Last Friday, Dr. James Ball was inaugurated as the third
president of Colleges Carroll Community College in Westminster, Carroll County, Maryland.

Our town's favorite marching band takes the stage for a free concert. This all-volunteer band was incorporated in 1893 and is celebrating their 121st year.
The band will present a concert with many types of music
including two holiday selections. Our award winning Color Guard will present
the Colors at the beginning of the concert.
FREE - Donations appreciated.
Utz Properties is sponsoring our concert and will have a
Happy Hour set up beginning at 2:00 p.m. Come-out and talk with the Utz team
and the Band Members.

"YONKERS — Nearly nine months after General Motors began recalling millions of its cars for a dangerously defective ignition switch, almost half of the vehicles still have not been fixed.
A spokesman for the automaker said it was increasing its outreach to owners through social media and a new call center staffed with 72 employees dedicated to contacting those who have not scheduled repairs.
But even owners who requested repairs months ago have been waiting, with dealers managing wait-lists and dozens of drivers writing to federal regulators in recent weeks asking why it was taking so long. Some of them are also raising safety concerns about the drawn-out timetable, as a recent fatal accident here suggests."

The long timetable for the ignition switch repairs — the replacement parts had to be manufactured and the first repairs did not come until two months after the recall was announced in February — highlights a continuing problem with recalls. But after a few days of playing with it, I am, well, a bit confused. This tablet clearly has the potential to be great, and yet, it isn’t. Not yet at least.
While I don’t feel like I’ve been able to spend enough time with the Nexus 9 to give it the full review treatment just yet, it seems appropriate to compare it to Apple’s similarly-sized and wildly-popular new tablet, the iPad Air 2. In 2012, HSP transitioned our traditional holiday giving program into an expanded format titled Neighbors in Need Year Round (NINYR). NINYR has mobilized the generosity of our community to meet the critical needs our low-income and at-risk neighbors face every day, in every season...housing, essential utilities, help working toward financial stability, and self-sufficiency.

Neighbors in Need Year Round will Continue; Holiday Program Ends Following this Season
Westminster, MD - As Carroll County's Community Action Agency, Human Services Programs of Carroll County, Inc. (HSP) is committed to improving the quality of life quality of at-risk and low-income Carroll County residents, by assisting with basic needs, advocacy and linkages to resources to enhance life skills.
As part of its outreach, in prior years, HSP's Neighbors in Need program matched families with adopters and provided a holiday shop filled with gifts and household goods for families not adopted by volunteers.
In 2012, HSP expanded the program to create "Neighbors in Need Year Round", to deliver vital resources and services not only during the holidays but throughout the entire year.
Following a critical analysis and evaluation of available resources, HSP has determined that Neighbors In Need Year Round will continue, but the holiday component will end after this season.
"This was a very difficult but necessary decision for our agency and our Board," explained Cindy Parr, HSP Executive Director. "The Holiday Program has served thousands of families for many years, but the continuous needs of our low-income and at-risk families, all year long, must be the priority for our agency."
This year, for the last time, HSP will provide the holiday component of Neighbors in Need Year Round in a modified version. HSP will again seek benefactors to adopt families for the holidays, which is an essential component of success for the program. Families not adopted, and who formerly visited the Holiday Shop, will instead pick up a package of gifts at a distribution center. Inventory stored from prior years will be assigned and distributed to families who are not adopted. Families will receive a letter with information stating the date, time and location for their gift bag pick-up.
"Our modified version will still provide our clients with gifts and goods," said Parr. "Volunteers are still greatly needed to assist us in this modified effort." Volunteer opportunities will be listed as a link on the HSP website.
Donations received from the Carroll County Times-sponsored "Holiday Hope" program will continue to be used for HSP's Neighbors In Need Year Round initiative. Members of the community who have previously collected gifts for the Holiday Shop should plan to provide these gifts to other organizations, or volunteer through HSP to adopt one or more families.
"Our mission is to provide a "hand up" for those who are struggling to maintain or achieve self- sufficiency," said Parr. "We believe that our limited resources, both financial and man-power, will be better used by focusing on our year-round assistance to more than 12,000 at risk residents."

