I want to thank all of my friends and supporters for their contributions and efforts during the 2010 election campaign.  As a direct result of your support, I was sworn in last Wednesday as a Maryland State Senator representing Legislative District 5.
It was a great experience for my wife and children to attend the Opening Day session. Each Senator was only allowed two guests on the floor because of the space restrictions in the Senate Chamber.  I fudged and got a two-children-for-one-adult deal so that Susie and my two youngest children, Madison and Samuel, could accompany me on the floor.
My son Justus, daughter-in-law Sarah and daughter Laura were able to get seats in the gallery behind us. There was an additional Getty in the gallery (since Sarah is eight-and-three-quarters-months pregnant) whom we hope to meet in the near future.  Unable to attend were my son Nathan (who is on a deployment with the U.S. Navy) and my daughter Emma (who had to return to UNC-Wilmington earlier in the week).
The Carroll County Times covered the opening of the 2011 Legislative Session with a focus on the two "freshman" members of the Carroll County delegation - namely Delegate Justin Ready & me. The articles by Christian Alexandersen about Justin (click here) and by Ryan Marshall about me (click here) accurately captured the august ceremonies and family pride displayed for the occasion.
Times photographers Dylan Slagle and Dave Munch produced a photo gallery (click here) that illustrates the wide-ranging emotions of the day including the solemnity of the ceremony, the time spent with family and the joy and enthusiasm as we begin our jobs.
Senator David Brinkley offered the best perspective on the day: "The pomp and circumstance inspires you by serving as a reminder of what you've been entrusted with."  
There is no doubt that this session will be tough and there will be many legislative policy highs and lows over the next three months. Please contact me if issues arise during the session for which you wish to offer an opinion. I truly value your insights and advice.

Our hearts and prayers go out to Del. LeRoy E. Myers Jr., and his family upon learning the terrible news that his 23 year-old son has died in a motorcycle accident.

The Hagerstown Herald-Mail has more: Myers’ son killed in motorcycle crash

The son of Del. LeRoy E. Myers of Clear Spring was killed Thursday night in a motorcycle accident on Md. 63, according to Maryland State Police.

Ryan Andrew Myers, 23, was northbound on Williamsport Pike when his motorcycle entered the path of a tractor-trailer at 5:37 p.m., according to police.

Myers, R-Allegany/Washington, learned of his son’s death while in Annapolis and was escorted to Washington County by Maryland State Police. For the latest information, go to

Senator Nancy Jacobs: Important Update on Death Penalty Legislation

Maryland Senator Nancy Jacobs R-Dist. 34 Cecil and Harford Counties, e-mailed earlier today about the latest news on the death penalty legislation on the Maryland General Assembly.

She also partially answered a question that I have had in the back of my head; and that is if the Maryland Judicial Proceedings Committee voted 6 to 5 against SB 279 to repeal the death, then how did it make it to the Senate floor…?

Here’s what Senator Jacobs reported at 3:03 pm:

Dear Friend:

On Friday, the Maryland Senate's Judicial Proceedings Committee voted 5 FOR to 6 AGAINST S.B. 279--repeal of the death penalty. As a member of the Senate Judicial Proceedings I can say with authority that our committee feels that Maryland should keep the death penalty on our legal books. We killed it in our committee.

But in a rare procedural move, the full Maryland Senate considered changing our committee's unfavorable report to a favorable report. According to Senate President Mike Miller, this procedure has been used once before in 30 years. The Maryland Senate voted 25-22 to change the report and 24-23 to send the bill to second reader. Second reader is where amendments may be added to a bill. If the bill passes 2nd reader it moves to 3rd reader where open floor debates, and yes, the possibility of filibusters loom large.

The close votes indicate some senators are hemming and hawing over their support or opposition to the death penalty.

Charles H. Smelser may have lived in Frederick County, but the former state senator, bank president and dairy farmer was still able to call Carroll County home.

“Even though I live in Frederick County, Carroll County still claims me, and I claim them,” Smelser, who was born in Uniontown, said in 1999.

Smelser, 88, died Thursday at his home near Unionville.

Friends and former colleagues remembered Smelser on Friday as a good man and a fiscally conservative Democrat.

“He was one of the finest men I’ve ever met,” said Del. Donald Elliott, R-District 4. “He’s probably one of the most principled individuals I’ve ever had contact with.”

Smelser served in the General Assembly for almost three decades as both a delegate and a senator representing Carroll and Frederick counties before retiring from the Senate in the mid-1990s. In 1995, he received the First Citizen Award on the floor of the Senate.

Sen. David Brinkley, R-District 4, was elected to fill Smelser’s seat and said he knew Smelser since he was a child.

Sen. Larry Haines, R-District 5, also called Smelser a mentor and said it was an honor and a privilege to serve with the man who he knew most of his life.

Richard Dixon, former state treasurer and state delegate, said Smelser encouraged him to run for the House of Delegates. Dixon said Smelser was well-liked by colleagues and constituents, and pointed to him running unopposed a number of times as an example of his popularity.

Manchester resident Joe Getty, a former delegate, said his father graduated from New Windsor High School with Smelser in 1937.

Defending her opposition to Jessica’s Law she gave the most
asinine response in the history of Maryland politics.

Jeanne B. Elliott, 68, of New Windsor obituary

Jeanne was always a good friend for my wife and me. We always enjoyed her company, her keen wit, and her insights.

We paid our respects to Delegate Don Elliott and the family early this afternoon and are greatly saddened by her passing.

God Bless Mrs. Elliott and Delegate Elliott. Our hearts and prayers are with the family at this difficult time.

Jeanne Baker Elliott, 68, of New Windsor, died Wednesday, Jan. 14, 2009, at Carroll Hospital Center in Westminster, following a brief illness.

Born Nov. 2, 1940, in Akron, Ohio, she was the daughter of the late William C. and Elizabeth Gauche Baker. She was the wife of Del. Donald B. Elliott, her husband of 44 years.

She was a graduate of the School of Pharmacy at the University of Maryland. She was employed part time as a pharmacist at the Union Bridge Family Health Center.

She was a member of St. Joseph Catholic Church in Taneytown. She was an avid bridge player, a bridge club director and had achieved the status of a Life Master. She enjoyed needlework, especially knitting and cross-stitching, traveling and attending cultural events.

Surviving, in addition to her husband, are sons Christopher W. Elliott, of Mount Airy, Douglas R. Elliott and wife Celeste, of New Orleans, and Gregory S. Elliott, of Germantown; a granddaughter, Elizabeth Elliott; and a brother, Joseph E. Baker, of Parkville.

She was predeceased by a sister, L. Doris Baker; and a brother, William S. Baker.

A Mass of Christian burial will be held at 11 a.m. Monday at St. Joseph Catholic Church, 44 Frederick St., Taneytown, with the Rev. Gerard Steffener as celebrant. Interment will be in St. Joseph Cemetery.

The family will receive friends from noon to 2 and 4 to 6 p.m. Saturday and from 1 to 4 p.m. Sunday at Hartzler Funeral Home, 310 Church St., New Windsor.

Memorial contributions may be sent to St. Joseph’s Catholic Church, 44 Frederick St., Taneytown, MD 21787.
