Law Enforcement Appreciation Ceremony

Westminster Md., Friday, Jan. 9, 2015 - Several hundred hardy folks braved 25 degree temperatures to show their appreciation for Carroll County area law enforcement agencies this evening at 7 p.m. between the County Office Building and the Sheriff’s Office located at 225 North Center Street, Westminster

In a prepared remarks, the Carroll County board of commissioners said they wanted to come together “to show our gratitude and appreciation for all that our police personnel do for the citizens of Carroll County each and every day…

“Please join us in showing our support for each of the law enforcement agencies in Carroll County, including the municipal police forces, the Sheriff’s personnel as well as the State Police. Take a tour of the Sheriff’s Office Emergency Command Vehicle and other law enforcement vehicles that will be on hand.

“Every day police officers put their lives in harm’s way to protect law abiding citizens; Friday evening is a time for each of us to thank these brave men and women for their service and for keeping our community safe.”

Also speaking were Carroll County Delegate Justin Ready, Carroll County Sheriff Jim DeWees, Carroll County State’s Attorney Brian DeLeonardo and Delegate-elect and former Hampstead mayor and county commissioner Haven Shoemaker –of whom many ‘blamed’ in a good-natured way, for coming up with the idea for the event – that took place in frigid temperatures and a brisk bone-chilling wind.

Among the many folks also attending were the head of the Westminster Police Department dispatchers Brenda Roper, members of FOP Lodge # 20, including Lodge vice-president Steven E. Rogers, former Westminster Vol. Fire Department president Bob Cumberland, and several allied agencies and organizations, such as Catherine’s Cause; that are a constant source of support and encouragement for law enforcement officer. 

The event concluded with the commissioners being award a ‘Thin Blue Line’ flag. A spokesperson explained that on the ‘Thin Blue Line’ flag, the top line represents the public, the bottom line represents the criminals and the blue line in the center represent the thin blue line that separates the public from the criminals.

The program concluded with a prayer by the Carroll County Detention Center chaplain Bob Kimmel.

Additional Details: The public is invited to a celebratory reception for both exhibits on Thursday, January 8 from 5:30 to 7:30 pm.  There will be complimentary hors d’oeuvres and a cash bar.


In the Director’s Hall Gallery, “Puros: Vistas of Cuba” will feature works of art created by five local photographers that depict people, places and perspectives that are purely Cuban. The photos were taken during their May 2014 Cuban adventure sponsored by the Carroll County Chamber of Commerce.

The term "puros" refers to an authentic Cuban cigar, which has been contraband in the US since the trade embargo initiated in the early 1960s. That same embargo also strictly limits travel between the two countries.

The artists exhibiting are Stella Fouts (Millers, MD), Sharon Hafner Yingling (Westminster, MD), Don Hobart (Westminster, MD), Becki Maurio (Westminster, MD), and Mike McMullin (Westminster, MD).

Anna Butler Magsamen, age 94, of Westminster, Maryland

Anna Butler Magsamen, age 94, of Westminster, Maryland, formerly of Delaware, died peacefully on Wednesday morning, January 7, 2015.

Born August 2, 1920 in Baltimore, she was the daughter of the late Wilmer and Anna Butler.  She was predeceased by her husband of 66 years, Frederick J. Magsamen, a son, Sgt.Frederick Magsamen and by a great-granddaughter, Julia Bowersox.

She attended Community Lutheran Church in Frankford, Delaware and was active in the local Senior Center.  She enjoyed the beach, fishing, traveling with her husband, and spending wintertime in Florida.

Surviving is a daughter, Janet Bowersox and husband Paul, of Westminster and Bethany Beach, DE; grandchildren, Brian Bowersox, and wife Nancy of Westminster, Paul Bowersox and wife, Deb of Gettysburg, and Sarah Cody and husband, James of Chesapeake, VA; eight great-grandchildren; and three siblings.  

Graveside services and inurnment in Delaware Veterans Cemetery in Millsboro, Delaware will be private at the convenience of the family.

Contributions may be made in her name to Community Lutheran Church, 30897 Omar Road, Frankford, DE  19945

FIRE DEPARTMENT PARAMEDIC KILLED IN THE LINE OF DUTY-UNUSUAL STRUCK BY APPARATUS AT SCENE

Tuesday, January 6, 2015 - We regret to pass on to you some tragic news from Maryland. At 1350 hrs TODAY (16/6.2015) the Bel Air Volunteer Fire Company (Harford Co, MD) was alerted for a motor vehicle collision with injury on Patterson Mill Rd. 

