According to the Maryland Municipal League website:

Conference Workshops and Special Sessions

This year, attendees will have the opportunity to attend eleven workshops, three of which are Academy core classes and three are Academy electives. The Academy core classes at this year’s conference are Ethics, Open Meetings, and Employment Issues.

This year’s three Academy elective workshops will address a variety of issues of importance impacting every city or town, regardless of size or location. An environmentally focused workshop will provide updates on Maryland’s Watershed Implementation Plan, the ongoing effort to curtail future growth on septic systems, and best practices for curtailing stormwater runoff in urban settings.

A second Academy elective workshop will provide an overview of several of Maryland’s most popular municipal grant programs. Speakers at a third Academy elective workshop will talk about enhancing municipal business development opportunities through the use of property tax credits and provide an overview the Maryland’s newly developed program to expedite development projects

There will be three additional workshops at this year’s conference. One workshop will provide an update on Maryland’s current law pertaining to Miss Utility and an overview of how to best implement a stormwater utility fee; Howard County Executive Ken Ulman will discuss Maryland’s expanding
broadband opportunities across the State; and a third session will give attendees an overview of the just-completed Maryland Department of Planning’s PlanMaryland initiative.

In response to feedback generated at last year’s conference, a special session has been included in this year’s conference schedule to allow attendees to better understand the legislative process and how to improve interaction with members of their legislative delegation when advocating on behalf of their municipality and the League in general.

As a follow up to the Large City and Small Town Forums held at the 2011 annual convention in Ocean City, time has been set aside in the conference schedule to allow elected and appointed officials from Maryland’s municipalities to meet and discuss issues pertinent to both large and small cities and towns

The fall conference is also the venue for several other groups to meet. The MML Board of Directors and the Maryland Mayors Association will both meet on Monday, October 31. The MML Legislative/Resolutions Committee will also meet if necessary.

Haunted Eastern Shore: Ghostly Tales

Shoal Creek Manor- Cambridge, Dorchester County http://www.writingthevision.com/hauntedeasternshore/shoalcreekmanor.htm

Today, there is nothing left of Shoal Creek Manor, the home or John Woolford and Gov. Charles Goldsborough. This plantation house was built around 1750 and once stood on nearly 400 acres in East Cambridge. Originally it was part of the Choptank Indian lands, and was purchased from the Indians by the Ennalls family. Many tales are associated with Shoal Creek Manor – tales that are still told today even though the building was razed in 1970 to make way for a new waste-water treatment plant.

The folklore collection at the Nabb Center in Salisbury University had the following transcripts of tales told by locals about Shoal Creek Manor.

The session will include small round table discussions using real-life scenarios to further illustrate appropriate responses to requests from the public or the press.
The Academy for Excellence in Local Governance is a voluntary training program designed to help local government officials, especially newly elected officials, meet the challenges of their roles. Participants who successfully complete the required course curriculum comprised of nine core topics and five elective topics (new requirements as of February, 2002) can earn certification from the University of Maryland. The program has been designed to be completed within two years, however, participants may use an additional third year to complete program requirements.

HuffPost Healthy Living: 7 Health Benefits Of Coffee

Monday, October 31, 2011
Oh, coffee. The a.m. savior, dispenser of energy and the reason why many of us are able to get through the first parts of our days without looking like zombies.

But studies show that we may be benefitting from more than just the energy-boosting caffeine in coffee -- we might also be reaping its cancer-preventing and depression-lowering effects, just to name a couple.

Of course, as with all good things, moderation is key -- excessive coffee consumption is associated with cardiovascular problems, including an increased heart rate or blood pressure and irregular heartbeats, Harvard Health Publications reports. And all that caffeine can become addictive. Experts tend to agree that the good largely outweighs the bad for most people, but remember to consume in moderation (and skip calorie-heavy add-ins like sugar and cream).

Read on to see what recent science says about the possible health benefits of a cuppa.
