After singing the national anthem between services at Grace Lutheran Church, the next stop for our Estonian dancers is a walking tour of Westminster on their way to the Paide Westminster sign located at the railroad tracks and Main Street in the hearty of historic downtown Westminster. Sun. July 3, 2016 DA CE #estonia

For the past week, June 27 – July 5, 2016, Westminster has hosted two groups of Estonian folk dancers, "Südameke" and "Keerutajad" from Westminster's sister city Paide, thanks, in part, to the hard work of CSM Thomas B. Beyard of the Md National Guard, Audrey Cimino and Jaclyn Mathias-Jones of the Community Foundation of Carroll Co., Aime and Jeff Pringle, and Mari Thalman among many others. Not to be overlooked are members of the Maryland National Guard, Sgt. Matthews Akiba, and Spc. Ronald Maddox for great help with logistics

The visitors include 26 young performers and 10 adults for a total of 36. Among the group are friends of mine, Indrek Kivimäe, a former mayor of Paide, and his wife Tiina, who directs the Paide Girls Choir. Both have visited Westminster before. Most notably Indrek visited us in June 2004 and made a presentation at the Md. Municipal League Convention.

In fact Indrek and Tiina helped host my trip to Estonia in Sept. 2004 when I served as the mayor of Westminster and visited Estonia as part of a diplomatic mission for the Md. National Guard and the U.S. State Department.

Grace Lutheran Church in Westminster, MD USA, welcomed the Trozzo Family to Sunday services last Sunday, June 26, 2016

Pastor Eric and Pastor Wendolyn Trozzo and their sons, Dante and Caedmon are visiting with us this weekend. Pastors Eric and Wendolyn are ELCA missionaries stationed in Sabah, Malaysia.

Pastor Eric teaches at the Sabah Theological Seminary. Together they not only demonstrate the love of Jesus to the local people, but they help local Christians strengthen and grow their own witness.

We welcome the visit of the Trozzo family and appreciated their message and their leadership in the 9:00 & 10:30 worship services at Grace Lutheran Church

In his message Pastor Trozzo discussed a concept of several images of Martin Luther: He was a Christian who knew God's grace. He was a pastor who wanted to teach and share God's grace. He cared about the poor. And lastly, Martin Luther was a reformer.

Please join us in welcoming the Trozzo family to Westminster.

Joe Getty sworn-in to Md. Court of Appeals

Getty sworn-in to Md. Court of Appeals

June 27, 2016 by Kevin Dayhoff

Joseph Getty was sworn in Monday morning in the House of Delegates chamber in the Maryland State House in Annapolis to represent the 3rd Appellate Judicial Circuit on the state's highest court.

Getty, a Manchester resident and former Republican state senator representing Carroll County, had most recently served as Republican Gov. Larry Hogan's chief legislative officer. He was appointed to the Maryland Court of Appeals on June 1 to fill a vacancy created by the retirement of Judge Lynne Battaglia.

Friends, family, former and current judges, and members of the General Assembly filled the legislative chamber to witness Hogan administer the oath of office for Getty to become the fifth judge from Carroll County to sit on the Court of Appeals since 1867.

Many speakers at the ceremony mentioned that Getty also made history by having served in all three branches of Maryland government — the legislative, executive branches and now the judiciary. It was a point not missed by local historian, Jay Graybeal, the former executive director of the Historical Society of Carroll County; a position also held by Getty from 1987 to 1994.

Another close colleague of Getty's in the General Assembly, David Brinkley, now secretary of the Md. Dept. of Budget and Management, remarked that Getty "represents a high level of collegiality" and that Getty joins a legacy of political leaders in a state that "is a treasure trove of history… It is rare for someone to serve in both chambers (of the General Assembly,) and the executive branch, and then go on to serve on the bench…"

Md. Gov. Larry Hogan, in his prepared remarks also mentioned that Getty had served in all three branches of government.

Md. Gov. Larry Hogan, in his prepared remarks also mentioned that Getty had served in all three branches of government. He echoed the comments that he made upon the announcement of Getty's appointment June 1, "Joe is a devoted public servant who has spent his entire career and a good portion of his life in service to his community and to our state… His unquestionable integrity, deep legal expertise, and devotion to the people of Maryland make him an excellent fit for the state's highest court. I have complete confidence that he will continue to be a strong advocate for the law and our citizens while serving on the court."

This morning in the House of Delegates Chamber in the historic Md. State House, Manchester resident and Carroll Co. native son Joseph M. Getty, Esq., the chief legislative officer for the office of the Md. Gov. was sworn in to represent the 3rd Appellate Judicial Circuit on the state's highest court, the Md. Court of Appeals.

As Getty's extended family looked-on, his wife, Susan Getty, had to hold the large 1772 family Bible with both hands as the oath was administered. Afterwards she received a big kiss from the newly-minted judge; at which time a member of audience pondered with a stage whisper as to whether the kiss was congratulations for holding the Bible up that long or for her husband ascending to the highest judicial post in the state.

Look for my story tomorrow in the Carroll Co. Times.

Westminster City Administrator Resigns
Marge Wolf Leaves a Legacy of Success after nearly Ten Years in Role

Westminster, MD – Marge Wolf, Administrator for the City of Westminster, has tendered her resignation effective July 31, 2016.
Since October 2006, the Baltimore-county native has managed the operations of the City, from Finance and Human Resources to Planning, Housing and Recreation and Parks.  During this time, Wolf has transformed the administration of the County’s largest City.
Her accomplishments include:
A balanced budget, garnering the City the coveted Budget Award from the Government Finance Officers Association for five years running;
Acquisition of nearly $1 million in grant funding, benefiting nearly every aspect of the City from playgrounds and housing to buildings and community development;
Oversight of numerous Downtown Westminster façade improvements, including the installation of handicapped ramps for universal access;
Strong partnerships with local nonprofits, including the Arts Council, Historical Society, Human Services Programs and more;
Refurbishing of City Hall to restore the building and grounds to its 19th Century grandeur with historical accuracy;
Celebration of the City’s 250th “Sestercentennial” anniversary;
Creation of strategic objectives for every department and committee, from housing and marketing to the Historic District and Tree Commission

Prior to her leadership in Westminster, Wolf was the Administrator for the City of Hyattsville and the Borough of Kennett Square and the Deputy Secretary for the Department of Housing & Community Development.  “Marge brought a wealth of experience from her previous roles to our City, said Mayor Kevin Utz. “She pioneered this role for us, and she established a standard of excellence that will be hard to follow.”

Wolf will continue to work as Westminster’s City Administrator until July 31.
