The Westminster Police Department is currently investigating double shooting which occurred on Tuesday, February 2, 2010 at 2:30 p.m. The shooting location was 99 Charles St. which is located in the Bishops Garth apartment complex.

Initial investigation revealed that three black male subjects came to an apartment in building 99 to continue an on-going argument. Once the door was answered, one of the three individuals produced a handgun and fired numerous shots into the apartment. Two subjects inside of the apartment were struck by the gunfire. One victim sustained a gunshot wound to the arm and the other a grazing gunshot wound to the buttocks. Both subjects were transported to Carroll County General Hospital for treatment.

After the shooting, the three black males subjects were observed running to the rear of the apartment buildings. The only description of the suspects at this time is that they are in their early 20s.

Investigators are speaking with the victims and other subjects that were in or near the apartment at the time of the shooting to determine both the motive and possible identities of the suspects.

Westminster Police investigating Armed Robbery

IMMEDIATE RELEASE February 2, 2010

The Westminster Police Department is currently investigating an armed robbery which occurred on February 2, 2010 at 12:35 a.m. at a private residence in the unit block of Shaffer Avenue.

An unknown masked assailant entered the residence, produced a handgun and demanded money from the two residents inside. An altercation ensued and one of the residents was struck multiple times about the head and face by the assailant with the handgun. The victim refused medical treatment.

After the altercation, the suspect fled the residence. The suspect is described as:

W/M, 5’5”-5’7” tall and weighing approximately 160 lbs. The suspect was last seen wearing a black puffy winter jacket over top of a grey hooded sweatshirt. During the robbery, the suspect had a “T” shirt covering his face.

A $500.00 reward is being offered for the identification, arrest and conviction of the suspect in this incident.

All eyes are on Westminster Police Chief Jeffrey Spaulding during a community meeting at St. Paul’s United Church of Christ Church at 17 Bond Street – Bond and West Green Street in Westminster.

About 75 citizens from the south-western section of the old part of town attended the meeting to discuss crime and quality of life issues in that part of Westminster. The West Green St., Anchor St., Ridge Road, Fitzhugh Avenue, Arnold Road, and Chase Street area of town has recently experienced a number of acts of vandalisms and thefts.

The address the recent spat of events, Westminster councilman Dr. Robert Wack, Westminster mayor Kevin Utz, Westminster city administrator Marge Wolf and the police chief scheduled the well-attended community meeting at 7 pm, Friday, October 31, 2009.

IDENTIFICATION SOUGHT

On October 20, 2009, the above suspect entered the CVS Store located in Westminster Maryland and walked into the back store room. The suspect then proceeded back into the store area and began to remove an undisclosed amount of beauty supplies from the shelves. The suspect put them into a basket and then exited the store through the front door.

The Westminster Police Department Criminal Investigations Bureau is currently investigating a shooting into an occupied dwelling which occurred on Thursday, October 22, 2009 at 11:33 p.m.

Three shots were fired into the residence which is located in the Bishops Garth apartment complex at 101 Charles Street in Westminster. The shots originated from outside of the residence and entered into a third floor bedroom which was occupied by a child who was asleep at the time of the shooting.

There were no injuries as the result of the shooting and the rounds were recovered at various areas within the apartment.

Detectives continue to follow leads and any individuals with information on this incident are requested to contact Detective Richard Lambert at (410) 848-4646.

On August 24, 2009 at approximately 10:40 p.m. officers were dispatched to the area of Locust Lane in Westminster for the report of an armed robbery which had just occurred. Upon arrival they contacted the victim, Jose Gomez, who is the owner of the Lilly’s Mexican Mart located at 39 East Main Street. Mr. Gomez reported that he, his wife and 5-year old son had closed the business and were walking through Locust Lane on the way to their vehicle when the robbery occurred.

According to Gomez, they were approached from behind by a white male who threatened them with a knife and demanded their money. Mr. Gomez turned over his cash at which time the suspect fled on foot toward Main Street. Gomez described the suspect as a tall slender white male with short hair and a prominent nose. The suspect was also wearing distinctive clothing the time of the robbery.

