River Valley Ranch Carroll County - Child dies after being struck by falling tree during severe storm

River Valley Ranch Carroll County - Child dies after being struck by falling tree during severe storm

“Child dies after being struck by falling tree during severe storm”

According to a release by the Carroll County Sheriff's Office:
Millers, Carroll County, Maryland; July 8, 2014 ------ Just before 7 pm on Tuesday evening, July 8, 2014, approximately 114 children ages 7 to 12 years old were attending a session at a pavilion on the hill as part of the  River Valley Ranch summer camp when a strong storm came through the area.
Upon seeing the impending storm, the camp staff began  to move the children to an enclosed building also located on the hill. While moving to the hall, the storm arrived, knocking a tree over, which struck several of the children.
Seven children were transported to area hospitals. Tragically, one of the seven died as a result of the injuries. The other six children are not believed to have life threatening injuries at the time of this press release. An additional two children were treated by emergency medical personnel at the scene.
Parents of children attending the Arrowhead Woods and Fort Roller camps are being notified to pick up their children from the camp. The Frontier Town camp was not damaged by the storm, and the teenagers attending that camp may remain on campus if they choose.
Carroll County Sheriff's Office detectives responded to the scene and are in the process of conducting the investigation into this incident.

Eagle Archive: In 1923, sheriff busted the Hampstead fireman's carnival for gambling

On Wednesday, Aug. 1, 1923, the Hampstead Volunteer Fire Company carnival was accused of running a gambling operation and was shut down by Carroll County Sheriff William Phillips.

Phillips appeared on the carnival grounds with Carroll County State's Attorney Theodore F. Brown, and arrested the person in charge of the carnival's amusements, Thomas Zepp, and hauled him off to jail.

Pandemonium broke loose in Hampstead as a result. This was especially true because of the significance the Hampstead fireman's carnival has played in the history of the town…

In 1926, newspaper wanted clear lines between state's attorney and sheriff

In July 1926, dissatisfaction between the Carroll County state's attorney and the Carroll County sheriff leaped from whispers in the local lunchrooms to the pages of a local newspaper.
The front page of the July 16, 1926, edition of the American Sentinel newspaper included a story — "Why the Listlessness of the Sheriffs of Carroll County?" — about whether the role of the sheriff had been diminished by the then-state's attorney, according to research on the topic for the Historical Society of Carroll County by historian Jay Graybeal.
"Editor Joseph D. Brooks felt that the State's Attorney had assumed too many of the Sheriff's duties to the detriment of local law and order," Graybeal wrote... http://www.baltimoresun.com/explore/carroll/news/community/ph-ce-eagle-archive-0722-20120718,0,1131096.story

Carroll County Sheriff's Office Statement - Dismissal of Charges in Death of Isaiah Simmons

Statement - Dismissal of Charges in Death of Isaiah Simmons
 Carroll County Sheriff's Office

We regret the disposition of this serious case.  We grieve for the family of Isaiah Simmons, and share a common desire that justice is served in all matters.

Inasmuch, all Sheriff’s Office personnel are cooperating fully with an independent investigation being conducted by the Office of the Maryland State Prosecutor into allegations of perjury by an Office investigator and senior staff member in an unrelated case.  The accused employees have been reassigned to administrative responsibilities pending the outcome of that investigation.  Until the results of this independent investigation are known, any further comments would be based on speculation rather than fact.  We ask for the public’s patience with this process, understanding these allegations are being meticulously investigated according to the State Prosecutor’s strict procedures.

The trust of our community is our most precious resource, a value embraced by the more than 200 Sheriff’s Office employees who are dedicated to serving Carroll County.  In fairness, conduct that is contrary to these values is not tolerated by our personnel or organization.  For the Carroll County Sheriff’s Office remains committed to the delivery of professional public safety services in partnership with our allied criminal justice agencies…

Rodney Goggins Jr., 20, missing Baltimore City Fire Department cadet found in Liberty Reservoir

Rodney Goggins Jr., 20, Baltimore City Fire Department cadet found in Liberty Reservoir

+++++++++++++

The body of missing Baltimore City Fire Department cadet in training, Rodney Goggins Jr., 20, was found this afternoon in Liberty Reservoir. http://kevindayhoffwestgov-net.blogspot.com/2011/06/body-of-missing-baltimore-city-fire.html

According to information from a Carroll County Sheriff’s Office information release by Major Phillip S. Kasten, it was shortly after 2 p.m., Sunday afternoon when boaters summons Baltimore City Watershed Rangers, who were patrolling the reservoir, and reported a floating body near the shoreline south of the Liberty Road bridge.

Upon arrival the rangers “located a partially decomposed body in a remote area of dense shoreline vegetation and summonsed Sheriff’s Deputies and Rescue Dive Teams from the Gamber Volunteer Fire Company to assist,” according to Kasten.

