 I was at the house of an elderly couple I work for, and while I was there they came home followed by a Maryland state trooper.

I thought maybe she had made a wrong -lane change or something of this nature. I made my way up from behind the house to see what was going on.

I was very surprised to see the trooper helping the elderly wife get her husband and into a wheelchair."

MSP Remembers Sergeant Wallace Mowbray - End of Watch August 10, 1975

According to the Maryland Troopers Association’s fallen hero’s page:

Sergeant Wallace J. Mowbray
End of Watch: 8/10/1975
Age: 39
Years of Service: 13
Cause of Death: Gunfire
National Memorial Panel: 21-E: 10

While checking via radio on the license of a driver of a van with three other occupants, Sgt. Mowbray was shot and killed when struck by a shotgun blast. Investigation later revealed that the registration plates on the van were stolen and there were outstanding warrants for two of the occupants. Occurred near Baker's Liquor Store in Chester, MD.

According to information from the Maryland State Police.

Forty years ago today, Sgt. Mowbray was shot and killed during a traffic stop near Chester, Maryland. He was checking a license plate over the radio when he was struck by a shotgun blast. The license plates turned out to be stolen and two of the four occupants had warrants out for their arrest.

All four suspects fled from the scene.

Two suspects, who were later convicted of doing the shooting, kidnapped a couple in Chester, took their car, and raped the woman. They were captured several hours later.

The other two suspects stole a boat and headed toward the Western Shore. They were captured two days later.

All four suspects were convicted of Sergeant Mowbray's murder.

One of the suspects convicted of doing the shooting was sentenced to life plus 95 years for rape, kidnapping, and other crimes committed before and after Sergeant Mowbray's murder. In 1982 he escaped from prison and was placed on the FBI's 10 most wanted list. He was captured 14 months later. In 1991 he won a new trial which resulted in less serious convictions and a 27 year sentence. He was paroled in 1993. Four months later he was sent back to prison for four years when he violated his parole with a disorderly conduct charge. In 1999 he was sent back to prison again when he took money from a charity jar in a Glen Burnie, Maryland, cafe. On December 1, 2003, he was arrested and charged with robbing a Glen Burnie bank. He was convicted of armed robbery and sentenced to 20 years June 18, 2004.

The other suspect convicted of the shooting was sentenced to life in prison.

The third suspect was sentenced to 55 years and the fourth suspect was sentenced to 20 years.

Sergeant Mowbray had been a member of the Maryland State Police for almost 14 years.

Maryland State Police Investigate Child Death

July 20, 2015

Westminster Md. – According to information from the Maryland State Police, “Members of the Maryland State Police Homicide Unit continue an investigation into the death of a child in Carroll County.

“The infant is identified as Davion Harrison, 2 months old, of the unit block of Charles Street in Westminster.  Davion was at the hospital when he was pronounced deceased. Davion did not appear to have any outward signs trauma. An autopsy will be conducted to determine the cause and manner of death.”

On Sunday, July 19, 2015, “at around 9:30 a.m., members of the Westminster Police Department responded to Carroll County General Hospital for the report of a deceased infant. 

“The infant was transported to the hospital by his mother who reported the child was provided CPR by a neighbor, but was unresponsive.  Investigators from the Maryland State Police Homicide Unit were called to the hospital at approximately 11:00 a.m. to assist with the investigation.

“Maryland State Police continue to conduct interviews as the investigation continues.”

THREAT TO AVIATION RECEIVED - FBI IMMEDIATELY NOTIFIED

(McHenry, MD) -- An anonymous call threatening commercial aviation was received at a Maryland State Police barrack earlier this morning and the information was immediately forwarded to the FBI and the state's fusion center.

Shortly after 6:30 a.m. today, an anonymous call was received by a police communications operator at the Maryland State Police McHenry Barrack, in Garrett County. The caller made a bomb threat involving commercial aviation. Officials at the FBI and the Maryland Coordination and Analysis Center, the state's fusion center, were immediately notified about the call.

Due to the ongoing FBI investigation, no further information is available from the Maryland State Police at this time. Authority of the FBI, all additional questions should be directed to the Baltimore office of the FBI at 410-265-8080.

On March 25, 1998, Trooper Raymond Armstead, 27 years old and a 14 month veteran of the Maryland State Police was operating his patrol vehicle northbound on I-295, south of Powder Mill Road in Prince George's County when he observed someone on the shoulder of the road waving their arms for assistance.

Realizing there had been an accident, Trooper Armstead attempted to cross the lanes of traffic to assist the stranded motorists. As Trooper Armstead focused on the shoulder activity, the traffic ahead of him stopped. Trooper Armstead's patrol car collided with a van that was stopped in front of him causing him to become trapped in his vehicle for approximately 30 minutes. Once extracted, Trooper Armstead was flown to the Shock Trauma Center in Baltimore where he was pronounced dead shortly before 3:00 pm

According to a media release by Maryland State Police spokesperson Greg Shipley:

Maryland State Police Superintendent Colonel Marcus L. Brown today acknowledged the outstanding contributions of a retired Major and Carroll County resident who continued to serve and support troopers through his service as a trustee on the Maryland State Retirement and Pension System Board.
Major (Retired) Morris L. Krome, of Carroll County, was presented a Superintendent’s Commendation by Colonel Brown today.  The presentation came during ceremonies that acknowledged more than 100 state troopers, civilian employees, and allied law enforcement personnel for their bravery, commitment, compassion and outstanding service to the people of Maryland.

