Hydrants scheduled to be flushed in areas of the City

Westminster, MD – The City of Westminster Public Works Department hereby announces scheduled fire hydrant flushing for the following areas:

The Greens of Westminster

Hydrant flushing will take place from 8:00 pm to midnight on Monday, May 12th through Wednesday, May 14th and then will continue on Monday, May 19th through Wednesday, May 21st. Public water system customers may experience discolored water during this time, this is normal. As a precaution, it is advisable to draw water for consumption prior to 8:00 pm each night.

Westminster, MD - The Civil War comes alive this month at the Historical Society of Carroll County, Maryland, Inc. (HSCC) with a revealing new exhibit at Cockey’s, 216 East Main Street, Westminster, Maryland.

The exhibit opens to the public for the first time at 10 AM on May 17.

Special programs will be presented at 10:30 AM and 2:30 PM. Admission is free. The exhibit will remain through 2014, Tuesday through Friday, 10 AM to 4 PM.

‘The Civil War in Carroll County: 1864’ commemorates Carroll County’s prominent role in the War. Visitors will see artifacts, photos and documents that showcase Lincoln’s presidential election of 1864, Civil War era conscription, United States Colored Troops from Carroll County, the Johnson-Gilmor raid of New Windsor and Westminster, the personal effects of Civil War soldiers, and Civil War weapons.

Visitors also will enjoy a sideboard that survived the July, 1864, burning of Chambersburg, PA, when Brigadier General John McCausland, Jr. demanded ransom money for the Confederacy.

David Shuey of History Teller Productions will present General John McCausland in period attire, describing his ride through Maryland 150 years ago.

The General’s horse will be on hand to delight children of all ages. Shuey’s appearance is sponsored by the Carroll County Public Library (CCPL) and History Teller Productions.

The historic Sherman-Fisher-Shellman House Museum at 206 East Main Street and the Shriver-Weybright Gallery in Kimmey House at 210 East Main Street will be open for tours.

Admission to the Shriver-Weybright Gallery is free.

Admission to the Shellman House is free for HSCC members, $ 5 each for others.

Visitors may participate in a special raffle for gifts from HSCC’s Shop at Cockey’s, while the CCPL Bookmobile will help visitors peruse and borrow books and other media about the Civil War.

HSCC is celebrating 75 years of service to the community in 2014. Founded in 1939 to preserve and restore the Mary Shellman house, HSCC today exists to collect and preserve artifacts and documents about Carroll County history and educate the public about local heritage. The Society is a partner with the City of Westminster in celebrating the 250th anniversary of the founding of the City of Westminster.

Winners are selected on their demonstration of: Improving the community, swiftly solving a citizen problem through effective government intervention, directly aiding the most vulnerable in society or creating a public/private partnership to improve the lives of Marylanders.

There will be a short presentation and tour of the facility followed by light refreshments.

The recent resignation of Steve Powell, chief of staff for the Board of Commissioners for Carroll County, brought back memories of other distinguished individuals in county history who have endured that arduous position: Richard "Pat" Hill, Robert A. "Max" Bair and George A. Grier, to name a few.

In full disclosure, this writer had the honor and privilege to have worked with every county chief of staff — executive assistant — since the position was created in 1959.

Whether you agreed or disagreed with them, those who have held the position deserve a special place in our hearts and prayers for their service and commitment to Carroll County; for it is a wonder they are able to retire and not be committed: On any given day, the chief must keep the wheels of government running smoothly.

According to a media release by Maryland State Police spokesperson Greg Shipley:

Maryland State Police Superintendent Colonel Marcus L. Brown today acknowledged the outstanding contributions of a retired Major and Carroll County resident who continued to serve and support troopers through his service as a trustee on the Maryland State Retirement and Pension System Board.
Major (Retired) Morris L. Krome, of Carroll County, was presented a Superintendent’s Commendation by Colonel Brown today. The presentation came during ceremonies that acknowledged more than 100 state troopers, civilian employees, and allied law enforcement personnel for their bravery, commitment, compassion and outstanding service to the people of Maryland.

“After 29 years as a sworn state trooper, Major Krome continued his service to the men and women of the Maryland State Police during more than 23 years of working on pension issues, including 16 years as a member of the Maryland State Retirement and Pension System Board of Trustees,” Colonel Brown said. “His valued leadership has helped guide the board and he contributed significantly to the enhancement of benefits for state troopers and their families. He continues to be an important member of the Maryland State Police family whose dedication to his fellow troopers will long be remembered.”

Major (Retired) Krome spent 29 years with the Maryland State Police, serving as commander of the Maryland State Police Personnel Management Division, and later as Assistant Chief to the Administrative Bureau. This is where his interest began in retirement issues.

Following his retirement in 1991, Major Krome served on the Department of Legislative Reference’s Pension Code Revision Sub-Committee with the Maryland State Retirement Agency. He began representing the interests of troopers on employee organizations and testified before the Maryland General Assembly on retirement issues.
Major Krome was then elected to the Maryland State Retirement and Pension System Board of Trustees in 1998. He will have served four terms on the Board of Trustees when his retirement takes place in July 2014.

As a Trustee of the Maryland State Retirement and Pension System Board, Major Krome helped bring a successful resolution to a court case which awarded $73 million to the system. He worked two years with the Maryland General Assembly to win passage of benefits for the spouses of deceased retired state troopers. He served as a member of both the Audit Committee and the Investment Committee and was Vice Chairman of the Administrative Committee.

