OFF-DUTY MARYLAND STATE TROOPER INJURED IN HIT AND RUN IN CAROLINE CO.

Maryland State Police Press Release
05/22/2013 23:58

OFF-DUTY TROOPER INJURED IN HIT AND RUN IN CAROLINE CO.
(DENTON, MD) – An off-duty state trooper is being treated for injuries he sustained when he apparently confronted vandalism suspects in a car and was dragged by the car when the driver accelerated and fled the scene in Caroline County earlier this evening.

Maryland State Police are still investigating the incident. Details are incomplete at this time.

The trooper is an eight-year veteran of the Maryland State Police assigned to the Easton Barrack. He is currently undergoing treatment at the University of Maryland Shock Trauma Center where hospital officials say he is listed in critical condition.

The preliminary investigation by the Maryland State Police Criminal Enforcement Division indicates that at about 7:15 p.m. today, the trooper was traveling off-duty in the area of 7th Street and Market Street in Denton when he observed several people in a car ahead of him who appeared to be involved in some type of vandalism. The trooper exited his car and approached the car ahead of him on foot.

While the trooper was talking with the three individuals in the car, all apparently juveniles, preliminary information indicates the driver accelerated and the trooper was somehow dragged by the vehicle an undetermined distance down the road. The trooper became dislodged from the vehicle and fell to the roadway. The suspect vehicle fled the scene.

The trooper was flown by a Maryland State Police helicopter to the Shock Trauma Center. State and local police began a search for the suspect vehicle. A suspect vehicle has been located and three individuals are currently being questioned by State Police investigators.

No further information is available at this time. Additional information will be provided when it becomes available, probably at some point tomorrow morning.

The investigation is continuing.

Maryland State Police Press Release 10/09/2012

Skeletal Remains Found Along A Path In Carroll County Launches An Investigation

(Westminster, MD) -- A Maryland State Police investigation has been initiated after skeletal remains were found along a path in a vacant lot in Carroll County, Md.

Maryland State Police Homicide investigators were contacted by Westminster Police Department and asked to assume this investigation.

Preliminary, the investigation reveals a human bone was found by citizens as they walked through a vacant lot in the 500 block of Baltimore Blvd in Westminster, shortly before noon on October 6, 2012.

The walkers immediately contacted 911 alerting the Westminster Police Department. Additional assistance was requested from the Maryland State Police Homicide Unit. After investigators arrived, a search of the area revealed additional skeletal remains.

Information has been communicated to police departments throughout the region and requests have been made to check missing person files for potential persons matching the currently available information.

Additional forensic tests are continuing. Evidence obtained at the Office of the Chief Medical Examiner will be reviewed and used to further the investigation into the identity of the remains and the mode of death.

State Police Homicide Unit will continue the investigation. They have been assisted by Westminster Barrack criminal investigators, State Police crime scene technicians as well as members of the Westminster Police Department.

Anyone who may have information is urged to contact Maryland State Police investigators immediately at 410-386-3000

Maryland State Police Press Release Frederick, Maryland: STATE POLICE HELICOPTER CREW AND FREDERICK CO. ATR TEAM LOCATE LOST HIKER

Maryland State Police Press Release
01/01/2012 10:11

STATE POLICE HELICOPTER CREW AND FREDERICK CO. ATR TEAM LOCATE LOST HIKER
Frederick, Maryland

On December 31, 2011, a hiker lost in Gambrill State Park was located and rescued by helicopters from the Maryland State Police Aviation Command and the United States Park Police, with support from the Frederick County Advanced Technical Rescue Team.

A State Police helicopter crew located the hiker with information provided by Frederick County Emergency Communications and with the aid of night vision equipment.

Of note, the State Police helicopter crew located the hiker after “seeing” the faint glow from the hiker’s cellular phone using the night vision equipment.

Due to difficulty directing the hiker to safety, members of the ATR team were lowered to the victim, using the rescue hoist on the State Police aircraft, with the assistance of high intensity lighting from the U.S. Park Police helicopter.

The Frederick County ATR members then used GPS to escort the hiker out of the park to safety. The hiker was located uninjured and did not require medical attention.

Overnight shooting and robbery in Taneytown investigated, two suspects still at large

By Kevin Dayhoff

Maryland State Police have three men in custody and are looking for two more suspects in a shooting and robbery which erupted in the early morning hours just outside of Taneytown.