Another officer working at the time of the robbery recognized the suspect description as an individual he had encountered earlier in the evening. A photo array was prepared and the victim ultimately identified the suspect, Ronald Lee Foy, 27 years of age of Westminster, as the individual who robbed him. Officers located Foy on foot on West Main Street at approximately 1:20 a.m. and took him into custody without incident. The currency taken in the robbery was subsequently recovered on his person.

In a post-arrest interview, Mr. Foy made several statements implicating him in the robbery. He has subsequently been charged with armed robbery, theft and related charges. He is currently incarcerated in the Carroll County Detention Center in lieu of a $50,000.00 bond.

Arrest of an individual for the Attempted Carjacking at the Sheetz convenience store parking lot

IMMEDIATE RELEASE August 20, 2009

Detectives from the Westminster Police Department Criminal Investigations Bureau have made an arrest for the attempted carjacking that occurred on the Sheetz convenience store parking lot at 304 E. Main St. on August 17, 2009.

Christopher Carl Calp, w/m, DOB 5/17/1973 was apprehended this morning at his residence in the 100 block of E. Broadway, Red Lion PA. He was apprehended by the US Marshall Service and York Area Regional Police Department without incident. He was wanted on a warrant out of Pennsylvania for VOP as well as a Westminster Police Department warrant for the following;

Attempted Car Jacking
Attempted Theft - $500 Plus
Theft $500 Plus
Assault 2nd Degree
Motor Vehicle Unlawful Taking

Mr. Calp is currently being held in York County, PA awaiting a hearing on the Pennsylvania charge. Once all criminal proceedings are completed in Pennsylvania, Mr. Calp will be returned to Maryland.

It was last Monday that the Westminster City Police reported:

IMMEDIATE RELEASE August 18, 2009

The Westminster Police Department is investigating an attempted carjacking that occurred at the Sheetz store in the 300 block of East Main St at approximately 11:40 pm on Monday August 17, 2009. The sole occupant of a vehicle at the location was approached by a male subject who demanded that the occupant exit their vehicle and intimated he had a weapon. The male subject repeated his demand and opened the car door. The occupant screamed and the subject fled on foot in an unknown direction. No injuries occurred to the vehicle occupant.

The suspect is described as a white male, in his 30’s or 40’s, less than 6 feet tall wearing a tee shirt and shorts.

The Westminster Police Department is offering a cash reward of up to $500.00 for information leading to the arrest and conviction of the individual responsible for this robbery. Anyone with information relating to these investigations should contact the Westminster Police Department at (410) 848-4646. They may also call anonymously by using the confidential “Tips Line” at (410) 857-TIPS.

This incident is being investigated by Det. Jeff Schuster of the Criminal Investigations Bureau.

The following individual has been arrested for the BB&T Bank Robbery at 193 E. Main Street on March 23, 2009:

Samuel Leroy Graffious, W/M, DOB 4/13/1977.

Search Warrants were executed on 4/13/ 2009 at the suspect’s residence in Glen Burnie, MD with the assistance of detectives from Anne Arundel County PD and MSP Westminster.

Mr. Graffious was transported to Central Booking and charged with the following;

Armed Robbery
Robbery
Theft > $500
Assault Second Degree
Conspiracy to Commit all of the above
Accessory After the Fact to Armed Robbery and Robbery.

Mr. Graffiuos remains incarcerated in lieu of $250,000 bond.

Detectives continue to follow leads concerning other potential suspects involved in the robbery with Mr. Graffiuos.

Maryland State Police: Information developed about skeletal remains in Westminster

INFORMATION DEVELOPED ABOUT SKELETAL REMAINS
FOR IMMEDIATE RELEASE March 27, 2009

(Westminster, MD) Maryland State Police homicide investigators have obtained additional information about the skeletal remains found in Carroll County earlier this week after an initial examination was conducted at the Office of the State Medical Examiner.

Although a positive identity has not been made, forensic experts believe the skeletal remains are those of a white female who, at the time of her death, is believed to have been in her mid to late twenties.

The examination indicates she was about 5 feet tall and had a petite to extremely petite build. No estimates of her weight are known at this time.

The cause and manner of death have not been identified at this time. Additional forensic tests and examinations are continuing.