It was reported that a vehicle had run off the roadway into an embankment and the injured subject was in a nearby residence. On the fire departments arrival it was determined that the best access to the patient was via four wheel drive assist due to the extreme weather and driveway conditions. Bel Air Volunteer Fire Company Utility 373, a 2014 Chevrolet Silverado 3500HD equipped with a snow plow responded for the four wheel drive request. 

As the utility vehicle proceeded down the driveway it began to slide. At some point during the slide, a member of the Bel Air Volunteer Fire Company, a paramedic provider, was struck by the utility. He was treated at the scene and transported in grave condition to Upper Chesapeake Medical Center where he later succumbed to his injuries. Indications point to weather being a major factor in this incident. More to follow. Our condolences to all affected. RIP.

Updated 9:30pm January 6, 2015— A 12-year veteran of the Maryland fire and EMS service was lost Tuesday after being struck by a fire department utility truck assisting him at the scene of an accident, officials said.

Erik Steciak, 29, a paid paramedic with the Bel Air Volunteer Fire Company, was pronounced dead at University of Maryland Upper Chesapeake Medical Center in Bel Air after being transported from the scene.

According to his LinkedIn profile, Steciak had been a paid paramedic with the Bel Air VFC since December 2011 and also worked as a Supervisor/Paramedic with Special Event Medical Services since 2009. He was a volunteer Captain at the West Friendship Volunteer Fire Department in Howard County where he served since 2005. He was also formerly a volunteer EMT at the Ellicott City Volunteer Fire Department.

Early in the day, the Bel Air Volunteer Fire Department released a preliminary statement – then later in the day, after the family had been notified, the department released the name of the line of duty death to be that of Paramedic Erik Steciak, 29. Paramedic Steciak was a paid EMS employee who worked for the BAVFC since December 2011.

The Bel Air Volunteer Fire Company regrets to announce the line of duty passing of Paramedic Erik Steciak, 29. Paramedic Steciak was a paid EMS employee who worked for the BAVFC since December 2011.

He was also an active member of the West Friendship Volunteer Fire Company in Howard County, MD where he served as Captain and paramedic.

The Board of Directors, Officers and Members of the BAVFC express their sincerest condolences to Erik’s family and to the West Friendship VFC. Funeral services will be posted once final arrangements are completed.

Knowing Councilman Kirby Delauter as we do, we weren't surprised that he threatened The Frederick News-Post with a lawsuit because we had, he says — and we're not making this up — been putting Kirby Delauter's name in the paper without Kirby Delauter’s authorization. Attorneys would be called, Kirby Delauter said.

In fact, we spent quite some time laughing about it. Kirby Delauter, an elected official; Kirby Delauter, a public figure? Surely, Kirby Delauter can't be serious? Kirby Delauter’s making a joke, right?

Round about then, we wondered, if it’s not a joke, how should we now refer to Kirby Delauter if we can't use his name (Kirby Delauter)? Could we get away with an entire editorial of nothing but “Kirby Delauter” repeated over and over again -- Kirby Delauter, Kirby Delauter, Kirby Delauter? OK, imagine we agreed because of temporary madness or something funny in the water that week, how would we reference "Kirby Delauter" and do our job as journalists without running afoul of our lack of authorization?

(The Streisand Effect got its name when Barbra Streisand attempted to sue a photographer, who while documenting California coastal erosion also snapped her beachfront domicile -- which the singer-actress viewed as a breach of privacy. Ironically, it was her lawsuit, and not the photographer's compendium of visual research, that ended up drawing attention to the photos of Streisand's home, as well as getting this "effect" named after her. See also: Dan Snyder.)

Today's story of the Streisand Effect and its discontents takes place in Frederick County, Maryland, where a man named Kirby Delauter is the county councilman elected to represent District 5. Seems that Delauter took umbrage at a story that appeared in the Frederick News-Post on Jan. 3, concerning -- of all things! -- the assignment and availability of parking spaces to county council members.

Delauter is actually just a bit player in this story, which largely concerns the parking space grievances aired by another councilman named Billy Shreve, with whom Delauter agrees. But Delauter apparently has nursed a grudge with the reporter of the parking space story, Bethany Rodgers, and he decided that the time was ripe for him to flip his lid on Facebook, in full view of the world.

In so doing, Delauter made one of the most idiotic demands I have ever heard in my life: "Shame on Bethany Rodgers for an unauthorized use of my name and my reference in her article today. She contacted me by phone yesterday, I did not return her call and did not authorize any use of my name or reference in her article."