The three suspects are currently detained at the Westminster State Police barrack awaiting criminal charges as police continue to sort out the details of the crime.

The victims have been identified as Alan J. Kent, 26, and Samantha L. Stanley, 19; both of Taneytown. According to a release from the state police, Stanley was not physically hurt.

At around 2:23 a.m., Friday, police and emergency medical personnel were alerted to respond to reports of a shooting and armed robbery in 3900-block of Old Taneytown Road, Taneytown.

Upon arrival, police discovered that Kent had been “struck in the back of the head by what may have been an expandable baton,” and wounded by a gunshot.

The suspects had fled the scene.

According to a state police report, “Kent sustained a gunshot wound to the leg and was flown by Maryland State Police helicopter to the University of Maryland Shock Trauma Center, where he is being treated for what are believed to be non-life threatening injuries.”

The preliminary findings reported by the state police reveal Stanley was visiting at Kent’s residence when male suspects arrived at the home about 2:00 a.m. and called Kent outside.”

Police report that while one male remained with Kent, three other men came into the house, where a handgun was displayed and pointed at her and information was demanded “about what was in the home.”

Stanley, according to police, “said the man shot Kent’s dog when it came toward the suspect. The dog has been transported to a veterinarian for treatment…

“After removing a suitcase from the house, the victims said all four suspects left in a light colored Ford Explorer.”

An alert by police was broadcast on police scanners for the suspects. Police units from area departments responded to the area to assist with the search, including Carroll County sheriff’s office deputies and officers from the Taneytown Police Department.

Shortly after, “a Taneytown police officer searching the area spotted a light-colored Ford Explorer on Courier Court in Taneytown,” say police.

When the officer stopped the vehicle, “two African American males fled on foot and were not located. The officer took two other males into custody.”

Subsequently, “police observed what appears to be blood on the vehicle and said an expandable baton was visible inside the truck…

“The vehicle was towed to the Westminster Barrack where it will be processed for evidence after a search warrant is obtained.”

Details concerning the apprehension of a third suspect have not been released.

Maryland State Police investigators from the Westminster barrack are continuing the investigation and troopers from the State Apprehension Team, sheriff’s deputies and Taneytown police officers are assisting with the search for the remaining suspects.

The additional suspects are described as two African American males. “One is about 5’7” tall, with black, buzzed-cut hair, who was wearing a black jacket and black pants. The other at-large suspect is described as wearing a dark bandana across his face, a black jacket, and a black hood over his head.”

The family of fallen Maryland State Trooper First Class Shaft S. Hunter will receive friends and colleagues who wish to pay their respects today from 4 p.m. to 8 p.m. at the Vaughn C. Greene Funeral Home, 8728 Liberty Road in Randallstown.

Hunter, 39, an 11-year veteran of the State Police died, while on duty, as the result of a traffic accident at 2:40 a.m., last Saturday.  He was working a night patrol shift when the accident occurred in the southbound lane of I-95 at the Laurel rest area, just south of Route 32, in Howard County.  He was pronounced dead at the scene.

“TFC Hunter was an outstanding trooper who was known for his dedication to duty,” Maryland State Police Superintendent Colonel Terrence B. Sheridan said.

“He died while working to keep our highways safe.  He will be greatly missed by his family and his fellow troopers at the Waterloo Barrack and throughout the Maryland State Police.  He is the 43rd state trooper to make the ultimate sacrifice on behalf of the people of Maryland.  His death comes at the end of National Police Week, when we honor the more than 19,000 police officers nationwide who have given their lives in the line of duty.  TFC Hunter has now joined the ranks of these American heroes.”

He had been assigned to the Waterloo Barrack since October 2010; however, he had also previously served at the Glen Burnie and Westminster Barrack.

According to a Maryland State Police report, a preliminary investigation indicates Hunter struck a tractor-trailer that was parked on the shoulder of the interstate, just before the entrance ramp to the rest area.  “A witness told investigators he was passed by a motorcycle that was traveling at a high rate of speed just before being passed by a marked State Police car.  Moments later, the witness said the patrol car struck the rear of the tractor-trailer.

“Based on witness information, TFC Hunter was possibly in pursuit of this speeding motorcycle.  He had not radioed in to the barrack about this before the crash occurred, but that is not unusual when a trooper is in the initial moments of an attempted traffic stop.
“The patrol car struck the rear of the tractor-trailer and then traveled down the side of the trailer, coming to rest near the front of the trailer.  The tractor-trailer driver was not injured in the crash.

