U.S. Gives New Rights to Afghan Detainees –

Hundreds of prisoners held by the U.S. military in Afghanistan will for the first time have the right to challenge their indefinite detention and call witnesses in their defense under a new review system being put in place this week, according to administration officials.

Okay. Of course, everyone is innocent until they are proven guilty. There are always two sides – or more – to every story. However, until, I hear otherwise, this guy is probably a pinhead. You decide.

“Motorists rescued, one arrested after heavy rain and flooding close several roads”

Lineboro, Carroll County, Maryland, August 29, 2009 ---- At approximately 8:00 p.m. heavy rains fell in North-East Carroll County, swelling streams and flooding several roads. Personnel from the Maryland State Highway Administration, Maryland State Police, Carroll County Public Works, Carroll County Sheriff’s Office and Manchester Police closed several roadways in and around the North Carroll area into the early morning.

At approximately 9:51 p.m., Sheriff’s deputies responded to reports of flood waters that had risen above the guardrails along Church Street at the South Branch of Gunpowder Falls. Stopping traffic on the North side of the creek, a Deputy signaled an oncoming Ford Taurus approaching from the South side of the creek to stop, but the vehicle continued and drove into the water where it was swept from the roadway and carried approximately 75 yards down stream. Attempts to approach the vehicle were unsuccessful due to the depth and speed of the water.

Swift Water, Dive and Advanced Technical Rescue Teams from the Lineboro, Manchester, Gamber, Pleasant Hill and Glen Rock Fire Companies responded to assist. After coaxing him to the roof of his vehicle, rescue personnel were able to reach the driver and pull him to safety using rope lines. While speaking with the vehicle’s driver, who was identified as Prakah Rampatsingh, aged 45 from Hanover, Pennsylvania, Deputy 1st Class Ehrhart smelled the strong odor of an alcoholic beverage on the driver’s breath.

After further investigation, Rampatsingh was taken into custody and transported to Carroll County Central Booking, where he was charged by Deputy Ehrhart with the following Motor Vehicle Law violations:

· Disobeying order and direction of police officer
· Negligent Driving
· Driving Under the Influence of Alcohol

Rampatsingh is currently being held at the Carroll County Detention Center awaiting a bail review before the District Court Commissioner.

Just a few miles away from Church Street, Fire Rescue Crews performed a second water rescue of a motorist stranded in a pick-up truck on Grave Run Road at River Valley Ranch. In all cases, persons were treated at the scene and released by rescue personnel; there were no serious injuries. Before the night was over, approximately 15 Fire Rescue Units responded to the area, including teams from neighboring Baltimore County and Pennsylvania.

MONTREAL, May 5 (UPI) -- A Montreal musician who, for more than two years, ignored a ticket for feeding a squirrel in a park documented the case with the release of "Squirrelgate."

The saga wound down Monday when a municipal court judge gave blues musician Bruce Kert four months to pay a $50 fine for tossing a peanut to a squirrel in the borough of Westmount on Sept. 14, 2006 …

The
Frederick County Commissioners are suspending deliberations on a proposed trash incinerator, and will focus instead on alternative disposal options.

The commissioners accepted bids on the project earlier this year, and appeared to have narrowed those down to a preferred site and contractor to build and run the incinerator.

But they voted 4-1 on Tuesday to suspend that process. Commissioner John L. Thompson Jr. voted against the motion.

Also known as waste-to-energy, the trash incinerator was intended to be a cheaper, long-term answer to the county's shrinking landfill space.

Commissioner Kai Hagen, an outspoken opponent of the incinerator, said he was willing to explore using a waste-to-energy plant outside the county, if it meant the commissioners would suspend the bid process for a
Frederick plant.

But he said that he believes other options, including increased recycling, composting and waste reduction efforts, are the best solutions.

Tomorrow the Carroll County Board of Commissioners will deliberate in open session and – hopefully – make a decision regarding the offer from Frederick County to join forces to make 1,100 tons of trash a day go away.

Bear in mind, a further review of my files indicates that this is my fourth go-round regarding what to do with trash in Carroll County in 41 years – going back to 1967.

It was a few short years after the first Earth Day on April 22, 1970 that trash really hit the fan in Carroll County.

It has not been a pretty picture ever since. It was back in those days that the county began to take over or close a number of unpermitted de-facto landfills – and then proceed to open more.

Waste-to-energy was rejected once in 1984 and twice in the mid-1990s. Co-composting failed to get the nod in the late 1990s.

Since 1965, every landfill, except one, in which Carroll County has had some degree of participation remains to this day under consent decrees with the Maryland Department of the Environment for the necessary mitigation of environmental hazards. Currently there is no apparent relief on the horizon for the costs to the environment or the financial costs to landfilling.

Back in the first go-round in the 1972 time frame, many of us have felt that the best management approach to solid waste was source reduction and recycling.

It would take 18 long years to get the Maryland Recycling Act passed in 1988. That legislation required a recycling rate of 20 percent.

My wife called this to my attention the other day and we are less than pleased…

Ya know – this is nuts. Maryland should be encouraging the use of EZ Pass as it saves the state a great deal of money in personnel expenses and other assorted overhead with efficiency fueled by technology.

Way to Avoid Maryland's Proposed EZ Pass Fee

Despite the tough economic times, I knew Governor Martin O'Malley could never resist the urge to raise some form of tax/fee.