Sunday afternoon, sheriff’s investigators did not locate any obvious signs of trauma on Goggin’s body, according to Kasten.  The body has been transported to the State Medical Examiners Office for an autopsy.

The investigation continues.  Carroll County Sheriff’s Office investigators are working closely with the Baltimore County Police in their investigation of the events leading to Goggin’s death.

Anyone with information about this incident is asked to contact Detective Corporal Carlos Bustos of the Carroll County Sheriff’s Office at 410-386-2900, or the Anonymous TIPS Hotline at 1-888-399-TIPP.

The story so far:

According to an June 2, 2011 article on Westminster Patch by Valerie BonkMarc Shapiro, and Diana Soliwon,Goggins had been reported missing by family members on Monday, May 30, 2011  According to Tosha Bundy, his girlfriend’s cousin, the last time he spoke to his girlfriend was late Sunday, May 29. http://westminster.patch.com/articles/video-family-friends-gather-while-officials-search-for-fire-recruit-rodney-goggins-jr#video-6380144

He had visited a friend, according to a June 6, 2011 update on Westminster Patch, [http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit] on Kenwood Avenue in Baltimore City late Sunday, May 29, and his friend told police he left her home late that evening and he had not been seen since, police said.  He also did not show up to work for his training with the Baltimore City Fire Department on Tuesday, May 31, according to Lt. Robert McCullough, spokesman for Baltimore County police.

Goggins had been the subject of a large, multi-agency search after Baltimore County Police discovered his 2000 black Buick parked unattended along the shoulder on the Liberty Road adjacent to the Reservoir on Liberty Road Wednesday, June 1.

As friends and family members lined the street at the entrance to the Liberty Reservoir boat dock in Eldersburg Thursday, June 2; several state, county and city officials searched water and land around the reservoir, according to an June 2, 2011 article on Westminster Patch by Valerie BonkMarc Shapiro, and Diana Soliwonhttp://westminster.patch.com/articles/video-family-friends-gather-while-officials-search-for-fire-recruit-rodney-goggins-jr#video-6380144

The Maryland State Police 137th Academy Class, in week 11 of its training, was on hand to assist in a ground search June 2, said Elena Russo, a state police spokesperson.

Other organizations, according to a June 6, 2011 update on Westminster Patch by Valerie BonkMarc Shapiro, and Diana Soliwon; assisting in the investigation included: the Baltimore City Fire Department and its dive team, the Anne Arundel County Fire Department dive team, the Sykesville Freedom District Volunteer Fire Department, the Gamber & Community Fire Company dive team, the Maryland Department of Natural Resources, the Maryland State Police, the Liberty Road Volunteer Fire Company, the Baltimore City Office of Emergency Management and the Baltimore City Watershed Rangers. http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit

Dive teams used sonar technology to search the floor of the reservoir, said Sgt. Christopher Davala of Maryland State Police's underwater recovery team. http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit

"A side-scan sonar … actually takes a picture of the bottom and gives us a relay picture—basically a video—of what the bottom looks like, of which the body would show up if it's on the bottom," he said.

On the ground, several officials combed the area in search of Goggins and evidence.

"Maryland State Police [and] our recruits have done surveillance in and throughout the woods," Cartwright said last week. "And unfortunately there's been no positive results at this point."

Maryland State Police took the lead in the investigation, Davala said. Officials and volunteers from the Baltimore City Fire Department, Baltimore County Police, the Baltimore County K-9 unit, Maryland Department of Natural Resources and others were also on the scene last week.

By June 6, police had not found any new developments in the case after police and fire officials searched the Liberty Reservoir’s water and woods the previous week to no avail. http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit

"As we canvassed the Liberty Reservoir, we ruled out every significant finding utilizing state-of-the-art HD sonar technology provided by local law enforcement, fire department and a subject matter expert from Marine Sonic Technologies in Virginia," Kevin Cartwright, spokesman for the Baltimore City Fire Department, said via e-mail.

On June 6, it was reported that Baltimore City Watershed Rangers would continue to perform water and land surveillances for any sign of Goggins and the Baltimore County Police Missing Persons Division would stay in touch with his family and pursue leads as they develop, Cartwright said.http://westminster.patch.com/articles/officials-search-liberty-reservoir-for-missing-baltimore-firefighter-recruit

Then on June 10, 2011, Westminster Patch reported “Search Scaled Back for Rodney Goggins Jr. - The investigation into the disappearance of the Baltimore fire recruit from Randallstown has yielded few answers,” by Diana Soliwon

“Ten days have passed since family members first reported Rodney Goggins Jr.'s disappearance.  The Baltimore City fire recruit and Randallstown native… Hundreds gathered at the high school for a prayer vigil Tuesday, according to an ABC2 report...
