From constables to bailiffs to chiefs, a history of Westminster policing

By Kevin Dayhoff December 14, 2011

More than 90 years ago — on Dec. 6, 1920, to be precise — the Westminster Common Council approved the appointment of two additional "night patrolmen" to the ranks of the Westminster Police Department.

According to an old file copy of the history of the Westminster Police Department, "It was felt that there existed inadequate protection due to the number of frequent 'robberies and bank holdups.' "

The first recorded "constable" in the city's history was William Grumbine, appointed June 20, 1839 — just two days after the city passed its ordinance establishing town constables, according to the police history account.

"Constables were paid 33 1/2 cents for every person apprehended. … They would work from their homes and walk to handle any calls for service." ... http://www.baltimoresun.com/explore/carroll/neighborhoods/westminster/ph-ce-eagle-archive-1218-20111214,0,5350241.story

Laying down the law against speeding buggies and kite flying

Laying down the law against speeding buggies and kite flying

by Kevin Dayhoff

The history of policing is always interesting, and offers a glimpse to how past generations viewed law and order.
According to an old copy of the history of the Westminster Police Department, it was on May 20, 1850, that Westminster's law enforcement title of Borough or Town Constable changed to "City Bailiff," with Elias Yingling being appointed as the city's first bailiff.
The title of bailiff, referring to law enforcement officials, continued until 1979... http://www.baltimoresun.com/explore/carroll/news/community/ph-ce-eagle-archive-0522-20110518,0,6837324.story

Cops on Rooftops fundraiser for Special Olympics a great success

Cops on Rooftops fundraiser for Special Olympics a great success

$8,332.00 raised in 30 hours in an event full of good humor for a worthy cause

Posted 9/29/2010

A rested Westminster Police Chief Jeff Spaulding gave a report on the recent “Cops on Rooftops” fundraising event at the Westminster mayor and common council meeting last Monday.

He looked none the worse for wear after spending over 30 hours perched on the roof of the Dunkin' Donuts, on Route 140 in Westminster last Saturday and Sunday.

After the obligatory humor about cops and doughnuts, Spaulding confessed that he was proud that he only ate two doughnuts in the 30 hours he spend with his colleague, Lt. Andrew Winner, commander of the Maryland State Police Westminster barrack, raising money for Special Olympics Athletes.

“Well, we endured the heat, the cold, the wind, and the rain, but the fundraiser was a great success.  We raised well in excess of our $5,000 goal for Special Olympics last weekend…”

The total came to $8,332.00, said Spaulding with some pride and a bit of subdued amazement that they surpassed their goal by so much.

At 9:30 last Saturday night the two intrepid police officers had already raised over $3,500.00 when Explore Carroll visited to check their progress (and their welfare.)

“It’s going well,” said Spaulding over the sounds of the radio playing and the steady stream of well-wishers from below.  Up on the rooftop, Winner and Spaulding had nested quite well, with lawn chairs, food, and an awning overhead set-up to provide all the comforts of home – on a highway store rooftop, that is.

How Spaulding only ate two doughnuts is amazing since their rooftop digs were constantly bombarded with the aromas of doughnuts being made in the store below.

“Oh, geeze, what’s that?  It’s apple.  I think they are now making something with apples” (in the store below,) lamented Spaulding at one point.  “Oh man, this is torture,” he laughed as he traded words of encouragement with Winner not to eat too many doughnuts throughout the evening.

Of course, both Winner and Spaulding are athletes themselves and do not look like they eat too many doughnuts.  “Look at this guy,” Spaulding said of Winner last Saturday night.

“Does he look like he eats a lot of doughnuts?”

"Don't answer that," Winner said.

“The citizens of Carroll County have been quite generous,” said Spaulding.  “Frankly, that does not surprise me,” he elaborated as he added how he has always been amazed as to how well Carroll countians support social causes with generosity.

Winner quickly added in agreement, “I have been truly amazed at the generosity of Carroll County.  A lot of people made a special effort to come and make a donation.”

Maryland State Police spokesperson Greg Shipley was also there last Saturday evening to cheer Winner and Spaulding on.

“It’s commendable…,” said Shipley.  When asked for further comment, Shipley explained that all the attention needed to be on the two police officers and the special needs athletes they support.

“Hey, I’m just here to congratulate them on what looks to be a successful event.  It’s nice that two officers give-up their weekend for such a good cause,” said a smiling Shipley as he traded humor with Winner and Spaulding from the parking lot below.

"It's a great cause," Spaulding said of Special Olympics.  “Law enforcement has a long history of supporting Special Olympics.”

So does Spaulding.  He is a central regional coordinator for the annual Law Enforcement Torch Run for Special Olympics, and has participated in that event since 1986.

His interest started 23 years ago when he was an officer in the Howard County Police Department and was asked to participate in Maryland's first Law Enforcement Torch Run for Special Olympics.

Since then, he has volunteered to raise money for and awareness about Special Olympics.  He attends Special Olympics competitions as far away as Japan to serve as a security guard, awards presenter or volunteer.

As for the doughnut shop rooftop stunt, the idea came from law enforcement officers in Illinois who took to the rooftops of 94 Dunkin' Donuts locations in 2009, and raised more than $182,000.

In Maryland last year, one location in Laurel participated in the promotion and raised $7,000.  This year, Westminster joined three other participating locations in College Park, Ocean City, and Glen Burnie.

Last Monday night at the Westminster council meeting, Spaulding explained that a retired state trooper made a special trip to donate $1,000.00 on Sunday and the owner of the Dunkin’ Donuts also donated $1,000.00 to the cause.

