Ethics  Elected officials and appointees need to have a full grasp of what is meant by the word "ethics." Municipal officials should have sufficient knowledge of the Public Ethics Law in the Annotated Code of Maryland. Many officials fill out the necessary forms and assume that they have complied with the law. But, are their day-to-day actions living up to the intent of the law? The often fine-line differences between legal and ethical behavior will be illustrated.

Conflict Resolution  The irate citizen on the phone, the community group picketing City Hall - settling these and many other conflicts is an important part of a busy mayor or council member's job. This workshop will use interactive exercises to demonstrate conflict resolution strategies. Representatives from The Maryland Mediation and Conflict Resolution Office (MACRO) will also discuss their interaction with cities and towns, utilizing consultation with elected and appointed officials and grants as a means of resolving disputes.

General Session/ Presentation of Legislative Issues: An in-depth presentation and discussion of MML's proposed legislative program.

The Dollars and Sense of Protecting Community Character  This presentation will focus on the economic, social, and environmental benefits of preserving community character. Ed McMahon, Vice President and Director of Land Use Programs at The Conservation Fund, will highlight ways to improve the design and location of both commercial and residential development. The presentation will also address the important roles that green space, historic preservation and community design play in fostering economic vitality and community revitalization.
9:45 a.m. - 11:15 a.m.

Using GIS as a Planning Tool  Proper planning for growth and capacity is essential to the ongoing economic health and prosperity of a city or town. Representatives from the Maryland Department of Planning will demonstrate the use of Geographic Information Systems (GIS) to improve and enhance planning activities in Maryland's municipalities. Speakers will also discuss the importance of establishing and maintaining an accurate land inventory.

Structure of Municipal Government  This session will address the various forms of municipal government practiced in Maryland and relate the structure to municipal government operations including the relationship between the legislative and administrative functions. Speakers will also cover municipal powers and limitations and the municipal charter.
1:15 p.m. - 2:45 p.m.

Trees, People and the Law  Speakers at this session will discuss general legal concerns regarding boundary trees, trees posing risk, liabilities, trees and utilities, and unwanted trimming of trees by a neighbor. Various State laws including the Roadside Tree Law and the newly revamped regulation with regard to Tree Expert licensing will also be covered.
1:15 p.m. - 2:45 p.m.

Tourism Makes Cents  This session will enhance your ability to develop tourism in your locality. It will also foster awareness about the importance of the travel industry to the economy of the State, as well as your own community and provide the professional development tools to effectively market your city or town.

Municipal Budgeting  The budget is a legislative act, a tool, and a process. Focusing on the operating budget, speakers at this workshop will review the role of budgeting in local government; introduce concepts of budgeting as they relate to financial management; discuss some of the key elements of budgeting; and address some current budgeting issues. The workshop will include group exercises designed to increase participants' skill in dealing with their own municipality's budget. Participants are encouraged to bring a copy of their town's most recently adopted budget to this session.
9:30 a.m.- 11:30 a.m.

Public Information Act  Do you know what kind of information should be released to the public upon request? You can avoid many difficulties by knowing the answer. This session will help front-line "gatekeepers" who most often deal with the public, by educating them about the state law governing the handling of public records. The session will include small round table discussions using real-life scenarios to further illustrate appropriate responses to requests from the public or the press.
The Academy for Excellence in Local Governance is a voluntary training program designed to help local government officials, especially newly elected officials, meet the challenges of their roles. Participants who successfully complete the required course curriculum comprised of nine core topics and five elective topics (new requirements as of February, 2002) can earn certification from the University of Maryland. The program has been designed to be completed within two years, however, participants may use an additional third year to complete program requirements.

To achieve certification, municipalities will need to complete actions worth a total of 150 points (including two Mandatory Actions and two of six Priority Actions) and submit the appropriate documentation as evidence that the SMC requirements have been satisfied.

Sustainable Maryland Certified recognizes that this is not a complete list of of sustainable actions that could be undertaken by a municipality.  SMC plans to add additional actions, in areas like Transportation, in Year 2 and incorporate Bronze & Silver levels of certification. Those certified in Year 1 will automatically receive Bronze certification.
