This week officials from Maryland cities and towns throughout the state converged on the Cambridge Hyatt Chesapeake Bay conference facilities for the three-day Maryland Municipal League’s fall legislative conference.

The Maryland Municipal League, (MML) was founded in 1936 by Annapolis Mayor Louis N. Phelps in an effort for Maryland municipalities to obtain funds available to local governments from the Work Progress Administration (WPA) under President Franklin D. Roosevelt’s New Deal.

The organization is run by local officials from the 157 cities and towns from across the state. It works as an advocate for those municipalities.

In recent years, much of the advocacy of the MML has centered on maintaining, and indeed, restoring municipal state-shared revenues that have been taken away by the Maryland General Assembly in order to balance the beleaguered state budget.

Last weekend’s rare October winter weather may not be the only “deep freeze” that descended on the state as national, state and local elected officials attempt to fathom the political consequences of the prolonged economic downtown, increased rules, regulations and unfunded federal and state mandates being placed on local governments...

MML – Maryland Municipal League Fall Conference October 31 - November 2, 2011 schedule of workshops, meetings and discussions slated for Wednesday, November 2, 2011:

8:30 – 10:30 Continental Breakfast

9:30 – 11:30 Maximizing Municipal Economic Development Opportunities

Attracting and keeping businesses is critically important to ensuring a healthy and vibrant community. This session will provide an overview of a State program geared towards streamlining permitting and development processes. Attendees will also learn about the more than fifty enabling property tax credit programs and variable property tax rate options available in Maryland to municipalities.

9:30 – 11:30 Employment Issues

This workshop will provide an overview of preferred employment practices. The speaker will address how positions should be advertised and interviews conducted. Learn about risk management techniques concerning proper supervision of employees, as well as appropriate procedures for disciplining employee

Academy for Excellence in Local Governance

The Academy is designed as a two-year program; however, participants may complete the requirements sooner than expected, or may use an additional third year to complete program requirements. Payment of a onetime $250 registration fee is required to participate in the Academy. Three core and three elective Academy topics are included among MML’s 2011 fall conference workshop choices. Please note that only the Academycore topics are recurring topics with specific and required content.

The Academy extends elective credit to classes held at the convention, fall conference and other training venues that meet Academy elective criteria. Topics given an Academy elective designation change each year and are designed for all conference registrants, including those who are Academy graduates. Please refer to the Preliminary Program to see which workshops have the Academy designation.

The Maryland Municipal League is a founding member of the Academy. The program is administered by the Institute for Governmental Service and Research at the University of Maryland (IGSR). According to the Maryland Municipal League website:

Conference Workshops and Special Sessions

This year, attendees will have the opportunity to attend eleven workshops, three of which are Academy core classes and three are Academy electives. The Academy core classes at this year’s conference are Ethics, Open Meetings, and Employment Issues.

This year’s three Academy elective workshops will address a variety of issues of importance impacting every city or town, regardless of size or location. An environmentally focused workshop will provide updates on Maryland’s Watershed Implementation Plan, the ongoing effort to curtail future growth on septic systems, and best practices for curtailing stormwater runoff in urban settings.  

A second Academy elective workshop will provide an overview of several of Maryland’s most popular municipal grant programs. Speakers at a third Academy elective workshop will talk about enhancing municipal business development opportunities through the use of property tax credits and provide an overview the Maryland’s newly developed program to expedite development projects

There will be three additional workshops at this year’s conference. One workshop will provide an update on Maryland’s current law pertaining to Miss Utility and an overview of how to best implement a stormwater utility fee; Howard County Executive Ken Ulman will discuss Maryland’s expanding
broadband opportunities across the State; and a third session will give attendees an overview of the just-completed Maryland Department of Planning’s PlanMaryland initiative.

In response to feedback generated at last year’s conference, a special session has been included in this year’s conference schedule to allow attendees to better understand the legislative process and how to improve interaction with members of their legislative delegation when advocating on behalf of their municipality and the League in general.

As a follow up to the Large City and Small Town Forums held at the 2011 annual convention in Ocean City, time has been set aside in the conference schedule to allow elected and appointed officials from Maryland’s municipalities to meet and discuss issues pertinent to both large and small cities and towns

The fall conference is also the venue for several other groups to meet. The MML Board of Directors and the Maryland Mayors Association will both meet on Monday, October 31. The MML Legislative/Resolutions Committee will also meet if necessary.
