Grace Lutheran Church on Carroll Street in Westminster is closed

Due to the inclement weather on Thursday, March 5, 2015 the offices at Grace Lutheran Church, http://gracelc.org/ on Carroll Street in Westminster are closed and all evening church meetings, Chancel Choir and Festival Choir rehearsals are cancelled.

According to a release by the Maryland State Police: “Troopers encourage motorist to use their best judgment when driving during rush hour on Thursday morning, when the snow is predicted to be at its heaviest. When there is a high volume of traffic on the roads, traffic is at a standstill. If traffic is at a standstill, snow plows are at a standstill and the roads do not get plowed.

“Drivers are reminded of road restrictions if a snow emergency plan is activated in their county. If declared, parking is prohibited on highways and roads designated as snow emergency routes. During snow storms, abandoned and disabled vehicles cause major problems for snow removal and for troopers attempting to respond to emergency incidents. Maryland State Troopers encourage those who do not have to travel during the storm to stay off the roads. If it is necessary to travel, make sure your vehicle is in good working order and properly equipped with mud and snow tires or chains. It is also smart to have an emergency roadside kit in your vehicle.

“In case of power failures, motorists are reminded of Maryland’s law concerning non-functioning traffic lights. The law requires all drivers approaching an intersection with a non-functioning signal to stop. Drivers may continue only after they have yielded to any vehicles or pedestrians already in the intersection. They must remain stopped until the intersection is clear and it is safe to proceed.

“The latest traffic conditions, including road closures due to snow or ice will be available on-line at www.511md.org or by calling 5-1-1. Road conditions and views of the live traffic cameras are also available on the State Highway Administration website at www.roads.maryland.gov. Citizens are urged not to call Maryland State Police barracks simply to check on road conditions. Calls to police or 9-1-1 centers during the storm should be for emergency situations only…”

Be safe out there and say a prayer for our emergency responders, police, firefighters, EMS personnel and the various local municipal, county, and state, street and roads departments that are out there in this mess trying to keep the roads open and safe.

During and after a snow storm, make sure that all the fire hydrants in your neighborhood are clear of snow.

Helping to keep the snow cleared from fire hydrants is a responsibility that we have to each other and our community. If your house, or your neighbor’s house is on fire; the last we want is for firefighters to spend precious time finding and clearing the nearby hydrant in order to hook-up the fire hoses.

According to multiple sources and fire companies that have posted similar messages:

… A clearly visible, accessible fire hydrant could save your home – or even your life. If a fire hydrant is lost or buried in snow, firefighters can lose valuable time trying to locate it when they first arrive at a fire. You can perform a valuable public service and protect yourself, your family and your neighbors by taking the responsibility for shoveling out and clearing any fire hydrants near your home during and after a snowstorm. With more snow sure to be on the way, we’d like to offer these suggestions:

Know the location of all fire hydrants in your neighborhood.

Make sure they are shoveled clear after each snowfall.

Clear away any snow and ice in the area surrounding these fire hydrants.

Clear the snow three feet all around the hydrant so firefighters have enough room to connect a hose.

We would also like to remind you to look out for your elderly or handicap neighbors as well, by taking a few extra minutes to shovel out their hydrants.

Please take some time now to save precious minutes in case of a fire. A few scoops of snow today could make all the difference later.

And please remember not to over-exert yourself while shoveling snow. Excessive strain from the cold and hard labor may cause heart attacks.

Please help out elderly or vulnerable neighbors.

The Maryland State Police put the Maryland snow emergency plan in effect for Carroll County MD at 2 a.m.

The Maryland Department of Transportation announced that the Maryland State Police put the Maryland snow emergency plan in effect at 2 a.m. Saturday morning for Carroll County.

Previously the snow emergency plan went into effect the previous Friday evening for much of Western Maryland counties: at 11 p.m. for Allegany County; 10:30 p.m. for Garrett County and 11:30 p.m. for Washington County.

According to the department of transportation, the state police declare snow emergencies after receiving input from the Maryland State Highway Administration.