“And folks are still asking if they can still donate,” said Spaulding.  “And the answer is yes, just be in touch with me at the (Westminster Police) station.”

For information about donating to the fund for Special Olympics of Maryland, go to the organization's website at www.somd.org or call 410-789-6677, or call Spaulding at the police station at 410-848-4646.  Contributing doughnuts is optional.

They should be warned that the person they are selling to could well be an undercover officer. I wish to express my sincere thanks to Chief Kim Dine of the Frederick Police Department and his capable staff for their assistance with this investigation. Interagency cooperation, such as that demonstrated in this case, is essential if we are to be successful in these times of stretched resources and lean budgets.”

IMMEDIATE RELEASE

December 2, 2009

On December 12, 2009 at 7:30 a.m., the Westminster Police Department in conjunction with the Westminster Wal-Mart will be hosting our 6th Annual “Shop With A Cop” Program.

The “Shop With A Cop” program originated in 1978 as a way to give deserving children an opportunity to purchase Christmas gifts for their family members.

The program also gives children the opportunity to meet and spend time with police officers in a positive and non-confrontational environment.

Our “Shop With A Cop” celebration will take place at the Westminster Wal-Mart which is located at 280 Woodward Road, Westminster, Maryland.

The children selected will be teamed with a Police Department employee to pick out gifts for the holiday season. Wal-Mart will be providing gift cards in order for the children to purchase their holiday gifts.

After our shopping is completed, everyone will return to the Westminster Senior Center where we will wrap those gifts that were purchased.

Following the gift-wrapping, the Police Department will be hosting a holiday party from 10:30 a.m. to 1:30 p.m. at the Westminster Senior Center for all participating families to attend.

Additionally, a visit from Santa will take place during the holiday party.

Over 90 local businesses have made a donation to support the “Shop With A Cop” program. Approximately 300 “Angels” were purchased by the citizens of Carroll County.

These gifts will be distributed to the children and their families

Westminster Eagle Westminster city council report:

Main Street businesses decry public safety issues

The use of surveillance cameras to be investigated

The number one topic of recent discussions with downtown Westminster businesses was public safety, say Westminster officials.

The discussion and feedback come at a time when the flagging national economy continues to hurt local businesses and the city budget remains in dire straights.

Westminster Mayor Kevin Utz presented the Common Council with a number of recommendations that resulted from five Main Street roundtable discussions held by Westminster officials in the last two months.

The feedback from the Westminster Main Street businesses was the highlight the Westminster mayor and Common Council meeting last Monday.

“We have asked 35 businesses to attend five Main Street Roundtables over the past two months and I would like to summarize the discussions and put forth a series of recommendations for your consideration,” said Utz.

Utz then comprehensively reviewed a summary of the business roundtable findings and four recommendations.

A copy of the summary was given to the Westminster Eagle by Westminster city administrator Marge Wolf.

It reveals that the “business owners (have) requested more police presence, particularly when the stores are closing for the evening. The businesses owners would like to partner with the police department, reporting questionable activities and observations.”

“We need to have our residents and citizens feel comfortable being on Main Street,” said Utz as council members looked-on and nodded in approval.

As a result: “An officer has been assigned to patrol the Main Street area from 11:00 a.m. to 7:00 p.m. Additional officers will be assigned to patrol the area when businesses close.

“In addition, the (Westminster Police Department) will develop strategies to familiarize the merchants with both Command staff and patrol officers and will investigate the use of camera in strategic locations to assist the patrol officers,” Utz read from the report.

In a related problem, Utz noted that “The City of Westminster is also the County Seat for Carroll County and as such provides a wide range of social services in our town.

“This fact, coupled with the fact that the churches in the area are very magnanimous in providing additional services to this client group, results in groups of clients congregating in public areas.”

The recommendation offered at the meeting was that the “Mayor will convene a Roundtable with area church representatives to discuss possible solutions to this problem.”

Business owners also said at the roundtable discussions that many of the local shopkeepers “are not the property owners and, as group, they feel the landlords do not maintain the properties to even code standards.

“The rents are not affordable for most small businesses and the landlords are not willing to work with small businesses. Small businesses have special funding needs and need special assistance. The business owners supported the rental licensing of apartments as an avenue to improving properties to code standards.”

It was recommended that the city initiate “a revolving loan program … to provide low-interest loans to new businesses or businesses expanding in the Main Street area.”

The program would be undertaken by the Westminster Town Center Corporation, an organization developed a number of years ago to advance business interests in the city.

In addition it was recommended that city officials “Continue the work on the more stringent building maintenance code and maintain the timetable for implementation on July I, 2010.

“The Code Enforcement Officer will focus on the Main Street area in a concentrated effort to maintain not only the appearance but the health and safety standards in our Code.”

Marketing the downtown businesses was also the focus of concern: “The Roundtable participants offered a number of suggestions for increased activity on Main Street, including additional activities and events.

“The need for a solid marketing plan to promote the Westminster image was supported by a number of the participants.”

It was recommended that the city “Fund a marketing study for Main Street and consolidate our various promotional budget items into one line item to fund those marketing activities. Develop one brand and one coherent message to promote our downtown.”

It was not discussed at the meeting how the “marketing study” would be funded or whether or not the study would be done in-house or if an outside agency might be hired to do the job.

The final recommendation was that city officials “Continue the Main Street Roundtables on a monthly basis. Convene additional Roundtables with the property owners and church representatives to discuss various concerns expressed by the business owners.

“Continue to pursue the development of the Route 27 Corridor, former Westminster Inn, Stocksdale property and former Ain't that a Frame location to jumpstart the Main Street area and provide a destination for visitors and tourists.”
