Schedule of events for the Fall MML conference Tuesday, November 1, 2011


MML – Maryland Municipal League Fall Conference October 31 - November 2, 2011 schedule of workshops, meetings and discussions slated for Tuesday, November 1, 2011:

8:00 – 12:00 Table Top Exhibits Open

8:00 – 3:30 Registration

8:00 – 9:30 Continental Breakfast

8:30 – 9:15 Opening General Session – Overview of MML Legislative Agenda

9:30 – 10:30 Understanding the Legislative Process

Understanding politics is an important component to achieving success as a municipal official. This session will offer a basic overview of how a bill becomes law in Maryland. It will also provide tips, do’s and don’ts associated with working with your legislators, both in your municipality and when visiting your legislators at the State capital. 10 Municipal Maryland The Academy for Excellence in Local Governance is a voluntary certificate training program designed to help local government officials, especially newly elected officials, meet the challenges of their roles. Municipal participants are required to successfully complete nine core and five electives to earn certification from the University of Maryland.

9:30 – 11:30 Show Me the Money!

Representatives from three State agencies will provide an overview of a variety of popular and effective grant programs available to municipalities looking to embark upon roadway safety improvements, environmental upgrades, and community enhancements.

10:15 – 11:15 Refreshment Break

10:45 – 11:30 Managing Municipal Utilities

There were significant changes made to Maryland’s Miss Utility law in 2010 that impact any city or town responsible for managing their own wastewater, stormwater and water utility lines. 2010 also brought significant changes to Maryland’s stormwater management regulations. Speakers will provide an overview of the new Miss Utility law and also discuss whether a municipal stormwater utility fee is a possible solution to managing escalating stormwater management expenses.

12:00 – 1:3075th Anniversary Luncheon

1:45 – 3:45 Open Meetings

This workshop will provide an overview of the Open Meetings Law and a review of some of the cases that have come before the Compliance Board. Topic content will also include a look at some of the complaints filed with the Compliance Board that were found not to be in violation of the Open Meetings Law.

1:45 – 2:30 Broadband Expansion in Maryland

Howard County Executive Kenneth Ulman will discuss ongoing efforts to expand broadband internet service to new areas in the State and what it means to a local government to have expanded internet service.

2:45 – 3:45 PlanMaryland Update

Now that PlanMaryland is a reality, what exactly does it mean to municipal officials? Representatives from various stakeholder groups will talk about the expected impact on local governments, the environment, and the development community.

3:00 – 4:00 Afternoon Break

4:00 – 5:00 Business Meeting

6:00 – 9:00 Reception & 75th Anniversary “Thanksgiving Dinner

Conference Workshops and Special Sessions

This year, attendees will have the opportunity to attend eleven workshops, three of which are Academy core classes and three are Academy electives. The Academy core classes at this year’s conference are Ethics, Open Meetings, and Employment Issues.

This year’s three Academy elective workshops will address a variety of issues of importance impacting every city or town, regardless of size or location. An environmentally focused workshop will provide updates on Maryland’s Watershed Implementation Plan, the ongoing effort to curtail future growth on septic systems, and best practices for curtailing stormwater runoff in urban settings.  

A second Academy elective workshop will provide an overview of several of Maryland’s most popular municipal grant programs. Speakers at a third Academy elective workshop will talk about enhancing municipal business development opportunities through the use of property tax credits and provide an overview the Maryland’s newly developed program to expedite development projects

There will be three additional workshops at this year’s conference. One workshop will provide an update on Maryland’s current law pertaining to Miss Utility and an overview of how to best implement a stormwater utility fee; Howard County Executive Ken Ulman will discuss Maryland’s expanding
broadband opportunities across the State; and a third session will give attendees an overview of the just-completed Maryland Department of Planning’s PlanMaryland initiative.

In response to feedback generated at last year’s conference, a special session has been included in this year’s conference schedule to allow attendees to better understand the legislative process and how to improve interaction with members of their legislative delegation when advocating on behalf of their municipality and the League in general.

As a follow up to the Large City and Small Town Forums held at the 2011 annual convention in Ocean City, time has been set aside in the conference schedule to allow elected and appointed officials from Maryland’s municipalities to meet and discuss issues pertinent to both large and small cities and towns

The fall conference is also the venue for several other groups to meet. The MML Board of Directors and the Maryland Mayors Association will both meet on Monday, October 31. The MML Legislative/Resolutions Committee will also meet if necessary.
