to his upper torso.  Emergency medical personnel who responded determined the victim was deceased.

The scene was secured by uniform troopers and investigators from the Maryland State Police Homicide Unit responded to conduct the investigation, with assistance from State Police investigators from the Criminal Enforcement Division.  Crime scene technicians from the State Police Forensic Sciences Division responded and will be processing the scene.

State Police investigators applied for and obtained a search warrant for the crime scene.  Investigators and crime scene technicians will be processing the scene for evidence throughout the night, pursuant to the search warrant.  No information is available at this time regarding the recovery of the weapon or weapons used in the crime.

The preliminary investigation indicates some type of altercation occurred between the victim and suspect inside their home.  Evidence indicates the suspect assaulted the victim, possibly with one or more knives.  The victim ran outside his home, pursued by the suspect, and was found next door.

No police record of calls at the home involving any type of domestic problems has been found.  Investigators believe the father and son lived together in the residence.  No one else lived there and no one else was in the home when the altercation occurred today.

            The investigation is continuing.

Carroll residents targeted with telephone scam

Carroll residents targeted with telephone scam

By Kevin E. Dayhoff, April 29, 2013

Carroll County has recently been hit with a series of suspicious telephone calls in which the caller claims that he’s holding the family member captive until several hundred to several thousand dollars in damages are paid.

According to information from the Carroll County Sheriff’s Office, the suspicious telephone calls are reported to have also been made to Baltimore county and City residents.

In Carroll County, a Hampstead man, and recently a Mount Airy man reported receiving a call where the male caller claimed to have been involved in a motor vehicle accident with a member of their immediate family, with the caller citing the correct name of the family member, says police.

According to the Sheriff’s office, the calls display a local exchange but they are suspected as originating from outside the continental United States.

So far the Sheriff’s Office has not received any reports of residents being defrauded by the calls, but reminds resident to be on the alert.

If you should happen to receive a suspicious phone call the Sheriff’s Office has the following tips: Do not reply to any of these types of requests asking to pay fees or damages; do not send any money; do not send or hand over identification documents - not even copies; never surrender details of your bank accounts or payment cards; never agree to meet the criminals in person - you may be putting yourself in danger, instead, ask for their telephone number or contact information; and contact your local law enforcement agency immediately and follow their advice.

The investigation continues… Anyone with information about these incidents is asked to contact the Carroll County Sheriff’s Office Criminal Investigations Division at 410-386-2900, or the Anonymous TIPS Hotline at 1-888-399-TIPP.

Taneytown man armed with hammer shot and killed by local police Christmas evening

The peace and tranquility of a white Christmas in Carroll County was shattered Tuesday evening as word spread quickly through the community of a deadly shooting in Taneytown involving a police officer.

The news comes at a time when many have grown weary of bad news. Not even the unexpected late snowfall on Christmas Eve could overcome the heavy hearts of many just weeks after the December 14 shooting death of 26 people, most of them children, in an elementary school massacre in Newtown, Connecticut.

Then on Christmas Eve, much of the local news media reported that a gunman in upstate New York allegedly set fire to his house and ambushed and killed two volunteer firefighters and wounded two more who were responding to the fire.

Bad news involving firefighters, police officers, and emergency medical personnel always travels quickly in Carroll County that has long been understood as being the home of many of Maryland’s first responders.

Late in the evening on Christmas Day, Greg Shipley, a spokesperson for the Maryland State Police confirmed the incident and released additional details that a Taneytown police officer had shot and killed a man who had threatened the lives of several police officers in the otherwise peaceful northwestern Carroll County community.

Police say that Edward L. Becker, Jr., 26, of the unit-block of Commerce Drive, Taneytown, Md, was pronounced dead at the Carroll Hospital Center, as a result of the incident.

According to Shipley, “A Carroll County man armed with a hammer and acting disorderly was fatally wounded by a Taneytown Police Department officer when he failed to surrender and advanced threateningly at the officer.

The state police say that shortly after 8:30 p.m. on Christmas Day, “the parents of Becker called 911 and reported he had been drinking and was acting disorderly. Becker’s father reported his son was smashing windows out of his truck with a hammer…”

Three Taneytown police department officers responded to the area of the address on Commerce Street, according the police report. At the scene they “saw Becker walking down the street toward them.

“They exited their vehicles and began shouting commands to Becker to drop the hammer and surrender. Becker continued to approach. The officers, who were all in uniform and marked patrol cars, retreated down the street and positioned themselves behind their police cars.

“The investigation indicates the officers continued to shout commands to Becker to drop the hammer and surrender. Becker ignored the commands and continued to approach the officers…

After Becker got to within approximately an arm’s length of an officer and raised the hammer, one of the officers fired his service weapon, striking Becker.

Police at the scene administered first aid and called emergency medical personnel to the scene.

“The officer involved is a four and one-half year veteran of the Taneytown Police Department…,” say police. The Taneytown police officer has been placed on routine administrate leave by Taneytown Police Chief William Tyler, “which is procedure in police-involved shootings.”

Tyler “requested the police-involved shooting be investigated by the Maryland State Police homicide unit and troopers from the Westminster Barrack responded to the scene to conduct the investigation, according to Shipley.

The investigation is continuing. Upon completion, it will be forwarded to the Carroll County State's Attorney's Office for review... Taneytown man armed with hammer shot and killed by local police Christmas evening

Carroll County Sheriff's Office Statement - Dismissal of Charges in Death of Isaiah Simmons

Statement - Dismissal of Charges in Death of Isaiah Simmons
 Carroll County Sheriff's Office

We regret the disposition of this serious case.  We grieve for the family of Isaiah Simmons, and share a common desire that justice is served in all matters.

Inasmuch, all Sheriff’s Office personnel are cooperating fully with an independent investigation being conducted by the Office of the Maryland State Prosecutor into allegations of perjury by an Office investigator and senior staff member in an unrelated case.  The accused employees have been reassigned to administrative responsibilities pending the outcome of that investigation.  Until the results of this independent investigation are known, any further comments would be based on speculation rather than fact.  We ask for the public’s patience with this process, understanding these allegations are being meticulously investigated according to the State Prosecutor’s strict procedures.

The trust of our community is our most precious resource, a value embraced by the more than 200 Sheriff’s Office employees who are dedicated to serving Carroll County.  In fairness, conduct that is contrary to these values is not tolerated by our personnel or organization.  For the Carroll County Sheriff’s Office remains committed to the delivery of professional public safety services in partnership with our allied criminal justice agencies…