“The tractor-trailer driver is identified as Albert Sandino, 46, of Covina, California.  He was driving a 2009 International truck tractor pulling a box trailer loaded with household bleach.  The truck was headed from Aberdeen, Maryland to Virginia.  The driver told investigators he had pulled to the side of the interstate briefly to check for directions to his destination.”

TFC Hunter was born in Bridgeport, Connecticut.  He held a Bachelor of Science degree in criminal justice from St. Augustine College in Raleigh, North Carolina.

After college, he served in the United States Marine Corps from 1994 to 2000 and was honorably discharged at the rank of captain.  He entered the State Police Academy on January 3rd, 2000 where he was elected president of the 114th Trooper Candidate Class.

Hunter leaves behind six children, ages 4-19.

Maryland Governor Martin O’Malley has ordered the flag to be flown at half-staff until sunset of the day of Hunter’s funeral tomorrow at 11:00 a.m. at the New Antioch Baptist Church, 5609 Old Court Road in Randallstown.

Burial will be at Dulaney Valley Memorial Gardens immediately following the funeral service.

State Police are obtaining warrants for two additional suspects who include female and male from Baltimore.  The male is currently incarcerated on an unrelated charge.

Both Cason and Jones were arrested on March 4, 2011, after Maryland State Police from the JFK Highway Barrack, with the assistance of officers from the Baltimore Police Department and Baltimore County Police Department served search warrants at their homes.  Police recovered two fur coats, three large flat screen televisions, video game systems and accessories, jewelry, gift cards, dozens of pairs of shoes, clothing, laptop computer, prescription glasses, and multiple store receipts documenting purchases with stolen credit cards.  Police also recovered 2004 Porsche and 2007 Toyota Camry that were believed to have been used in the commission of these crimes.

The current charges against the suspects involve three victims, all of whom are women in their sixties who had their credit cards stolen while using the rest rooms at either the Maryland House on I-95 in Harford County, or the Chesapeake House, on I-95 in Cecil County, in December 2010, January 2011, and February 2011.  The victims reported they entered bathroom stall and either hung their pocketbook on hook on the right side of the stall, set it on the floor, or placed it behind them on the toilet.

Although the suspects are currently charged in thefts involving three victims, Maryland State Police are investigating number of other similar thefts.  Investigators believe the thieves work as team, with lookout on the parking lot spotting potential victims as they enter the rest area buildings.  The lookout provides description to the thieves inside, one or more of whom are in the rest room.  Those thieves often pose as rest area employees who meet the intended victim in the bathroom and actually guide her to stall by saying the one she was headed to is broken, or opening the stall door to show her it is available.

Once the woman is inside, the team creates diversion, often by knocking on the stall door.  While the woman’s attention is focused on the door, the other suspect reaches into the stall and steals her wallet.  Sometimes only credit cards and cash are removed.  Sometimes the entire wallet and/or purse are removed.  Often, the victim is unsure if she brought her pocketbook into the restroom and may be miles down the interstate before she realizes something is wrong.

Through investigation and evidence examination, State Police believe the suspects then immediately used the stolen credit cards to make multiple purchases of gift cards and the other items found during the search warrants.   The purchases were usually made before the victims realized their credit cards had been stolen, or at least before they were able to report the thefts to their credit card companies.
State Police are urging travelers to be aware of this and other types of ruses criminals may use.  If possible, women should leave pocket books, or at least their wallets and charge cards, locked in the trunk of their vehicles when stopping at rest areas.  If they need those items for purchases while at the rest area, they should keep those items on their person, such as carrying them in pocket of their clothing.  These thieves used an obvious opportunity and diversion to victimize travelers.

Also, persons should be aware of people speaking to them at locations like this to determine if they are actually employees of the rest area.  Employees will usually have name plates and some type of uniform.  The thieves in these cases wore regular street clothes and had no name plates or employment identification.  If someone thinks they have been approached by an individual posing as an employee, they should report the incident to the rest area management immediately.

As always, motorists are reminded to also keep all valuables locked in the trunk or completely out of sight in their vehicles.  This includes GPS devices, laptops, cash, wallets, and pocketbooks.  Maryland State Police are working with the management company that oversees both rest areas on I-95 in northern Maryland to implement crime prevention measures and reduce opportunities for thefts and other crimes.

This investigation is continuing and additional charges are possible.