Carroll County Public Schools Superintendent Stephen Guthrie
was named Maryland Superintendent of the Year by the Public School
Superintendents’ Association of Maryland on Thursday, October 30, 2014. The
selection of the Superintendent of the Year was made by a committee of his
peers. The announcement was made at the annual Maryland Negotiation Service
Awards Banquet held in Ocean City, Maryland.
Guthrie is currently serving in his fifth year as
Superintendent of Carroll County Public Schools. He was appointed to a
four-year term beginning July 1, 2010 and was reappointed to a second four-year
term beginning July 1, 2014.
In a letter of support for the nomination, the members of
the Board of Education of Carroll County stated that Guthrie never wavers in
his leadership and advocacy for students and schools. Furthermore, the Board
commended Guthrie for his ability to lead the school system through challenging
economic times while always putting students first and striving to preserve the
classroom learning environment. The Board also recognized Guthrie’s
efforts to develop a five-year organizational plan, Vision 2018: Focus
on Excellence, for system improvement.
According to Board president Virginia Harrison, “We are
proud of our school system, which reflects Mr. Guthrie’s leadership as
Superintendent of Schools. He earns the respect and confidence of staff,
elected officials, and community leaders through his diligence, dedication, and
trustworthiness.”
Jean Lewis, President of the Carroll County Maryland NAACP,
in her nomination cited Guthrie for working closely with the organization and
community leaders from the start of his tenure. As a result of that outreach,
Carroll County and the school system have made great progress on many important
issues and have established a solid foundation for continued improvement.
Lewis also recognized Guthrie for placing a strong focus on
the achievement gap, recruitment and retention of a diverse workforce, and
building cultural proficiency. “In Superintendent Guthrie, we have found a true
partner who is concerned about the social and educational development of all
children in our community. He is a dedicated and devoted public servant who
cares about our community and is a man of integrity who honors his word.”
Guthrie holds a Bachelor of Science in Secondary Education,
Social Studies from Lock Haven University, a Master of Science in Education
from McDaniel College, and a Master of Business Administration from Frostburg
University.
Guthrie began his career in 1978 as a classroom social
studies teacher in California. In 1981, he taught for one year in Pennsylvania
before coming to Carroll County, where he was a teacher and later a school
counselor. Prior to his current position as Superintendent, Guthrie also served
as Director of Human Resources and Assistant Superintendent of Administration
for Carroll County Public Schools.
Throughout his career, Guthrie has been engaged in multiple
approaches to education through leadership activities, teaching at the higher
education level, and authoring professional articles related to public school
education.
Guthrie currently serves as the President of the Public
School Superintendents’ Association of Maryland. He is the first Carroll
County superintendent to hold this office.
Other professional memberships include the Professional
Standards for Teachers Education Board, for which he served as Parliamentarian,
and the Local Management Board. He also is a member of the Governor’s PK-20
Council. In addition, Guthrie served as Regional Director of the Maryland
Negotiation Service and Section Director for the Association of School Business
Officials. In addition to these memberships, Guthrie has served on multiple
community-based organizations, including the Carroll County Community Media
Center and Carroll County Rape Crisis Intervention Services, both of which he
served as Vice-President.
Guthrie was employed for ten years in the education
department of McDaniel College where he held the title of Adjunct Instructor
and was later promoted to Visiting Professor. He also worked as an evening
counselor for five years at Carroll Community College where he taught several
courses and served as a Guest Lecturer at Stevenson University.
Throughout his career, Guthrie has authored and co-authored
many professional articles on various topics related to public school education
and has served on countless task forces and committees both in Carroll County
and in Maryland. He also has been a frequent speaker at statewide and
national conferences on education issues.
In his application for this prestigious award, Guthrie
placed an emphasis on the process to establish the Vision 2018 organizational
plan to define priorities and guide the operations of the school system for the
next five years. He is particularly proud of the fact that the plan was based
on input from all segments of the community and that it reflects the
community’s commitment to education and the school system.
Upon accepting the award, Guthrie said, “I am thrilled to be
selected among my fellow superintendents as Superintendent of the Year.
Although I am the person accepting this award, it is truly a reflection of the
efforts and commitment of the students and staff of Carroll County Public Schools
and the support of a community that values our school system.”
As Maryland Superintendent of the Year, Guthrie will
represent Maryland in the 2015 National Superintendent of the Year program,
which is coordinated by the American Association of School Administrators.

Invited guests include members of the board of trustees, faculty and staff, elected officials and dignitaries, presidents and emissaries from colleges across Maryland, community supporters, and friends of the college.
Westminster, Md., Oct. 28, 2014—Carroll Community College (Carroll) will celebrate the Inauguration of the college’s third president, Dr. James D. Ball, on Friday, Nov. 7, 2014 in the theater. Invited guests include members of the board of trustees, faculty and staff, elected officials and dignitaries, presidents and emissaries from colleges across Maryland, community supporters, and friends of the college.
“A college president’s Inauguration is a
humbling event; and, it is one of great importance to the college,” said Ball. “Most importantly, this is a day to
celebrate the college, our mission, and our students, faculty and staff. It is
a day to reaffirm Carroll’s contributions to enhancing the quality of life in
our fair county. I am truly proud and honored to be the president of such an
exceptional institution of higher learning.”
The event will be marked by formal greetings
from internal and external constituents, musical interludes, a formal
installation ceremony and remarks by the president. Additional inaugural events
prior to and after the ceremony include a celebration by students, as well as
visual arts exhibits, theatrical and musical performances, showcases of student
work and other specially-designated events on campus.
Ball became president on July 1, 2014. He has
over thirty years of progressively responsible experience in the community
college setting, including 18 years as a senior level executive. He has
extensive academic and administrative background at Carroll. Ball is the former
vice president of Academic and Student Affairs and dean of the faculty at
Carroll, a position he held since 1999. His expertise includes academic and
student affairs administration, curriculum development, technology planning and
integration, faculty and staff development, strategic planning, budget
development/administration, facilities planning and development, fundraising,
accreditation processes and policy development.
Prior to joining Carroll in 1999, Ball was vice
president of student services at Howard Community College in Columbia, Md. He
is also a former assistant vice president and dean of instruction at Howard, as
well as director of adult and evening services and assistant professor of
psychology there. Ball is also a former adjunct professor at the Morgan State
University Doctoral Program in Community College Leadership. Ball holds an Ed.D
in Higher Education Administration from Virginia Polytechnic and State
University and a Certificate of Advanced Graduate Studies in Higher Education
Administration from the same university. He has an M.Ed. in Counseling and
Student Services/Psychology and a BS in Education with a minor in psychology
from North Texas State University (now University of North Texas).
“I look forward to the challenges and successes
that lie ahead for Carroll as higher education continues to evolve and meet the
needs of students from all backgrounds and walks of life,” said Ball.
