15-cent gas tax hike urged in Maryland


A panel created by the Maryland General Assembly and Gov. Martin O’Malley (D) on Tuesday recommended increasing the state’s gas tax by 15 cents per gallon and boosting fees on every car owner, bus rider and train passenger to keep solvent the state’s underfunded trust fund for road maintenance and transit projects.

O’Malley last week said he would consider backing such a gas tax hike as part of a package to spur job growth in the state. Several prominent Democrats last year tried to pass a gas-tax increase and have said they would reintroduce the measure when the General Assembly reconvenes in January.

The 15-cent hike would be phased in over three years under the plan finalized Tuesday by the Blue Ribbon Commission on Maryland Transportation Funding. It would also come with strings attached: all of the money would be used exclusively for transportation projects, said commission chairman Gus Bauman.

According to one state analysis distributed Tuesday, the tax would amount to nearly $200 annually for an average household…

Former-Gov. Robert L. Ehrlich Jr. came to Westminster Thursday evening and spoke for twenty-minutes to a spirited crowd of about 300.

Billed as the Westminster Tax Day Tea Party, the parking lot at Legends Café, on Route 140 just outside the city limits was the scene of a sea of American and Gadsden, “Don’t Tread on Me,” yellow flags, protest and campaign signs, and political candidates.

The event, organized by “We the People,” was loud and animated, however there were no problems as folks with shirts marked “security” patrolled the crowds and the Carroll County Sheriff’s deputies observed carefully from afar.

As people mingled to music and conversation there were plenty of homemade signs extolling discontent over taxes, President Barack Obama, health care reform, government spending, the national debt and voting incumbents out of office.

At the same time, a line of about 50 Tea Partiers lined Route 140 and waved flags and signs as motorists drive by and added to the cacophony by honking their horns and shouting words of encouragement.

The chair of We the People, Joe Kirby, began warming-up the crowd just after Former-Gov. Robert L. Ehrlich Jr. arrived and spoke at some length about the purpose and intent of the rally and the Tea Party movement.

Michelle Jefferson, a Carroll County Commissioner candidate (R-District 3) introduced Ehrlich at 7 p.m.

“It drives me crazy how we are characterized,” lamented Ehrlich after greeting the crowd as he criticized how the Tea Party movement has been treated by the media.

Boos were heard as he noted comments by U.S. Senate President Harry Reid (D-NV) that the Speaker of the U.S. House of Representatives, Nancy Pelosi, (D-CA) is from Maryland.

“This (movement) is about workers, taxpayers… It is not a populist movement,” said Ehrlich as he lapsed briefly into a history lesson of the 18th Century Populist movement in the U.S.

“This is organic. There is no leader of this movement. It just rose-up. This is about pro-wealth… I want to leave this country a better place… Government can be excellent. We’re not anti-government. We’re for appropriate government,” Ehrlich extolled.

“This is not about any particular party. This needs to be independent and it shouldn’t be connected to either party,” he continued as talked about the tea Party movement crossing party lines.

“There is a lot of anger out there…,” Ehrlich continued as he asked for a show of hands of the folks in the audience who had never been to a political function before. “We don’t call people names.”

As Ehrlich transitioned from exhorting the virtues of the Tea Parties, into campaigning for the Maryland governor’s office, he advised the crowd that “an Ehrlich bumper sticker increases the value of your car…”

After Ehrlich spoke for 20 minutes, it came time for a number of local candidates to take to the podium to talk with crowd.

One-by-one, folks such as Jefferson, Hampstead Mayor Haven Shoemaker, a newly announced Carroll Commissioner candidate (R-District 2,) Carroll Commissioner candidate, David Jones (R-District 4,) Maryland Delegate Tanya Shewell (R-District 5A,) Justin Ready, a candidate for Maryland delegate (R-District 5A,) took turns at the microphone.

Back in the crowd was also former Maryland Delegate (R-District 5A,) Carmen Amedori sporting her newly minted “Murphy – Amedori for Maryland (Governor)” signs.

It was earlier in the day that word got out that Amedori, who most recently served on the Maryland parole commission member until January, is abandoning her bid for the Republican nomination to oppose U.S. Senator Barbara Mikulski (D) of Baltimore.

She had announced in February that she was going to run to unseat the four-term incumbent, Mikulski, by participating in a crowded Republican primary but recently changed her mind to join the ticket of Republican gubernatorial candidate Brian Murphy, as his lieutenant governor.

That latest development is certain to make the summer political season that much more interesting and will be announced in Annapolis on Friday, April 16, 2010, at 4:30 p.m. on Lawyers’ Mall in Annapolis.

After all the speakers had their moment at the podium, the crowd moved-out to join the line of sign and flag wavers along Route 140.

As the shadows grew long and the sun began to set on another April 15 tax filing deadline, the crowd slowly drifted way and began looking forward to a long political summer of discontent.

This is, in a word, sad. Why is it that the Board of County Commissioners continues to create an adversarial relationship with the municipalities? It’s ridiculous that dealings have become so strained that the only way to communicate with our county leaders is through lawsuits?