Once the snow emergency has been declared, parking is prohibited on streets and roads that are designated as snow emergency routes and the snow tires, all weather tires and or chains are required for vehicles traveling on the roadways.

When checked at 2:45 a.m., the National Weather Service forecast for Westminster and Carroll County had a “winter weather advisory posted.” “Snow before 4 am, then snow, freezing rain, and sleet. Low around 26. East wind around 8 mph. Chance of precipitation is 100%. Total nighttime ice accumulation of less than a 0.1 of an inch possible. Total nighttime snow and sleet accumulation of 1 to 3 inches possible.”

For Saturday night the weather service was forecasting mostly cloudy skies. But most importantly for Ravens fans, the Sunday forecast says, “A slight chance of rain, freezing rain, and sleet after noon. Increasing clouds, with a high near 33. East wind around 6 mph. Chance of precipitation is 20%.” And later Sunday night, Rain likely, possibly mixed with freezing rain, becoming all rain after 1am. Cloudy, with a low around 32. East wind between 3 and 6 mph. Chance of precipitation is 60%. New precipitation amounts of less than a tenth of an inch possible.”

Carroll County Public Schools announced at 10:20 this morning that it will close Carroll County schools one-hour early today.  All afternoon and evening activities are canceled and there will be no afternoon Pre-K because of expected inclement weather later this afternoon in the Carroll County area.

Various weather reports indicate that the Carroll County area could possibly see an accumulation of three to five inches beginning jst around the time folks will start heading home from work.

The National Weather Service (NWS) has issued a “Winter Weather Advisory” for the Carroll, Frederick, Howard, Baltimore County area.  According to the NWS, “Low pressure off the Carolina coast will strengthen and quickly move northward up the Eastern Seaboard.  The wintry mix of precipitation associated with this storm will continue to progress northward along the East Coast…”

According to weatherbug.com, later this evening two major storm systems will combine “to form a classic coastal storm” along the east coast.  “An area of low pressure, the same one responsible for heavy snow and freezing rain across the Southeast, has pushed off the Georgia coast, and is starting to march northeastward toward the North Carolina Outer Banks.  Meanwhile, a second area of low pressure is chugging eastward through the Ohio Valley, bringing along another plume of snow from the Mid-Mississippi Valley to the Midwest.”

Frank Roylance, who writes about “Maryland Weather” in the Baltimore Sun notes, “NWS forecasters expect temperatures to hold in the lower 30s, so the event is likely to remain all-snow…. 

“Central and Southern Maryland should expect 3 to 5 inches of snow tonight, with the heaviest amounts close to the Chesapeake Bay, falling off to the west and south.”

Emergencyemail.org reports that a winter storm watch now in effect from Tuesday afternoon through late Tuesday night with the potential for five or more inches of snow.

The snow is predicted to develop during the late afternoon or early evening on Tuesday and continue through Tuesday night with temperatures in the lower 30s and dip to the 20s Tuesday night and northwest winds five to 10 mph increasing to 10 to 15 mph later in the evening.

A winter storm watch, according to emergencyemail.com, means “there is a potential for significant snow accumulations that may impact travel.”

The weather predictions of snow in the Carroll County area come on the heels of last Saturday morning’s light dusting of snow that triggered the snow emergency plan for the Carroll County area for several hours in the morning, but for the most part, only amounted to being a nuisance.

According to a Westminster street department employee, the road crews for Westminster city reported for work around 4 a.m. and easily got the light dusting under control.

At approximately 9 o’clock Saturday morning, the main roads at the intersection of Liberty and Main Street at the railroad tracks made for a picturesque winter-in-Westminster scene, but otherwise, the streets were in good shape for driving.

Where did all the snow go?

Welcome to Maryland weather. It was only a week ago when we were toughing it out under almost two feet of snow.

All last week, news accounts trickled-in from throughout the state of various local governments having a tough time clearing the snow for Christmas week.

Not so in Westminster. On Sunday, December 20, 2009, Uniontown Road in Westminster was already a bare road less than 12 hours after the snow stopped; thanks to the great work of the Westminster MD Street Department.