One of the experts consulting with doctors at the medical examiner's office was Dr. William C. Rodriguez, of the Armed Forces Institute of Pathology. Dr. Rodriguez told State Police investigators evidence indicates the woman had been dead at least three to ten years.

Maryland State Police homicide investigators sent a law enforcement teletype to police departments throughout the East Coast and Mid-West with this additional information. Investigators are asking police departments throughout this area to review missing person files in an effort to assist in the identification of the remains.

Troopers are not limiting their possibilities in searching for an identity of this individual and will be reviewing cases from within the past four decades or more. The information regarding the remains has also been entered into the National Crime Information Center's Unidentified Person File, providing access to the information to law enforcement across the country.

State Police investigators continue to process the area where the skeletal remains were found on March 24, 2009. State Highway Administration personnel are assisting with an excavation of the area, which is covered with trees, undergrowth, construction debris and fill dirt.

State Police are urging anyone with information about this case, or about the construction and development history of the land along the 900-block of Baltimore Boulevard, to contact them immediately. Maryland State Police investigators are working with forensic pathologists and crime scene technicians to try to identify skeletal remains found late Tuesday behind an industrial area in Carroll County.

The identity of the remains is unknown, according to police. The age, sex, and race of the individual also have not been confirmed.

Just before 5 p.m. Tuesday, State Police were called to the 900 block of Baltimore Boulevard, Westminster, where troopers contacted an individual who had been walking through a wooded ravine to the rear of a manufacturing company.

The individual called police after seeing what appeared to be a human skull in an area where debris had been dumped over the years.

On Wednesday morning, police crime scene technicians and criminal investigators from the Westminster Barracks and the Homicide Unit collected evidence at the scene.

Beneath a ground cover of leaves, rock and construction debris, investigators recovered what appears to be human remains.

A forensic investigator from the Office of the State Medical Examiner responded to the scene and assisted with the removal of the remains. The remains have been transported to the Office of the State Medical Examiner for an autopsy.

Police said no potential identity has been suggested through missing person reports. Police are checking with surrounding jurisdictions and have issued an alert to law enforcement agencies throughout the region. Troopers briefed officials from the Carroll County State’s Attorney’s Office as well, according police reports. The investigation is continuing.

BB&T Bank branch robbed in Westminster

Detectives from the Westminster Police Department are currently investigating a bank robbery which occurred at the BB&T bank located at 193 East Main Street.

At approximately 1:40 p.m. a subject entered the bank, approached a teller station and presented a note announcing a robbery. The subject implied a weapon, however no weapon was displayed. The suspect was given an undisclosed amount of currency and fled the scene, last seen on foot on East Main Street.

The suspect is described as a white male, late 20s to early 30s, wearing multiple layers of winter coats, grey knit hat, blue jeans and tennis shoes.

No injuries occurred to any bank staff as a result of the robbery and there were no patrons in the bank at the time of the robbery.

“Carroll law enforcement searching for rapist”

Westminster, Carroll County, Maryland, September 25, 2008 ---- The Carroll County Sheriff’s Office is attempting to locate and arrest Vincente Gomora Bastida, aged 25 of Uniontown Road in Westminster.

A warrant has been issued for Bastida charging him with 2nd Degree Rape and Assault against an adult relative early Tuesday morning in her Westminster home.

A second warrant charging Bastida for failing to appear in court in a previous case is on file with the Westminster Police.

Bastida is a latino male, born on February 18, 1983. With black hair and brown eyes, he is 5-4” tall, weighs approximately 150 pounds, and may use the alias Pablo Gomora Colin, or Louis Contreas.

Police recovered Bastida’s red Jeep Cherokee yesterday abandoned on West Main Street and believe he may still be in the Westminster area.

August 30, 2008

On August 30, 2008 at approximately 3:19 A. M., Westminster Police Department responded to Jiffy Mart, 1 Magna Way for a report of an armed robbery.

A male subject entered the store, displayed a handgun and demanded money from the cash register. The cashier gave the subject an undisclosed amount of money and the suspect fled the area on foot.

The suspect was described as a white male wearing black clothing. The victim could not provide any further information on the suspect at this time.

The incident is still under investigation by the Westminster Police Department.