Congratulations to soon-to-be former Delegate Rick Weldon for accepting the role as the City of Frederick’s chief administrative officer. … but it seems like a sort of homecoming for him, as he worked in City Hall during the Jim Grimes administration. This is a great move for everyone. (Congratulations to Delegate Weldon – he will do a great job for Frederick. – Kevin Dayhoff)

Budget problems continue for Maryland’s local governments




And it is only going to worse…

I did this piece of art in September 1994. The more things change the more they stay the same. At some point, the entire manner in which local government in Maryland is funded needs to be changed so that all our tax revenue does not get lost in a black hole in Annapolis and gets re-directed to the government that is closest to the citizens. 18 county government employees to lose jobs:

This is so sad. And at this time of the year; not that any time of the year is a good time to lose employees – or your job...

My heart and prayers go out to the employees who have lost their job – and to the folks who were forced to make theses difficult decisions.

I happen to agree with the Carroll County government press release today, Carroll Co MD Commissioners eliminate positions http://tinyurl.com/y9zyanu http://tinyurl.com/y9zyanu: “Carroll County already has one of the leanest staffs in Maryland. A survey by the Maryland Association of Counties ranks Carroll as the second-lowest number of employees per capita.”

The problem is certainly not with over-staffing on the part of Carroll County government.

The problem is the systematic irresponsible spending in Annapolis and now the state is balancing its books on the backs of local government.

Neither the current administration or the Maryland General Assembly has the stomach for raising taxes – especially after the fiasco from the Maryland Special Taxing Session from November 2007, which only made matters worse…

So instead of doing the correct thing and cutting-out systemic wasteful spending, they want to force local government to raise taxes.

Add this to the incredible amount of money that Maryland has lost to surrounding states in retail sales as a result of raising the retail sales tax. Remember there is barely any location in Maryland that is not within 40 miles of the state line…

And add to this the large number of high income Marylanders who have simply left the state as a result of the prohibitive tax increase that was levied against them…

The result is a net loss of a great deal of state revenue that is above and beyond the turndown in the economy – especially since, until the recent taxing initiatives had such a disastrous result, most economist and political pundits considered Maryland recession proof.

This is a mess. And it is not a mess that will be solved anytime soon because nothing will hold the Maryland General Assembly accountable and the ruling party in Maryland is so arrogant they are completely inaccessible to any contrarian argument or debate, discussion or dialogue…

When Governor O'Malley and Democrat legislative leaders proposed increasing the tax rate on Maryland's highest income earners - Republican Senators stood in floor debate and stridently argued that millionaires would flee the state. Some Senators even provided evidence from lawyers and accountants about the ease with which this class of taxpayers could legally change their status of residency.

The Republican debate was rebuffed as being "anecdotal." Over the GOP's objections, the Democrats passed their "tax the wealthy" plan.

As opined in the Wall Street Journal today, the short-sighted Democrat tax plan combined with the hefty Maryland estate tax has made Maryland a bad environment for millionaires. And they are fleeing - leaving a shortfall in taxes that they used to pay which results in higher taxes for you and me.

HAMPSTEAD — With real estate values falling and the amount of foreclosures rising, Hampstead lawyer and Mayor Haven Shoemaker Jr. said property owners should be paying close attention to their property tax reassessments.

“Those of us who have been assessed recently have been paying more than we have to,” Shoemaker said. “That doesn’t sit well with me.”

Shoemaker held a question-and-answer session Thursday for property owners interested in challenging the assessed value of their properties.

Shoemaker and local Realtors offered advice for how property owners can appeal the assessed value of their properties.

June 24, 2008 - - The base idea for this image was passed on to me in an email from “CJ.”

I guess it resonated with me as the presumptive Democrat nominee for president’s conversation so far about economics and taxation is a major concern for me as I ponder the merits of his candidacy of the Oval Office.

At my advanced age I can easily recognize political silliness when I see it and I refuse to be distracted.

Barack Obama appears to be an honorable man who wants to be president and I admire him for his accomplishments.

My heart and prayers go out to him and his family when I hear or read the vicious personal attacks over drivel that ultimately I really don’t give a rat’s backside over. It’s all so boring and an unnecessary distraction of high chair food fight proportions.

I don’t really care what Rev. Wright has said or when he said it. I don’t care about what Senator Obama’s wife said or when she said it.

I’m not fooled by the recent marketing makeover with his appearance on People magazine or Mrs. Obama’s chattiness on “The View.” I have no interest in voting “for the friendly guy next door” to be president.

I care about issues such as who is going to protect us from foreign aggressors. I care about national defense.

I care about the economy. I care about the class warfare being promoted, disguised as taxation policy.

I care about the deleterious affects of our nation’s lack of a coherent energy independence policy.

I care about who has the experience necessary to be president.

I care about who is going to appoint the next several Supreme Court justices.

If I were to have a choice between “a third term for the Bush Administration” or “Jimmy Carter’s second”; I’ll take “Bush’s third term” in a nanosecond.

Although I realize that Republican presumptive presidential nominee John McCain is certainly no George W. Bush and I have not, as yet mistaken Senator Obama for President Jimmy Carter…

Anyway - I played with the base idea for the image; re-arranged it and added to it and voila.