As the Board of Trustees’ longest serving member, Major Krome shared his knowledge and expertise with fellow board members, while providing a valuable historical perspective to the retirement issues of the day. For his outstanding service as a member of the Maryland State Retirement and Pension System Board of Trustees and his committed service in support of thousands of troopers even after his retirement from the Maryland State Police, Major (Retired) Morris L. Krome was awarded a Superintendent’s Commendation.

Upgrading wastewater treatment technologies has lowered pollution in the Potomac, Patuxent and Back rivers, leading researchers to celebrate the Clean Water Act and recommend continued investments in the sewage sector.

Introduced in 1972, the Clean Water Act’s National Pollutant Discharge Elimination System permit program regulates point sources of pollutants, or those that can be pinpointed to a specific location. Because wastewater treatment plants are a point source that can send nutrient-rich effluent into rivers and streams, this program has fueled advancements in wastewater treatment technologies. Biological nutrient removal, for instance, uses microorganisms to remove excess nutrients from wastewater, while the newer enhanced nutrient removal improves upon this process.

Researchers with the University of Maryland Center for Environmental Science (UMCES) have linked these wastewater treatment technologies to a cleaner environment. In a report released last month, five case studies show that wastewater treatment plant upgrades in Maryland, Virginia and the District of Columbia improved water quality in three Chesapeake Bay tributaries... Off Track Art, an artists’ cooperative in downtown Westminster, will host an opening reception for Sherrill Cooper on Friday, May 2, from 5:30 to 7:30 p.m. Ms. Cooper is the featured artist at Off Track Art for May and June 2014.

Sherrill has an extensive body of work that reflect her love of the figure.

"I love people watching,” says Ms. Cooper. “The way they sit, stand, their overall posture and attitude fascinates me. I am drawn to the figure absorbed in contemplation—capturing their inner sense of isolation. I seek to communicate their emotions at that particular time. I want the viewer to feel what the subject is feeling…

According to her artist’s statement and brief biographical sketch, “Sherrill Cooper's studio feels like a tree house. It overlooks a lush, dense oak forest in Finksburg, MD.

In this setting Sherrill has found a way to merge her two passions: illustration and painting in oil.

She has enjoyed a successful 30 year career as an illustrator. Now that she has raised two children, she finds more time to paint.

Illustration has taught her composition, color, creativity, expression, and most of all draftsmanship.

These disciplines serve her well when she applies paint to canvas. She seeks to distill all of her experiences in to each painting with fresh concepts, strong design sensibilities, emotional brushstrokes, and rich and textural color.

The figure interests Sherrill most. Particularly those moments of contemplation when people are caught-up in their thoughts and emotions.

Attitude, body language and posture are what she seeks to communicate with the viewer.

Choosing the correct value is essential. Putting it down only once, with the appropriate brush and stroke. These are choices that I make very carefully. If I get them right, the painting, like the person moves and breathes. - Sherrill Cooper

“Off Track Art” is an artists’ collective and gallery located in the historic Liberty Building at 11 Liberty Street – next to the railroad tracks, off of the Sentinel parking lot at the corner of West Main St and MD 27-Liberty St - in downtown Westminster, Maryland.

For over 5-years, the partners in the coop have been dedicated to advancing the arts in Westminster as well as the careers, ideas, and artistic visions of its members.

The coop partners include, Kevin Dayhoff, Gail Elwell, Linda Van Hart, Judy Goodyear, Charlotte Laslo, Joyce Schaum, Carolyn Seabolt, Robert Waddell, Nick Corso, and Gordon Wickes.

The inspiration for forming the co-op was spearheaded by local artists Susan Williamson & Pam Zappardino. After discussions and organizational meetings in December 2008, Off Track opened its doors in January 2009 and had its grand opening on Feb. 13th, 2009.

According to Taneytown Councilwoman Diane Foster, the 2014 MML Scholarship Chairperson, “The Carroll County chapter of the Maryland Municipal League will offer three $1,000 scholarships to Carroll County high school students who have been accepted into a college or university or, Carroll students currently enrolled in a college or university in a graduate or undergraduate program. Preference will be given to students preparing for a career in governmental or public service.

Applicants must (1) meet the above criteria, (2) live in one of the eight incorporated municipalities in Carroll County, (3) complete the Student Scholarship Application, (4) prepare a written essay on the specified topic, and (5) have a municipal official/representative certify they reside within the incorporated limits of the municipality.

2014 Scholarship Program - Student Scholarship Criteria

Student Eligibility

q Applicant must be a resident of one of the eight incorporated municipalities in Carroll County. These municipalities are Hampstead, Sykesville, Union Bridge, Westminster, Mt. Airy, New Windsor, Taneytown, and Manchester. A municipal official or the clerk/treasurer from your town office must fill out and sign the municipal residence section of the application.

q Applicant must have acceptance into or, current enrollment in, a college or university in a graduate or undergraduate program intended to prepare students for a career in governmental or public service.

q Applicant must have good scholastic standing. (please attach transcript from school you are attending at this time – either High School or College)

Selection Criteria

q Demonstrated commitment to public service, e.g., past or current involvement with civic organizations

q Appropriateness of current educational program for local governmental or public service

q Applicant’s statement of educational objectives and career goals

q Faculty letters of recommendation

q Completion of the scholarship application attached

q Essay - Municipal Government In Your Town