“After 29 years as a sworn state trooper, Major Krome continued his service to the men and women of the Maryland State Police during more than 23 years of working on pension issues, including 16 years as a member of the Maryland State Retirement and Pension System Board of Trustees,” Colonel Brown said.  “His valued leadership has helped guide the board and he contributed significantly to the enhancement of benefits for state troopers and their families.  He continues to be an important member of the Maryland State Police family whose dedication to his fellow troopers will long be remembered.”

Major (Retired) Krome spent 29 years with the Maryland State Police, serving as commander of the Maryland State Police Personnel Management Division, and later as Assistant Chief to the Administrative Bureau.  This is where his interest began in retirement issues.

Following his retirement in 1991, Major Krome served on the Department of Legislative Reference’s Pension Code Revision Sub-Committee with the Maryland State Retirement Agency.  He began representing the interests of troopers on employee organizations and testified before the Maryland General Assembly on retirement issues.
Major Krome was then elected to the Maryland State Retirement and Pension System Board of Trustees in 1998.  He will have served four terms on the Board of Trustees when his retirement takes place in July 2014.

 As a Trustee of the Maryland State Retirement and Pension System Board, Major Krome helped bring a successful resolution to a court case which awarded $73 million to the system.  He worked two years with the Maryland General Assembly to win passage of benefits for the spouses of deceased retired state troopers.   He served as a member of both the Audit Committee and the Investment Committee and was Vice Chairman of the Administrative Committee.

As the Board of Trustees’ longest serving member, Major Krome shared his knowledge and expertise with fellow board members, while providing a valuable historical perspective to the retirement issues of the day.  For his outstanding service as a member of the Maryland State Retirement and Pension System Board of Trustees and his committed service in support of thousands of troopers even after his retirement from the Maryland State Police, Major (Retired) Morris L. Krome was awarded a Superintendent’s Commendation.

The Carroll Record, February 24, 1972

The helicopter beat the stork early Monday morning and Mrs. Samuel Grammer and baby are doing fine at Carroll County General Hospital. The child, a daughter, was born about 11 a.m. but the call came to the State Police at 3:50 a.m. Monday morning. Mr. Grammer was unable to get his car out through the drifting snow. Police were unable to get in with cars and called for the helicopter at 4:15 a.m. The helicopter was on the scene by 4:55 a.m.

On November 15, 2013, Eldersburg Patch editor Susan Jenkins wrote, “A Maryland State Trooper who was injured in October during a traffic stop has inspired many to take action in the form of a recent 5K benefit and a stepped-up effort by police to increase awareness about the Move Over law.

“Trooper Jacqueline "Jackie" Kline was hit in Anne Arundel County on Oct. 6 as she assisted another trooper on a traffic stop on Route 100 in Pasadena.

“To raise money to help Kline with expenses related to her recovery, about 800 runners participated in the 5K for JK on Nov. 10 in Sykesville. In his blog post on Patch, Kevin E. (MT. AIRY, MD) – A Carroll County man is in Maryland State Police custody and will be charged in connection with the murder of his father that occurred this afternoon at the home the two shared.

The victim is identified as Michael J. Pine, 63, of the 700-block of Bridlewreath Way, Mt. Airy, Md.  He was pronounced dead at the scene.  His body will be taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy to determine the cause and manner of death 

The suspect is identified as Joseph W. Pine, 31, the son of the victim, who lived with him at the same address.  After consultation with the Carroll County State’s Attorney’s Office, State Police homicide investigators will be obtaining charging documents for the suspect tonight for the crimes of first and second degree murder.  Additional charges are possible, pending the outcome of the ongoing investigation.

Joseph Pine has been taken to the Carroll Hospital Center in Westminster for medical and psychological evaluations.  Charges will be served on him either late tonight or tomorrow, depending on the disposition at the hospital.  He will remain under State Police guard until he is charged, when his custody will be turned over to Carroll County Detention Center deputies. 

Shortly before 3:00 p.m. today, Maryland State Police at the Westminster Barrack received a 911 call from a neighbor reporting a disturbance between the victim and suspect outside their residence.  A state trooper assigned to the Mt. Airy Resident Trooper Program responded and arrived at the Pine residence minutes later. 

As he arrived, the trooper observed a man, later identified as the suspect, standing outside his home.  Joseph Pine surrendered peacefully to the trooper and was immediately taken into custody. 

Backup troopers and deputies from the Carroll County Sheriff’s Office arrived on the scene.  Troopers observed the victim, later identified as Michael Pine, lying on the front porch of the residence next door.  He had sustained obvious trauma to his upper torso.  Emergency medical personnel who responded determined the victim was deceased. 

The scene was secured by uniform troopers and investigators from the Maryland State Police Homicide Unit responded to conduct the investigation, with assistance from State Police investigators from the Criminal Enforcement Division.  Crime scene technicians from the State Police Forensic Sciences Division responded and will be processing the scene. 

State Police investigators applied for and obtained a search warrant for the crime scene.  Investigators and crime scene technicians will be processing the scene for evidence throughout the night, pursuant to the search warrant.  No information is available at this time regarding the recovery of the weapon or weapons used in the crime. 

The preliminary investigation indicates some type of altercation occurred between the victim and suspect inside their home.  Evidence indicates the suspect assaulted the victim, possibly with one or more knives.  The victim ran outside his home, pursued by the suspect, and was found next door.    

No police record of calls at the home involving any type of domestic problems has been found.  Investigators believe the father and son lived together in the residence.  No one else lived there and no one else was in the home when the altercation occurred today. 



            The investigation is continuing.