Nah, son, that's not how this works. Let me kick it to UCLA law professor Eugene Volokh for a brief legal explanation, because he's making the best fun for all of us with his comment:

On Monday, January 5, 2015 I got a scam-phone call from 909 387 2418. Then, the very next day, got another scam phone call from 602-346-9758.

After hardly ever getting spam phone calls on our cellphones for many years, in the last two days we have received two unwanted sales calls – calls that, in reality were probably attempts to commit fraud…

Today, the phone call was from 602-346-9758. I answered it. Yes, I understand that I probably should not have answered it…

The computer-generated robocall immediately began, “Attention, this is not a sales call. You have been referred by a friend to receive a free wireless system.  There is no cost for this system." 

What a load of crap… I did wait for the opportunity to block it.

Phone number 909 387 2418 is a scam

Do NOT answer a phone call in which the caller id indicates that the number is 909 387 2418. I got the call earlier today.

Fortunately, I have a policy that if you are not in my phone system, I usually, more often than not, do not answer the phone. This policy has saved me an enormous amount of time. Furthermore, this policy has probably saved me from many scams.

Today I got a phone call from 909 387 2418. I did not answer it. Afterwards, a quick search on the internet indicated it was indeed spam. For example, http://www.scamcallfighters.com/scam-cal:

“Scam Phone Number 9093872418, Robocall 909-387-2418. Important message about your credit card: https://www.google.com/webhp?sourceid=chrome-instant&ion=1&espv=2&es_th=1&ie=UTF-8#safe=off&q=909-387-2418

“Calls and would not leave any message. Picked up and found a recording. "Important message about your credit card. Press 1 to speak to a representative". Clicked 1 hoping that I could get them to take me off, to escape the harassment but the line went dead. That's it! Waste of time... I've blocked this number for good” http://www.scamcallfighters.com/scam-call-9093872418-Robocall-909-387-2418--Important-message-about-your-credit-card--Credit---Debit--ATM-Card-Fraud-17791.html

Another post by “David Fights, Lead Investigator for Scamcallfighters,” reports, “This must be the "lower your interest rate" scammer. It's good that the darned system is not working! That should save the gullible from getting scammed.

“By enticing people with offer to lower interest rate, the scammers get the victim to reveal his personal & banking info apart from credit card details!

“According to the FTC, the companies behind these Card Services Offers can’t do anything for you that you can’t do for yourself, for free. If you are not able to get the rates reduces with your card issuer, neither would they. These scammers try to obtain your card details and will steal money as ‘fees’.

“However, FTC’s Telemarketing Sales Rule prohibits companies that sell relief services like these rate reduction scams on the phone from charging a fee before they settle or reduce your debt.

“You should file complaint with FTC, whenever you get a ‘Card Services’ call.

So far the expected snowfall has been relatively light, but with the cold temperatures, it has been sticking to sidewalks and roadway. Carroll County Public Schools will be opening two-hours late on Tuesday, January 6, 2015, according to an e-mail from Carey Gaddis at 5:30 a.m.

My good friend Richard Weldon reports that he actually read the Facebook privacy “policies established…. for the use of” Facebook…

I am one of Richard’s biggest fans, but in light of the fact that he actually read the Facebook policy; his stature in my life rose to the level of my appreciation of Thich Nhat Hanh

Richard essentially reports that, alas, we really have no privacy – which is no surprise to me. I. am. Shocked. Shocked. I say.

I have not read the new privacy policy. I have read – and written a number of privacy policies in the past. They essentially say, in a very complicated and Orwellian manner; that we no longer have any expectation of privacy.

I wrote back to Richard…

Richard - long before Facebook, folks like you and I and other elected or appointed officials lost any expectation of privacy many years ago... I could tell you stories that would raise the hair on the back of your neck.

I simply assume that all my mail and e-mails were/are read and my phone calls hacked by the 'News of the World.'

While in office, most of my confidential memos got leaked - I finally started to have fun with that and would put out confidential memos about things like the city buying attack helicopters, starting a coal gasification plant, dating Madonna, proclamations for "Mow Your Lawn Day,' and Jimi Hendrix' birthday, a top-secret report called 'The Winchester Report,' and trademarking our city seal - all of which were picked-up and reported upon by the newspapers...


I even had a FOIA filed for the 'The Winchester Report' - that never-ever existed, except in a bogus-confidential memo... LOL. And on that note, at least I try to avoid FB messaging...
