A Historical Society of Carroll County MD Box Lunch Talk by
former Westminster Mayor Kevin Dayhoff on May 12, 2015
It was almost 140 years ago when Belle Grove Square, was
developed in the city of Westminster. The park was formally turned over to the
city in late May 1877 through the civic generosity of George and Maria Matthews.
The origins of Belle Grove Square date back to 1866 when
what was then, farmland and woods, was originally purchased by the Matthews
family.
The park was deemed one of Westminster’s sacred secular spaces
by the late professor of religion, Dr. Ira G. Zepp, Jr., of McDaniel College.

history enthusiasts every month! These hour-long events – easily our most
popular – begin promptly at Noon on the second Tuesday of every month in Grace

Located just one block away from downtown Westminster, the
Belle Grove Square neighborhood can trace its roots back to 1866 when George W.
Matthews purchased the parcel of land that eventually became the Belle Grove
Square neighborhood. Belle Grove Square Park is the heart of our historic
neighborhood and it was donated to the city of Westminster on May 8th, 1877.
The Belle Grove Square neighborhood is listed on the
National Register of Historical Places. Our voluntary neighborhood association
is committed to perpetuating the historical character of Historic Belle Grove
Square, as well as improving and beautifying our neighborhood and improving
neighborhood and community relationships.

Devon Rothschild of the Carroll County Board of Education,
said she was glad social media wasn't around for her high school experience.
"I've always said, it was never my intention to run for
public office. I'm glad Facebook wasn't around," Rothschild said. "I
was a good kid, but I do tend to say what I'm thinking, and I imagine that
would end up on Facebook. As you get older, you learn when to keep your mouth
shut."

Before prom-posals were uploaded to the internet as a
constant game of one-upmanship, they usually happened in private between two
people. Rothschild, however, said she experienced a surprising prom-posal in an
era before the term existed.
"My boyfriend and I had been dating for two years when
prom came about. He actually proposed to me on prom night, with a ring and
everything. So there are pictures of me, 17, in my prom dress with all my big
hair getting proposed to," Rothschild said. "I did accept, but I did
not actually marry him. My husband has a sense of humor about the whole
thing."

The abracadabra of sculpture's appeal
The master and a modern-day disciple
How many Rinehart sculptures can you find on a walk around
town?
At a first look and even at a second, you'd swear it was
magic.
Those three white towels, two folded neatly and the third
rumpled and hanging every which way — surely they're made of terrycloth and
purchased at a department store, not carved from white Carrara marble in a
stone quarry by the 34-year-old Baltimore artist Sebastian Martorana.
Those two little boys curled up on a mattress, their heads
barely heavy enough to dimple a pillow — surely they'll wake up any moment from
their nap. But that nap, which was carved in stone by the master sculptor
William Rinehart, has been going on undisturbed since 1869.
"Rinehart's Studio: Rough Stone to Living Marble,"
the new exhibition running at the Walters Art Museum,
makes a strong case for the undiluted trickery that lies at the heart of
sculpture's appeal.

Our family attended a wonderful memorial "celebration
of life" for Nancy Paige Grimes Eckhardt today at the Westminster Fire
Department.

Be somebody that makes somebody feel like somebody.
O God of grace and glory, we remember before you today our sister
Nancy Paige Grimes Eckhardt
We thank you for giving her to us to know and to love as a
companion in our pilgrimage on earth and our service to our community.
In your boundless compassion, console us who still
mourn.
Give us faith to see that death has been swallowed up in the
victory of our Lord, so that we may live in confidence and hope until, by your
call, we are gathered to our heavenly home in the company of all your saints;
through Jesus Christ, our Savior and Lord.
I am reminded of one of Maya Angelou most famous quotes that
makes me think of Nancy Eckhardt, "I've learned that people will forget
what you said, people will forget what you did, but people will never forget
how you made them feel.”
We pray for the friends and family of Nancy Eckhardt, the
wife of Pastor Rick Eckhardt, retired, who died on March 5, 2015.
Nancy was a wonderful person.
“We do not live to ourselves, and we do not die to
ourselves. If we live, we live to the Lord, and if we die, we die to the Lord,
so then, whether we live or whether we die, we are the Lord’s.” (Romans 14:7-8)
From her obituary we learned: Nancy Paige Grimes Eckhardt
age 86 of New Windsor, was called to rest on Thursday, March 5, 2015, after a
heroic battle with health complications. She will be greatly missed.
She was born on February 12, 1929, President Lincoln’s
birthday, in Reisterstown, Maryland. She was the daughter of the late Harmon
and Lydia Akehurst Grimes. Her beloved twin sister, Shirley, was born first.
After her, a surprise - a second little girl! Lydia didn’t have another name
chosen, so someone suggested Nancy Hanks, Abe Lincoln’s mother, which was well
received and became this little twin’s name.
She always spoke with delight about her growing up years in
Reisterstown, of walking to school with her sister, of friendships, of a little
town, at the time, which was full of interesting characters and a constant
supply of adventures.
After graduating from Franklin High School in 1946 she went
on to Bard Avon Business School in Baltimore, and then to work at Suburban Gas
Propane Company in Woodensburg, Maryland. In 1951 she married a Glyndon boy,
Fred P. Eckhardt, of Central Avenue, and after he was ordained into the
Lutheran ministry, new adventures began for both of them.
Her long, interesting life included working alongside her
husband in churches in Appalachia, in New York City, and in Westminster,
Maryland. She deeply appreciated and embraced all the many people she met, and
they in turn loved her.
Her life in New York was particularly life-changing with the
birth and upbringing of five children in Greenwich Village; she grew to truly
appreciate living in such a diverse, vibrant city. She remembered it fondly
until her last days, just as she also remembered her years in Reisterstown and
Westminster.
She was predeceased by her parents, as well as her brother
Melvin Grimes, her sister Doris Grimes, and her beloved identical twin sister,
Shirley Weber.
“Nance” is survived by her family, which was her pride and
joy; her husband of 64 years, The Rev. Dr. Fred P. Eckhardt, of New Windsor;
her children, Tim, Jim, Fredi, Cami and Heidi; her son-in-law, Chris Cull; her
five grandchildren, Ben, Fenwick, Timmy, Bobby, and Christopher. Each of us is
well aware that she was our best friend and greatest confidante, as well as our
wife, mother, and grandmother. She will continue to be our biggest fan. She is
also survived by her in-laws, Jeannie McWilliams, Jim and Pat Eckhardt, as well
as her nieces, nephews, and cousins.
A private, graveside service was held on Monday, March 9th,
at Pipe Creek Cemetery, Union Bridge, Maryland.

House passes major changes to public records access
Major changes to the Public Information Act reported on
earlier have now passed both the House and Senate in essentially the same form.
HB755 passed the House Wednesday 139-1, and SB695 passed the
Senate unanimously March 25.
“This is a big step forward,” said Del. Dan Morhaim, the
floor leader and a long-time champion of open government and transparency
measures. The legislation makes the Public Information Act more understandable,
reasonable and fair, Morhaim said.
The bill replaces inconsistent enforcement of current law
with more standardized procedures for obtaining public records and documents.
This includes a new ombudsman in the Office of the Attorney General to give
guidance and mediate requests from all levels of government. There is also a
new Public Information Compliance Board that will rule on fees that can be
charged.
The Senate must now act favorably on the House version of
the bill.
